11. Somalia: Al-Shabaab - It Will Be a Long War

Abstract:
Despite the recent military surge against Somalia's armed Islamist extremist and self-declared al-Qaeda affiliate, Al-Shabaab, its conclusive "defeat" remains elusive. The most likely scenario – already in evidence – is that its armed units will retreat to smaller, remote and rural enclaves, exploiting entrenched and ever-changing clan-based competition; at the same time, other groups of radicalised and well-trained individuals will continue to carry out assassinations and terrorist attacks in urban areas, including increasingly in neighbouring countries, especially Kenya. The long connection between Al-Shabaab's current leadership and al-Qaeda is likely to strengthen. A critical breakthrough in the fight against the group cannot, therefore, be achieved by force of arms, even less so when it is foreign militaries, not the Somalia National Army (SNA), that are in the lead. A more politically-focused approach is required.

Russia's annexation of the Crimea and subsequent meddling in Ukraine does not constitute a game-changer. It is just a reminder that at least since the war with Georgia in 2008 Russia has been and still is playing the same game: a "game of zones",aimed at (re)establishing an exclusive sphere of influence. Many of us Europeans had forgotten that, or had pushed it to the back of our minds, preferring to believe that we were not engaged in a zero-sum game in our eastern neighbourhood.

Since its endorsement in 2005, the Responsibility to Protect (R2P) has become central to how the global community responds to genocide and mass atrocities. The norm presently faces the “risk of relevance” as a result of the interventions in Libya and Côte d'Ivoire and the deadlock over the situation in Syria. The recommendations in this brief will strengthen preventive capacities, maximize the protection afforded to civilians and ensure the norm's future relevance.

On June 29th 2012, the United Nations Security Coun¬cil welcomed the Secretary General's 'Regional Strat¬egy to address the threat and impact of the activities of the Lord's Resistance Army' ('UN Regional Strategy' or 'Strategy').1 The Strategy was well received by lo¬cal and international civil society organizations as an ambitious framework with the elements of a compre¬hensive response. Then, as now, the message was clear – if fully implemented, the Strategy could resolve this devastating 26-year conflict and pave the way for the long-term recovery of the affected region and its people.

Abstract:
Northern Nigeria is coping with a violent underground group, Boko Haram, that has been able to carry out attacks mainly in northern states, but also in Abuja by bombing the United Nations Nigerian headquarters. The targeting of prisons, barracks, security officers and politicians makes the lay population feel unsafe, since violence has become unpredictable. The state apparatus is so visibly challenged that it tends to overreact and actually kills even more civilians than Boko Haram does.

For the past decade, increasing instability in the Sahel and Sahara region has been a source of growing concern in Europe and the United States. Western governments have worried that the weakness of state control in the area would allow al-Qaeda in the Islamist Maghreb (AQIM) and other jihadist organizations to expand their influence and establish safe havens in areas outside government control. Such fears appear to have been vindicated by the recent takeover of northern Mali by AQIM and organizations closely associated with it.

Abstract:
The rise of Islamic militancy in parts of the Sahel and Horn of Africa poses growing threats to regional stability. The appeal of these militants stems from their ability to tap into and persuade marginalized communities, particularly youth, that their grievances can be rectified by the establishment of a more pure Islamist culture. Despite breakthroughs, Islamic militants in Africa typically do not possess great military power and may not seek to govern at the state level. Rather, they tend to be homegrown phenomena, focused on local concerns. Islamic militant organizations in Africa generally only command the support of small minorities within Muslim communities. However, ill-considered interventions, especially those involving Western forces, can reinforce the militants' narrative, thereby strengthening their credibility and recruitment.

Les Forces démocratiques alliées-Armée nationale de libération de l'Ouganda (ADF-N alu) sont un des groupes armés les plus anciens et les moins connus de l'Est de la République démocratique du Congo (RDC) et le seul de cette région à être considér é comme une organisation terroriste appartenant à la nébuleuse islamiste d'Afrique de l'Est. S'ils ne constituent pas une menace déstabilisatrice comme le Mouvement du 23 mars (M23), ils tiennent cependant tête à l'armée congolaise depuis 2010. Créé en RDC en 1995 et situé aux confins montagneux de la RDC et de l'Ouganda, ce groupe armé congolo-ougandais fait preuve d'une extraordinaire résilience qui tient à sa position géostratégique, son inse rtion dans l'économie transfrontalière et la corruption de s forces de sécurité. Par con- séquent, avant d'envisager toute nouvelle intervention militaire contre les ADF-Nalu, il convient de faire la part du mythe et de la réalité et de réduire sa base socioéconomique tout en proposant une offre de démobilisation et de réinsertion à ses combattants.

19. Is a military intervention in Mali unavoidable?

Abstract:
No clear settlement of the crisis in Mali seems possible in the short term, despite a UN Security Council resolution on October 12th paving the way for a military intervention by ECOWAS countries. The crisis is fed by various dynamics that need to be reconciled for peace to prevail. Firstly, the transition in Bamako is going nowhere, and further divisions in the government and the resurgence of the coup makers undermine the fragile progress witnessed in July. Unable to agree on a solution in Bamako, most political actors have developed a militaristic approach to any solution for the north. Secondly, Islamist and jihadist movements were able to gain control of northern Mali (two-thirds of the country) in a few months and have enforced new rules inspired by their understanding of Islam. Although protests erupted in several cities, the militants deepened their control over the region and its local and transnational economy and may have a constituency among the population. ECOWAS, supported by France, is willing to intervene militarily, but the fragmentation of the Malian army is a key weakness. Moreover, ECOWAS has not spelled out the actual aims of its intervention: mere territorial gains without addressing local and national grievances may mean the return of the status quo ante, which would be unacceptable to most people in northern Mali. As usual, the long-term political dimensions of the ECOWAS intervention are dismissed in favour of an immediate military victory that would be very fragile as a result.

20. Kenyan Somali Islamist Radicalisation

Abstract:
Somalia's growing Islamist radicalism is spilling over into Kenya. The militant Al-Shabaab movement has built a cross-border presence and a clandestine support network among Muslim populations in the north east and Nairobi and on the coast, and is trying to radicalise and recruit youth from these communities, often capitalising on long-standing grievances against the central state. This problem could grow more severe with the October 2011 decision by the Kenyan government to intervene directly in Somalia. Radicalisation is a grave threat to Kenya's security and stability. Formulating and executing sound counter-radicalisation and de-radicalisation policies before it is too late must be a priority. It would be a profound mistake, however, to view the challenge solely through a counter-terrorism lens.
