2521. Northern Uganda: Understanding and Solving the Conflict

Abstract:
For nearly eighteen years the insurgency of the Lord's Resistance Army (LRA), led by Joseph Kony, has produced great suffering in Northern Uganda, including some 1.5 million internally displaced persons (IDPs). UN Under-Secretary-General for Humanitarian Affairs Jan Egeland recently termed the situation among the worst humanitarian disasters in the world. In February 2004, in one of the most horrific atrocities since the conflict began, the LRA massacred approximately 200 civilians, revealing serious deficiencies in the government's capacity to defend the population and defeat the insurgency. The conflict seriously blemishes the record of President Yoweri Museveni's National Resistance Movement (NRM), which has otherwise brought relative stability to the country. The international community has leverage and at least strong humanitarian reasons to urge a more politically oriented strategy to resolve the conflict.

Abstract:
For all the sound and fury of international condemnation and domestic opposition, octogenarian President Robert Mugabe maintains the upper hand in Zimbabwe. He has bludgeoned opposition parties and neutralised mass action strategies, minimised African criticism, maintained South Africa's friendship, and withstood sporadic pressure from the wider international community. It has been a masterful performance. It is also one that has done massive damage to Zimbabwe's economy, which is shrinking at world record speed. It is time to acknowledge the collective failure to date, re- evaluate strategies for resolving the crisis, and concentrate on the opportunity presented by the March 2005 parliamentary elections.

2523. Darfur Rising: Sudan's New Crisis

Abstract:
Sudan, where prospects for peace had looked so promising for much of 2003, has become a potential horror story in 2004. The rapid onset of war in its western region of Darfur has created one of the world's worst humanitarian crises -- thousands dead and some 830,000 uprooted from homes. Meanwhile, the IGAD (Intergovernmental Authority for Development) peace talks in Naivasha, Kenya between the government and the insurgent Sudan People's Liberation Movement/Army (SPLA) threaten to deadlock. It is urgent that these talks succeed and that, simultaneously, a parallel process begins to address both the humanitarian and political crises in Darfur.

In 1985, the global economic world (N. America, S. America, Western Europe, Japan, Asian Tigers, Africa) consisted of 2.5 billion people. In 2000 as a result of the collapse of communism, India's turn from autarky, China's shift to market capitalism, global economy encompassed 6 billion people. Had China, India, and the former Soviet empire stayed outside, global economy would have had 3.3 billion.

Secretary of State Colin Powell will visit Sudan on Tuesday, June 29, stopping first in Khartoum before visiting the war-torn western province of Darfur. Powell will be the first U.S. secretary of state to visit Sudan since Cyrus Vance in 1978. In addition to meetings with Sudanese officials, Powell will confer with UN secretary-general Kofi Annan, who will be in Sudan as part of a three-week tour of Africa, the Middle East, Asia, and Europe.

Abstract:
On December 25, 2003, Union Transport Africaines (UTA) Flight 141 bound for Beirut crashed on take-off from Cotonou, Benin, in West Africa. According to accounts in the Arab press, a "foreign relations official of the African branch of the Lebanese Hizballah party and two of his aides" were among those killed. The Hizballah officials were reportedly carrying $2 million in contributions, raised from wealthy Lebanese nationals living in Africa, to the organization's headquarters in Beirut. In fact, Hizballah maintains a worldwide network engaged in financial, logistical, and operational terrorist activities, often in close cooperation with Iranian intelligence services. Hizballah operatives in Africa raise and launder significant sums of money, recruit local operatives, collect preoperational intelligence, and support the organization's terrorist activities against Israeli, U.S., and other Western interests.

2527. Income Risk and Welfare Status of Rural Households in Nigeria: Ekiti State as a Test Case

This paper examines the impact of income risk on the level of well-being of rural households in Nigeria. While income risk is defined as the risks associated with variability in income well-being is defined in terms of the level of utility reached by a given individual. This level is a function of goods and services that the individual consumes. The study is based on primary data collected from a sample of 285 households in Ekiti State, Nigeria. Analysis of the data revealed that household heads' age, years of formal education, household size, size of land cultivated and total expenditure (on food and non-food items) are major determinants of income risks among households in the study area. Also, going by the indices of various social indicators of well-being considered, it was revealed that income risk impacts negatively on the well-being of households in the study area.

This paper examines trends in income distribution and its linkages to economic growth and poverty reduction in order to understand the prospects for achieving poverty reduction in Africa. We examine the levels and trends in income distribution in some African countries and calculate pro-poor growth indices. Different growth patterns are simulated for Ethiopia, Uganda, Mozambique, and South Africa. We conclude that the balance between policies aimed at growth and measures aimed at redistribution should depend on the elasticity of the growth-equity tradeoff. We also discuss what the appropriate ingredients of a pro-poor strategy would be in the African setting.

2529. Dynamics of Poverty in Ethiopia

This paper addresses issues related to the dynamics of income poverty using unique household panel data for urban and rural areas of Ethiopia covering the period 1994-97. The percentage of households that remained in poverty was twice as large in urban areas as in rural areas. This suggests that income variability is a serious problem in rural areas, while the persistence is a key feature of urban poverty. The paper also discusses household characteristics that are correlated with the incidence of chronic poverty as well as vulnerability to poverty. A strategy that promotes consumption smoothing through say access to credit can work well in rural areas, while income or employment generation are required for poverty alleviation in urban areas.

2530. On the Arbitrariness and Robustness of Multi-Dimensional Poverty Rankings

It is often argued that multi-dimensional measures of well-being and poverty—such as those based on the capability approach and related views—are ad hoc. Rankings based on them are not, for this reason, robust to changes in the selection of weights used. In this paper, it is argued that the extent of potential arbitrariness and the range of issues relating to robustness have been underestimated in this context. Several issues relating to both the identification of the poor and the use of dimension-specific data are distinguished. These issues are then discussed in the context of the inter-provincial ranking of poverty in South Africa in 1995-6. It turns out that this ranking is fairly robust, and that some important policy-relevant results about the distinction between 'income'/'expenditure' and 'human' poverty for the South African context are reinforced rather than undermined by checking for robustness. In particular, while KwaZulu Natal is in the best three in terms of the standard expenditure measures for various choices of poverty line, it is third worst in terms of all the multi-dimensional rankings presented here.
