Abstract:
In late 2020, Myanmar will hold a general election for more than a thousand seats in Union, state, and regional legislative bodies. The next year and a half will also see two high-level, conflict-laden processes capture domestic and international attention—the 21st Century Panglong peace conference and possible attempts to repatriate Rohingya refugees. This report evaluates the environment in which the peace process, Rohingya repatriation, and the election intersect and identifies opportunities for mitigating conflict in the run-up to the election.

A central issue for Afghanistan in achieving stability is making long-lasting peace with the Taliban. The success of any such agreement will depend in large part on whether Taliban commanders and fighters can assume new roles in Afghan politics, the security forces, or civilian life. This report explores that question, drawing on lessons from how similar situations unfolded in Burundi, Tajikistan, and Nepal.

It is also the best equipped, boasting modern and sophisticated Chinese weaponry, and operates a formidable drug empire in the Golden Triangle region. This report examines the history of the Wa people, the United Wa State Army’s long-standing political and military ties to China, and the Wa’s role in Burma’s fragile peace process.

Notably absent from the debate around peace in Afghanistan are the voices of those living in parts of the country that have borne the brunt of the fighting since 2001—particularly those living in areas under Taliban control or influence. This report provides insight into how Afghan men and women in Taliban-influenced areas view the prospects for peace, what requirements would have to be met for local Taliban fighters to lay down their arms, and how views on a political settlement and a future government differ between Taliban fighters and civilians.

Abstract:
Pakistan’s 2018 elections marked just the second time in history that power transferred peacefully from one civilian government to another after a full term in office. Although the initial months of campaigning were relatively free of violence, the two weeks before polling were dangerous for campaigners and voters alike, and the elections provided a platform for some parties to incite violence, particularly against Pakistan’s minority sects. This report provides a deep examination of how exposure to political violence in Pakistan’s largest city affects political behavior, including willingness to vote and faith in the democratic process.

Nigeria’s keenly anticipated national elections are scheduled to take place in February and March 2019. These elections will mark the sixth vote since the reintroduction of democracy in 1999—and will follow the country’s first peaceful transition of power to an opposition party in 2015, when Goodluck Jonathan of the PDP conceded to Muhammadu Buhari of the rival APC. Based on field research in eight states and Abuja, this Special Report identifies the emerging and shifting risks of election violence for Nigeria’s 2019 elections and provides recommendations for Nigerian authorities and international donors supporting the electoral process to help mitigate these risks.

Despite its growing status as a major economic and military power, China continues to be a strong supporter of UN peacekeeping operations. China is not only the second-largest financial contributor to UN peacekeeping (after the United States), it has roughly 2,500 personnel deployed in ongoing missions, including in active combat zones in Mali and South Sudan—far more than any other permanent member of the UN Security Council. This Special Report examines what China hopes to gain from its participation in UN peacekeeping, as well as the challenges it will face as its troops find themselves in more dangerous “peace enforcement” situations.

The five-year-old civil war in South Sudan is an unparalleled humanitarian and security crisis, causing the largest exodus of refugees on the African continent since the Rwandan genocide and leaving over a third of the population displaced and two-thirds severely food insecure. Beyond the human toll on South Sudan’s long-suffering citizens, the country’s unraveling underscores the shifting political and security fault lines in the Horn of Africa. This Special Report surveys the region’s various interstate hostilities and intrastate conflicts and suggests ways the United States can reassert its influence to begin contributing meaningfully to the resolution of South Sudan’s civil war and conflicts in the greater Red Sea region.

Chinese troops have been stationed in Mali for the last half-decade as part of the UN-mandated stabilization force. Deployed after rebel groups overran large portions northeastern Mali in 2013, it was just the second time Beijing had ever contributed combat troops to a UN peacekeeping mission. This Special Report examines how China is using its peacekeeping activities in Mali as an opportunity to train troops and test equipment in a hostile environment—and as a way of extending its diplomatic reach and soft power in Africa and beyond.
