1. Building Resilience Blocks: How to Improve the Quality of Work for the Egyptian Construction Precariat?

Abstract:
The past two years have revealed the difficult living conditions of millions around the world experiencing compounded insecurities, especially of work and income. Within this context, this paper explores how the notion of precarity applies to informal construction workers in Egypt. It argues that their working conditions fail to satisfy the decent work indicators recommended by the International Labour Organization (ILO) and relevant literature. The paper also assesses the Egyptian government’s intervention during the COVID-19 pandemic regarding informal irregular workers. The government pushed forward infrastructure projects in order to cushion the impact of the pandemic on unemployment. It also distributed cash transfers to irregular informal workers for six months. The paper explains why these measures were not enough. Based on focus group discussions, an in-depth interview and an extensive study of ILO literature, the paper puts forward a set of recommendations with the aim of improving the quality of work under which the majority of workers in the construction sector in Egypt live.

2. Barriers to Effective Whistleblowing in Botswana: Lessons from the Construction Industry

Abstract:
Adopting Botswana’s construction industry as a case study, this Policy Brief examines key barriers to effective whistleblowing in Botswana. Data were drawn from 117 construction firms and interviews with regulators of this sector. Despite the enactment of the Whistleblowing Act 2016, the study finds the following key barriers to effective whistleblowing: (i) fear of retaliation or punishment, (ii) fear of job loss, (iii) absence of organisational whistleblowing policies, (iv) lack of incentive to report, (v) lack of education on whistleblowing, and (vi) insufficient action and follow-up on disclosures by authorities. From a policy perspective, there is a need to strengthen the existing legal protection offered to whistleblowers, their families and associates to ensure they are not subject to harm, retaliation or victimisation. There is also a need to increase levels of education and awareness on whistleblowing in general, and the Whistleblowing Act 2016 in particular.

3. Whistleblowing in Botswana’s Construction Industry: A Public and Private Sector Perspective

Abstract:
The construction industry (CI) is considered one of the most corrupt both internationally and regionally. Therefore, this study examined the views and attitudes of professionals in Botswana’s CI towards the role whistleblowing (or protected disclosure) can play in curbing corruption in the sector. A convergent mixed methods approach was adopted. Semi-structured interviews were conducted with key stakeholders from the construction industry. Furthermore, a self-administered survey was utilised to collect quantitative data from 117 construction firms. Data revealed that there was little awareness of whistleblowing legislation. Fear of retaliation or punishment and job loss, and a lack of education on whistleblowing were identified as some of the most substantial barriers to effective whistleblowing in the industry. From a public policy perspective, it is recommended that an emphasis be placed on improving levels of education and awareness on whistleblowing in the construction sector. In addition, there should be consideration to amend the Whistleblowing Act 2016 to include construction industry regulators, the Public Procurement and Asset Disposal Board, and private media amongst the list of institutions authorised to receive reports of impropriety in order to extend the scope of legal protection to whistleblowers in the sector. Recommendations for further research are provided.

4. Understanding youth labour demand constraints in Zambia: The mining, manufacturing and construction sectors

Abstract:
Zambia is among many developing countries struggling to create adequate employment opportunities for its people, especially in the formal economy. There is high youth unemployment, especially in urban areas where it has surged to 40.4% for females and 35.6% for males (CSO 2011, 95). Sender et al. (2005) attribute the high youth unemployment rates in Zambia to the socio-economic crisis of the past two decades and the young and increasing population that is producing an ever bigger youth labour force. Mayaka and Moyo (1999) further observe that youth unemployment mainly affects those without skills. A new challenge is the revised minimum wage legislation, which could influence youth employment levels if formal sector employers opt to lay off excess labour in order to contain labour-related costs of production. Unless the challenge of youth unemployment is met, Zambia could face rising poverty levels in the future. The new government has made pronouncements about expanding employment opportunities for youths, but without good data and information about labour demand dynamics, the government’s good intentions are likely to face severe challenges. Closing this knowledge gap is a necessary step in identifying corrective policy measures.
