21. When Courts Plan: The Greening of Delhi's Autorickshaws

Abstract:
Implementing municipal-scale policies is challenging in megacities. Despite this, between 1986 and 2006, Delhi converted its entire public transportation network of nearly 100,000 vehicles to use Compressed Natural Gas (CNG) instead of diesel and petrol. The use of CNG is widely assumed to have been ordered by the Supreme Court of India. But this overlooks how autorickshaws, privately owned and making up three-fourths of these vehicles, came to use CNG even though the court did not order it. Using two new sources of data, I show that the conversion of autos was jointly led by the largest private manufacturer together with the city government. The court facilitated coordination between several other actors, allowed them to experiment, and monitored progress over two decades leading up to the auto conversion. After capping the total number of autos, it ultimately refrained from passing judgment on two consequential aspects of greening them: vehicle ownership and fuel type. As a result, auto owners were buffeted by decades of incremental policy experimentation. Eventually, these experiments reconfigured auto ownership as some sold their operating permits to become renters, while state institutions remained indifferent to this shadow conversion underfoot.

Abstract:
This paper explores the interaction of politics and business through the lens of the city. The power of business to influence politics in India would lead to a prediction that Indian cities are, in the classic sense of the term, growth machines. Yet we argue in this paper that fundamental problems of governance in India’s megacities have precluded the possibility of business coalitions exerting cohesive influence over investments policies in cities. The result has been the predominance of what we call cabals, that are expert at extracting rents from the city, but in the end fail to promote development in the sense of an institutionalized process of economic and social improvement in the city. Where there has been high growth, it has not been accompanied by the expansion of the cities’ infrastructure and overall coordination capacities. In the end, what is good for business and politicians had neither been good for capitalism in terms of dynamic accumulation nor for inclusion of middle and poorer social groups.

23. Flexible Governance and Perceived Fairness: Evidence from Farmer Managed Irrigation Systems in Nepal

Abstract:
What is the relationship between flexible governance and fairness? I examine this question in a new longitudinal dataset of irrigation canals in Nepal that were celebrated as paradigmatic cases of successful local governance. The prevalent explanation is that users have avoided knotty collective action problems by committing to rules and mutually monitoring compliance. These rules are understood to have been iteratively crafted over decades so as to render cooperative behavior reasonable. Embedded in a local context that is assumed to be common knowledge for users but ultimately impenetrable to outsiders, it is critical that locals discursively devise the rules and uniformly enforce them. Revisiting these cases three decades later, I first illustrate a distinction between two aspects of flexible governance: flexible rules and flexible enforcement. The former refers to changing rules over time, the latter to variations in enforcement. I document the predicted flexibility of the rules in these cases. I then show that a significant number of successes are associated with flexible enforcement. Whether flexible enforcement helps or hinders sustained collective action appears to depend on how fair users perceive the rules to be. Thus, discretionary enforcement may be related to the possibilities and limits of local governance in achieving fair outcomes, and not just for merely solving collective action problems.

24. Does Lean Improve Labor Standards? Management and Social Performance in the Nike Supply Chain

Abstract:
This study tests the hypothesis that lean manufacturing improves the social performance of manufacturers in emerging markets. We analyze an intervention by Nike Inc. to promote the adoption of lean manufacturing in its apparel supply chain across eleven developing countries. Using difference-in-differences estimates from a panel of over three hundred factories, we find that lean adoption was associated with a 15 percentage point reduction in noncompliance with labor standards that primarily reflect factory wage and work hour practices. However, we find a null effect on factory health and safety standards. This pattern is consistent with a causal mechanism that links lean to improved social performance through changes in labor relations, rather than improved management systems. These findings offer evidence that capabilitybuilding interventions may reduce social harm in global supply chains.

Abstract:
Starting from the assumption that the aim of development is to increase human flourishing, this paper develops an analytical perspective on how effective states are built. Modern theories of development see the state as the key agent for delivering the most critical forms of productive investment – investment in capability expanding collective goods. Accomplishing this requires bureaucratic capacity, as earlier analyses of state effectiveness have argued, but state-society relations are equally crucial. We focus on the “Sen-Ostrom” model – deliberative mechanisms to specify goals plus engagement of communities as “co-producers” of services – as the key elements of effective state society relations. Our effort to identify institutions and strategies that might lead to the efficacious engagement of the broadest possible cross-section of the populace led us to a re-engagement with left social democracy. But, resuscitating traditional models of left social democracy is not sufficient; different contexts require new conceptualizations. Patrick Heller’s “state-civil society model” and Cheol-sung Lee’s “embedded cohesiveness/political network model” gave us tools for revising, deepening and extending the basic party-union dynamics of the traditional left social democratic model. Putting the Huber-Stephens analysis of left social democracy together with the Heller and Lee models offers a promising platform for future debate on the general political logic of state-society relations

26. Widening Gap in College Admission and Improving Equal Opportunity in South Korea

Abstract:
As private education becomes widespread over the last decade in South Korea, the education gap among regions and social classes, noticeably widens. The recent global financial crisis exacerbates the problem as the rich continues to utilize more private education while the poor utilizes it less. For the first time, we confirm the widening gap in academic achievement and college admission in recent years by using source materials on Korea's College Scholastic Ability Test (CSAT) and students admitted to Seoul National University (SNU). We also present a simple theory that suggests as the influence of socioeconomic background and educational environment on the entrance exam score rises over that of innate talents, labor productivity of overall society appears to decline. Controlling for student talent by using the scholastic ranking of the 2nd year of middle school, we show that the socioeconomic status and learning environment exert a considerable influence on all college admissions criteria in this country. Finally, we discuss the importance of voluntary efforts by universities for expanding equal opportunity in higher education, as well as the government's response to the growing gap in college admissions.

27. US Reconstruction Aid for Afghanistan: The Dollars and Sense

Abstract:
The United States, and its allies, the UN, NGOs, and the World Bank, have injected billions of dollars into what is commonly termed the "reconstruction" of Afghanistan since the war began in 2001. This paper focuses on United States spending on aid in Afghanistan, describing the rationale government officials have given for the aid, what they have spent money on, who has profited from the contracts to provide aid, and what the consequences of that spending have been in terms of benefits to the people of Afghanistan or the United States. The central findings of this review of US government investigative reports and existing field-based scholarship are that reconstruction aid has been allocated primarily to re-arming and policing Afghanistan, with poor or even counterproductive outcomes in both security and other-than-security domains. Furthermore, US companies have been among the primary beneficiaries of this aid, despite widespread fraud, waste, and dysfunction. In contrast to a focus on human needs, and rather than rebuilding the basis of a modern state, reconstruction has been focused on furthering United States security interests. Reconstruction thus sets the foundation for continued violence and impoverishment in the years to come.

28. What War Has Wrought in Afghan Women's Lives

Abstract:
The “liberation” of Afghan women became a justification of the George W. Bush administration for the 2001 invasion of Afghanistan. Good intentions notwithstanding, Western feminists often painted a distorted portrait of absolutely helpless Afghan women buried alive in their burqas. One sad result of this black--‐and--‐white thinking, which overlooks the nuances and diversity of Afghan life and society, has been a severe curtailing of the quality, quantity, and endurance of whatever help Western women try to offer their Afghan sisters. This paper gives a historical overview of the realities of Afghan women's lives, contrasting these with common perceptions about Afghan women held by those outside Afghanistan – often misperceptions upon which millions of dollars of foreign aid have been spent. A description of Afghan women's social context touches on their views of the Taliban, women's political rights and empowerment throughout history, and women's access to healthcare and education. This paper argues that unless every step is taken with consideration for Afghan women's concerns, within the diverse contexts of their real lives, there can be no lasting peace. Any peace agreements must include clear commitments from all sides to respect and protect women's rights.

29. Democratic Aspirations and Destabilizing Outcomes in Afghanistan

Abstract:
The United States and its allies, in control of Afghanistan since October 2001, failed to support the development of an inclusive, legitimate and accountable political system. This paper examines how the imposition of an inappropriate model of democracy, the prioritization of American interests over those of Afghans, and a pattern of expedient political decisions have contributed to the destabilization of the country. The democracy and state-building model imposed on Afghanistan was stymied from the outset by critical foundational flaws. These include the return to power of discredited warlords reviled by most Afghans, the marginalization of particular groups including the remnants of the Taliban movement, and the concentration of power in an executive Presidency at the expense of a weak parliamentary structure. In 2014, along with the drawdown of US and NATO troops, Afghanistan's disputed election saga ended in a no-victor deal that effectively discarded the (as yet unknown) results of the ballot box. Once again, Washington politics reinforced the grip of a warlord-dominated elite on the machinery of the state and exposed the hollowness of the US-led and UN-supported state building project.

30. The Continuing Cost of the Iraq War: The Spread of Jihadi Groups Throughout the Region

Abstract:
The US invasion and subsequent occupation of Iraq, initiated in part to retaliate against Al Qaeda for the 9/11 strikes, had the effect of inspiring the creation of new Al Qaeda franchises. One such group is The Islamic State of Iraq and Syria, formed as the Iraqi Al Qaeda affiliates spread into Syria. The formation of ISIS and the other Jihadi groups active in Syria and now spreading elsewhere through the region, together responsible for thousands of deaths, is one of the many costs of the Iraq war. These new groups - which formed and trained during the US occupation of Iraq - are impeding US foreign policy and preventing donor nations from providing humanitarian relief.
