51. Congo: Four Priorities for Sustainable Peace in Ituri

Abstract:
Le risque d'une reprise des violences en Ituri est aujourd'hui limité du fait de la présence de la Mission des Nations unies (MONUC), du démantèlement de la plupart des groupes armés et de la lassitude de la population après des années de souffrance et de destructions. Cependant, les problèmes de fond à l'origine des violences extrêmes qu'a connu le district pendant la guerre – un accès équitable à la terre et une gestion transparente des revenus issus de l'exploitation des ressources naturelles et minières – restent entiers. L'absence de réconciliation intercommunautaire et l'impunité pour la grande majorité des crimes commis pendant la guerre sont également extrêmement inquiétants en perspective d'élections locales en 2009. Afin d'éviter toute reprise de la violence, dont les femmes seraient les premières à souffrir, les éléments fondamentaux d'une paix durable doivent être urgemment mis en place dans le cadre d'une stratégie intégrée impliquant les institutions nationales et provinciales avec le soutien actif de la MONUC et des bailleurs de fonds du Congo.

52. Algeria Under Bouteflika: Civil Strife and National Reconciliation

Abstract:
Algerians no longer live in fear of being killed by radical Islamists at faux barrages (makeshift roadblocks) or of being “disappeared” by “ninjas” — hooded police - men who break down front doors and take occupants away, never to return. This is a remarkable achievement in a country that during the 1990s was synonymous with horrendous violence perpetrated both by Islamist radicals and by security forces. Algeria has regained stability, with radical Islamism no longer a fundamental threat to security across the country. The virtual quarantine in which the country was confined during the mid-1990s has been lifted. It is also increasingly opening up to foreign investment. Algerians have enjoyed a period of peace and relative prosperity, despite occasional flare-ups of violence. During the presidency of Abdelaziz Bouteflika, who took office in 1999, Algeria has transitioned from civil war, state failure, and moral decay to stability.

53. Planning for Post-Mugabe Zimbabwe

Abstract:
Over the past decade, the refusal of President Robert Mugabe and his Zimbabwe African National Union-Patriotic Front (ZANU-PF) ruling party to tolerate challenges to their power has led them to systematically dismantle the most effective workings of Zimbabwe's economic and political systems, replacing these with structures of corruption, patronage, and repression. The resulting 80 percent unemployment rate, hyperinflation, and severe food, fuel, and power shortages have created a national climate of desperation and instability. Meanwhile, often-violent repression has left the opposition divided and eroded public confidence in mechanisms to effect peaceful political change.

Abstract:
Sierra Leone is a success story of international intervention to put an end to a brutal civil war. Yet there is considerable disillusionment in many quarters at the lack of progress in tackling the issues that caused the war, such as corruption and the exclusion of many from access to resources and public services. This report describes the collaboration between the international community and the Sierra Leone government in building and reforming state institutions during the civil war and its aftermath. It assesses the progress made, draws conclusions about the achievements and suggests lessons for donors that may be applicable more widely.

L'accord de paix conclu le 4 mars 2007 à Ouagadougou entre Laurent Gbagbo et Guillaume Soro constitue un tournant majeur dans la résolution du conflit armé en Côte d'Ivoire, mais ne représente qu'un premier pas dans la bonne direction. Tous les Ivoiriens qui souhaitent une paix durable doivent maintenant se mobiliser pour exiger du gouvernement de transition la délivrance effective des titres d'identité prévus, la récupération des armes encore détenues par les milices, une véritable réforme du secteur de la sécurité et un processus électoral crédible. La communauté internationale a évité à la Côte d'Ivoire de sombrer dans le chaos au cours de ces quatre dernières années et doit maintenir intact son engagement militaire, politique et financier. L'évolution du processus de paix ne doit pas être dictée par les seules ambitions des deux signataires de l'accord de Ouagadougou mais aussi par l'objectif de la construction d'une paix durable en Côte d'Ivoire qui est cruciale pour la stabilité de toute l'Afrique de l'Ouest.

56. SIERRA LEONE: THE ELECTION OPPORTUNITY

Sierra Leone holds presidential and legislative elections in August 2007. President Ahmed Tejan Kabbah, who won a landslide victory in 2002 at the end of the civil war, split the ruling Sierra Leone People's Party (SLPP) by anointing a successor, Vice President Solomon Berewa. When Charles Margai formed the People's Movement for Democratic Change (PMDC), the break-up rejuvenated politics but also heightened tension in SLPP strongholds. The All People's Congress (APC), which gained in 2004 local elections, may be able to exploit this division. Return to a constituency-based voting system for parliament has reinforced the leverage of traditional chiefs in national politics and produced potentially vicious competition. Sierra Leone is still a fragile state in which peace will not be consolidated until two things happen. The elections must be violence-free and fair for results to be respected. Then the new authorities must deal with sources of discontent such as corruption, chiefs' abuse of power and youth unemployment, lest they threaten stability.

57. Oil development in Africa: Lessons for Sudan after the comprehensive peace agreement

In 1999, Sudan shipped its first barrel of oil to the international market. It did so with one civil war painfully continuing between the Khartoum government and the Sudan People's Liberation Army, unrest threatening the petroleum pathway along the pipeline route in the East, and a growing conflict in the western province of Darfur. This was not a rare occurrence in Africa. Nigeria and Angola had experienced the paradoxical duality of the economic progression of oil development; a one-sided affair simply benefiting the ruling elite, while the majority of the population suffered civil war and unrelenting poverty. However, unlike previous cases of the 'resource curse' in Africa, what seems to be a growing trend took shape in Sudan with the engagement of Asian investors, particularly China, in the development of its oil industry. While Asian investment initially took place alongside Western oil companies, state-owned enterprises from China, Malaysia, and India later came to dominate the sector. Nonetheless, whether this investment will deviate from the historical norm of fuelling civil war and underdevelopment has yet to be seen.

58. Sudan's Comprehensive Peace Agreement: The Long Road Ahead

More than a year after it was signed, Sudan's Comprehensive Peace Agreement (CPA) is showing signs of strain. While the agreement ended one of Africa's longest and bloodiest civil wars, it was an agreement between only two parties, the Sudan People's Liberation Movement/Army (SPLM/A) and the ruling National Congress Party (NCP), and continues to lack broader support throughout the country, particularly in the North. The current equation for peace in Sudan is a worrying one: the NCP has the capacity to implement but lacks the political will, whereas the SPLM has the commitment but is weak and disorganised. There is a real risk of renewed conflict down the road unless the NCP begins to implement the CPA in good faith, and the SPLM becomes a stronger and more effective implementing partner. The international community, which has largely abandoned the political engagement and commitment that was so crucial to achieving the peace agreement in the first place, must forcefully reengage with the process to ensure the agreement's successful implementation.

Abstract:
Recent violent conflicts in Africa have seen extensive use of very irregular armed forces by governments. Examples include the use of Kamajors in Sierra Leone, Janjaweed and other militias in Sudan and Interahamwe militias in the 1994 genocide in Rwanda. The paper, originally written for a seminar on Threatened Trust. The transformation of the state and fading civil security at the Centre for African Studies, Institute for Social Anthropology, University of Basel, Basel, 9-10 January 2006, analyses the historical background of such phenomena, the strategic benefits and drawbacks of the resort to such forces, the consequences for the conduct of armed conflicts and the implications thereof for the civilian populations. Finally, it points to a number of complications caused by the presence of such forces for peace settlements and post-conflict peacebuilding, including DDR (disarmament, demobilisation and reintegration) of former combatants and security sector reform.

Abstract:
This document looks at some of the important key processes that supported conflict resolution activities in Sierra Leone. It by no means provides a comprehensive analysis - rather it is designed to draw attention to some of the processes that were used to inform conflict resolution activities that might be being considered elsewhere. While many of these initiatives proved successful, mistakes were made thus the document is not meant to serve as an illustration of 'best practice' but more as a repository of ideas. Despite the 'health warnings' that should come with any documents that review the activity in Sierra Leone, important steps were taken towards developing more innovative practice and approaches within more holistic Security Sector Reform programmes. Moreover, Sierra Leone serves as a fairly unique example of a country requiring numerous reforms across the security sector, thus, much can be drawn from this single case study in terms of 'multiple entry points' and 'sequencing strategies'. This contrasts with many other country or regional case studies that may focus on a smaller number of reform imperatives.
