51. Nigeria's Elections: Reversing the Degeneration?

Abstract:
The April 2011 general elections – if credible and peaceful – would reverse the degeneration of the franchise since Nigeria returned to civilian rule in 1999, yield more representative and legitimate institutions and restore faith in a democratic trajectory. Anything similar to the 2007 sham, however, could deepen the vulnerability of West Africa's largest country to conflict, further alienate citizens from the political elite and reinforce violent groups' narratives of bad governance and exclusion. Flawed polls, especially if politicians stoke ethnic or religious divides, may ignite already straining fault lines, as losers protest results. Despite encouraging electoral preparations, serious obstacles remain. Many politicians still seem determined to use violence, bribery or rigging to win the spoils of office. In the remaining weeks, national institutions, led by the Independent National Election Commission (INEC), should redouble efforts to secure the poll's integrity, tackle impunity for electoral crimes, increase transparency and bolster safeguards, including by publicising results polling station by polling station and rejecting bogus returns.

Abstract:
Violent crime in Africa's cities is endemic and in many places worsening. Africa as a whole has a homicide rate of 20 per 100,000 (in Europe it is 5.4, in North America 6.5, and in South America 25.9). The problem is particularly severe in some urban areas. Kinshasa's homicide rate is estimated to be as high as 112 homicides per 100,000. The Nigerian police have recorded consistently rising rates of murder and at - tempted murder over the last 20 years. Rates of armed robbery in Africa are also very high. In Nairobi, 37 percent of residents reported being victims. The rate is 27 percent in some Mozambican cities and 21 percent in the Democratic Republic of the Congo(DRC).

Since the turn of the millennium 'Community Policing' has become a significant and widespread element of everyday policing in poor rural and urban areas of Mozambique. This development is not unique to Mozambique, but reflected globally. Community policing (CP) has since the 1990s enjoyed widespread popularity as a philosophy and strategy of 'democratic policing' that seeks to substitute centralised, paramilitary-style state policing with active citizen inclusion in policing. In Mozambique, councils of community policing members have been formed since 2001, with the purpose of reducing crime as well as making the state police more transparent and accountable to the public.

54. Persistent Challenges to Long-Term Peace in Côte d'Ivoire

The announcement that 429,000 fraudulent or possibly foreign names were on the voters registry halted the preparations for already delayed 2009 presidential election and revived the divisive discussion of citizenship and identity in Côte d'Ivoire (Ivoirité) The stalled electoral process highlighted unresolved issues such as the failed demobilization and disarmament processes and the marginalization of civil society from the implementation of the 2007 Ouagadougou Peace Agreement. In April 2010, the U.S. Institute of Peace, the Community of Sant'Egidio and George Mason University's Institute for Conflict Analysis and Resolution brought key leaders of Ivorian civil society and the religious community to Washington, D.C. to develop an approach for resolving the present political impasse and to actively participate in the peace process. The April meeting resulted in the Washington Appeal, which urges Ivoirians to tolerate ethnic and political diversity, reduce the tensions around elections, identify longstanding grievances, and expand the role of civil society in the peace process.

55. Why Sudan's Popular Consultation Matters

Abstract:
Largely unnoticed outside the region, the Sudanese states of Southern Kordofan and Blue Nile have begun the Comprehensive Peace Agreement (CPA)–mandated process of popular consultation, which permits Southern Kordofan and Blue Nile to either adopt the CPA as the final settlement between the two states and the Government of Sudan (GoS) or renegotiate the CPA to remedy any shortcomings and reach a final settlement. The first phase of the popular consultation process involves civic education campaigns to inform the two states' populations of the contents of the CPA and the issues at stake. The second phase is the consultations themselves, which are to be conducted by a commission in each state. The results of the consultations will be reported to the state assemblies and inform the positions taken by the states during negotiations with the central government. A successful popular consultation could begin to transform Sudanese politics by realigning political interests from political parties to the states and could provide a test case for new governance structures between the center and the states. A neglected or mismanaged process could destabilize not just Southern Kordofan and Blue Nile, but all of Sudan. The international community can contribute to a successful process through financial assistance, monitoring and reporting, promoting reconciliation within the population, and engaging directly with Khartoum and Juba to smooth negotiations. It might also anticipate possible procedural challenges and prepare to engage in creative and quiet diplomacy should the need arise.

56. Public Perceptions and Reactions : Gauging African Views of China in Africa

Abstract:
While economic and political ties between China and Africa have grown substantially in the last years, our understanding of African perceptions of China is still limited. Those pieces of cross country survey data which are available draw a positive picture of African perceptions of China but surveys are not comprehensive and only consider various African countries as a whole. Starting from here, this paper looks into how opinions on China form in different parts of African society, using case studies from unions, political elites and civil society. It comes to the conclusion that trade has an overall bigger impact on popular perceptions of China than FDI, which has been the focus of much literature. While a rising trade deficit has an overall negative impact on perceptions of China, increased Chinese trade is perceived positive by consumers that get more competitive prices and small scale vendors. Civil society organizations in Africa sometimes show critical opinions but are also increasingly engaged by China. Western Media generally tends to portrait China's relations with Africa in a more negative way, than it is perceived by most Africans. Several studies confirm that Africa is the continent that on average holds the most positive views on China.

Abstract:
This paper conceptualizes a framework of political steering that includes modern conceptions of power as formulated by Foucault, Habermas, Bourdieu and others and applies it to the empirical analysis of the EU neighborhood policies. Analyzing the promotion of human rights and democracy as part of a comprehensive security strategy in Morocco since 2003, the authors scrutinize the use and the resonance of hierarchic, indirect and soft steering modes in EU external governance in the Southern Mediterranean. The findings suggest that Europe employs a complex strategy that targets governing officials, civil society actors and society at large, each with a respective mix of steering modes. Whereas classic incentives failed to initiate reforms at the government level, they proved effective in empowering Moroccan civil society actors. Soft modes are shown to play a decisive role in shaping the self-image of the administration officials vis-à-vis the EU and the parameters of public discourse on human rights and democracy, thus allowing for non-governmental actors to encroach on the government and demand democratic reforms. The integrated perspective on steering mechanisms in EU neighborhood policies thereby reveals the need to further explore micro-techniques of power in external governance analysis.

58. Zimbabwe: Engaging the Inclusive Government

After nearly a year of seemingly endless talks brokered by the Southern African Development Community (SADC), Zimbabwe's long-ruling ZANU-PF party and the two factions of the opposition Movement for Democratic Change (MDC) formed a coalition government in February. Opposition entry into government is a landmark development, and broad segments of the population are optimistic for the first time in years that a decade of repression and decline can be reversed. There is considerable international scepticism whether the flawed arrangement can succeed; many are tempted, with some reason, to second-guess the decision of mainstream MDC leader Morgan Tsvangirai to accept the deal under SADC and ZANU-PF pressure. But he had no good alternative, given a collapsed economy and humanitarian catastrophe from which his constituency was suffering. Donors should re-engage and apply a “humanitarian plus” aid strategy. South Africa, in collaboration with SADC, should negotiate retirement of hardline senior security leaders in the lifespan of the inclusive government.

59. Ethnicity and Party Systems in Francophone Sub-Saharan Africa

Abstract:
Despite earlier assumptions that ethnicity is a central feature of African party systems, there is little substantial evidence for this claim. The few studies with an empirical foundation rarely rely on individual data and are biased in favor of Anglophone Africa. This paper looks at four Francophone countries, drawing on four representative survey polls in Benin, Burkina Faso, Mali, and Niger. Multivariate regression models and bivariate control tools reveal that ethnicity matters as a determinant of party preference, but that its impact is generally rather weak and differs with regard to party systems and individual parties. “Ethnic parties” in the strict sense are almost completely absent, and only the Beninese party system is substantially “ethnicized.” In particular, regional ties between voters and leaders—rather than ethnic affiliation alone—deserve attention in the future study of voting behavior in Africa.

Abstract:
When the Universal Declaration of Human Rights (UDHR) came into force in 1948, the horrific memory of the Holocaust was fresh in the minds of the drafters. The rise of Nazism in Germany was made possible in large part by the severe economic depression the country suffered. In 1941, President Roosevelt outlined four essential freedoms he believed to be achievable worldwide within a generation, including freedom from want. In his 1944 State of the Union address, he stated a pragmatic rationale for socio-economic rights: “People who are hungry and out of a job are the stuff of which dictatorships are made” (cited in Eide 1995, p.29). In the aftermath of WWII, the importance of international standards that could protect all human beings against state oppression was clear. As a result, a group of influential states agreed upon the UDHR, which expressed a bold and comprehensive vision of human rights that included political, civil, economic, social and cultural rights. Its preamble envisions the “advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want.”
