101. Patterns of Power. The EU's External Steering Techniques at Work - The Case of Democratization Policies in Morocco

Abstract:
This paper conceptualizes a framework of political steering that includes modern conceptions of power as formulated by Foucault, Habermas, Bourdieu and others and applies it to the empirical analysis of the EU neighborhood policies. Analyzing the promotion of human rights and democracy as part of a comprehensive security strategy in Morocco since 2003, the authors scrutinize the use and the resonance of hierarchic, indirect and soft steering modes in EU external governance in the Southern Mediterranean. The findings suggest that Europe employs a complex strategy that targets governing officials, civil society actors and society at large, each with a respective mix of steering modes. Whereas classic incentives failed to initiate reforms at the government level, they proved effective in empowering Moroccan civil society actors. Soft modes are shown to play a decisive role in shaping the self-image of the administration officials vis-à-vis the EU and the parameters of public discourse on human rights and democracy, thus allowing for non-governmental actors to encroach on the government and demand democratic reforms. The integrated perspective on steering mechanisms in EU neighborhood policies thereby reveals the need to further explore micro-techniques of power in external governance analysis.

102. The Iron Cage of Democracy: Institutional Similarity and Stasis in African Political Party Systems

Abstract:
This paper asks (a) how to understand the development of new institutions in nascent democracies, and (b) what explains the persistence of institutional forms that do not conform to rationalist expectations of competitive efficiency. Much scholarship focuses on the power of strategic coordination under formal rules to shape democratic institutions, such as the form of the party system. This article contends that strict rationalist explanations of party systems leave unexplored the ways in which individual politician's and voter's strategic calculations are bounded by the organizational imperatives of systemic competition. Sociological theories of institutional development better explain the organizational logic driving party system origin and endurance in new democracies. The article uses original interview data from three contrasting cases of party system development in Africa to highlight the empirical puzzle that drives this conclusion: despite seemingly analogous democratic origins, largely similar conditions of low economic development, high ethnic heterogeneity, and weak state capacity, as well as comparable formal electoral rules in pairwise combinations, the party systems across Africa demonstrate incredible cross-national variation in the ways in which political parties organize and compete for power. Additionally, party systems maintain these varied forms over time rather than converging on a “most efficient” model. A focus on the particular mechanisms of reproduction through institutional isomorphism contributes to the research agenda of explaining institutional development, change, and stability.

Great Zimbabwe, the monument, is an imposing structure of stone blocks daringly constructed without mortar. The ruined ancient city, still majestic in its presence, is said to be the biggest ancient stone structure in Africa outside the Egyptian pyramids. This impressive fortress stood for hundreds of years defying time and weather to become not only a national symbol of strength, audacious vision, and power but also a firm footprint and testimony to ancient ingenuity on the African continent. Zimbabwe, the country, born in 1980 following independence from almost a century of British colonial rule, lies prostate today, ruined like the ancient city from which it got its name. For the past decade, the country has been coming apart block by block. Evidently, like the ruins, the country of Zimbabwe was constructed without mortar.

104. Zimbabwe: Engaging the Inclusive Government

After nearly a year of seemingly endless talks brokered by the Southern African Development Community (SADC), Zimbabwe's long-ruling ZANU-PF party and the two factions of the opposition Movement for Democratic Change (MDC) formed a coalition government in February. Opposition entry into government is a landmark development, and broad segments of the population are optimistic for the first time in years that a decade of repression and decline can be reversed. There is considerable international scepticism whether the flawed arrangement can succeed; many are tempted, with some reason, to second-guess the decision of mainstream MDC leader Morgan Tsvangirai to accept the deal under SADC and ZANU-PF pressure. But he had no good alternative, given a collapsed economy and humanitarian catastrophe from which his constituency was suffering. Donors should re-engage and apply a “humanitarian plus” aid strategy. South Africa, in collaboration with SADC, should negotiate retirement of hardline senior security leaders in the lifespan of the inclusive government.

106. Ethnicity and Party Systems in Francophone Sub-Saharan Africa

Abstract:
Despite earlier assumptions that ethnicity is a central feature of African party systems, there is little substantial evidence for this claim. The few studies with an empirical foundation rarely rely on individual data and are biased in favor of Anglophone Africa. This paper looks at four Francophone countries, drawing on four representative survey polls in Benin, Burkina Faso, Mali, and Niger. Multivariate regression models and bivariate control tools reveal that ethnicity matters as a determinant of party preference, but that its impact is generally rather weak and differs with regard to party systems and individual parties. “Ethnic parties” in the strict sense are almost completely absent, and only the Beninese party system is substantially “ethnicized.” In particular, regional ties between voters and leaders—rather than ethnic affiliation alone—deserve attention in the future study of voting behavior in Africa.

Abstract:
Botswana appears to be an exception. Scholars recurrently describe the country as a “deviant” (Charlton 1990: 137-138; Kloeden et al. 2004: 53) or a “special case” (Hansohm 2001: 294) compared to the rest of Africa. A plethora of studies have been conducted on the political and economic development of the country, all stressing its “exceptionality.” Some even term Botswana the “African miracle” (Samatar 1999). The country is seen as a heaven of prosperity and stability in a region full of economic and political misery.

Le 4 mars 2007, les deux principaux protagonistes de la crise ivoirienne signaient l'accord politique de Ouagadougou (APO). Ce compromis a, dans un pre-mier temps, apporté un environnement de paix en Côte d'Ivoire. La ligne de démarcation entre les deux pro-tagonistes a été démantelée. Un nouveau gouvernement a été formé et les bases ont été jetées pour apporter une réponse aux deux questions-clés du conflit : l'identité et la citoyenneté ivoiriennes et la légitimité du pouvoir. Mais, plus de deux ans après son adoption, l'APO va mal. Une sortie de crise sera possible uniquement si les engagements pris dans la capitale burkinabé sont enfin suivis d'effets. Sortir la Côte d'Ivoire de sa décen-nie de crise ne nécessitera pas seulement l'organisation d'élections crédibles mais impliquera également des progrès significatifs dans le processus de désarmement ainsi qu'une véritable réunification de l'administration. Ceci demandera la remobilisation de la facilitation burkinabé et une pression accrue des partenaires inter-nationaux sur les acteurs du conflit.

110. The Effects of Electoral Institutions in Rwanda: Why Proportional Representation Supports the Authoritarian Regime

Abstract:
While much has been written about the special design of Rwanda's judiciary in order to handle the aftermath of the genocide in 1994, other institutional actions resulting from the 2003 constitution have rarely been addressed in research. However, the second (partial) parliamentary elections in September 2008 revealed some of the implications which the carefully designed electoral system has for Rwanda's political development. As a starting point, the paper emphasises the need to link the debates on institutional design in divided societies with elections in authoritarian regimes. Under different regime types, “institutional engineers” may pursue different goals. The paper concludes that in the case of Rwanda proportional representation (PR) has been implemented to support undemocratic goals. PR limits the local accountability of politicians in a political environment in which the government is not controlled by a democratic opposition. Thus, Rwanda's current PR system facilitates the maintenance of authoritarian power in the country, whereas small constituencies would establish closer links between the local populations and their representatives.
