Abstract:
Saudi Arabia is pursuing a combination of domestic and regional policies that risk destabilizing the Persian Gulf and that risk undermining the United States interests there. Amid calls for political change, Saudi Arabia is failing to address pressing concerns about its political system and the need for political reform. Instead of responding favorably to calls for more political openness, the Kingdom is pursuing a risky domestic agenda, which ignores the social, economic, and political grievances that might fuel popular mobilization.

12. Making Peace in Afghanistan: The Missing Political Strategy

Abstract:
The proposition that a political settlement is needed to end the war in Afghanistan has gained increasing attention in recent months. Channels for preliminary talks with Taliban leaders have been sought and a High Peace Council created. However, despite upbeat military assessments, the insurgency has expanded its reach across the country and continues to enjoy sanctuary in Pakistan. Afghans increasingly resent the presence of foreign troops, and the Taliban draw strength from grievances by ordinary Afghans against their government. External money to supply military bases and pay for development projects often ends up fueling conflict rather than creating stability. For their part, President Karzai and many Afghan political elites lack genuine commitment to reform, calling into question the viability of a state-building international strategy and transition by 2014. Missing is a political strategy to end the conflict that goes beyond dealing with the Taliban; it must define the kind of state that Afghans are willing to live in and that regional neighbors can endorse. Knowing that such a settlement could take years to conclude does not diminish the urgency of initiating the process. Given doubts about Karzai's ability to manage the situation effectively, the international community needs to facilitate a peace process more pro-actively than it has. To be sustainable, the process will need to be inclusive; women's rights, human rights, and media freedoms cannot become casualties of negotiations. Afghanistan's international partners should commit to a peace process and lay the groundwork to appoint a mediator. This includes gauging the interests of parties, identifying actual participants in talks, and structuring an agenda. In the meantime, international military efforts must be realigned to avoid action that contradicts the ultimate aim of a peace settlement.

13. Reforming Pakistan's Police and Law Enforcement Infrastructure: Is It Too Flawed to Fix?

Abstract:
An efficient, well-functioning police service is critical to counterinsurgency as well as counterterrorism efforts in Pakistan, now and in the future. At the same time, the police force must also address rising crime rates and a deteriorating law-and-order situation, among many other tasks. The capacity of the Pakistan Police Service to deliver on all these fronts is severely diminished by political manipulation, the lack of forensic services, inadequate training and equipment, corruption, and weaknesses in the judicial sphere. Disconnect and lack of coordination between numerous kinds of policing and intelligence organizations are major hurdles on the path leading to collective strategizing. Upgrading the existing police system as the central law enforcement institution in the country cannot occur in isolation, however. Instead, it must be part of an overarching restructuring of the total law enforcement infrastructure, including a reform of the criminal justice system and the stripping of politically motivated amendments from the Police Act of 2002. Both traditional and innovative reforms would be expected to bear fruit in this arena. With a high degree of public consensus on the need for far-reaching law enforcement reforms in Pakistan, there is political space to make tough, reform-oriented choices. Pro-reform circles within police are also gaining strength.

14. Lessons from Embedded Provincial Reconstruction Teams in Iraq

Embedded provincial reconstruction teams (ePRTs) were small State Department- led units inserted into U.S. combat brigades in Iraq from 2007 to 2010 to support military counterinsurgency efforts at the local level. During major combat operations in 2007 and into 2008, ePRTs provided important support to military counterinsurgency efforts. As U.S. combat units wound down these efforts and withdrew from towns and cities, ePRTs did useful-but harder to quantify-work in mentoring local officials. Combat brigades and ePRTs generally worked well together. However, some units were unsure of how best to employ civilians. The military and civilians also sometimes had differing views on issues of short-term versus long-term goals. Despite problems, ePRT veterans believe that they had a positive effect in both supporting military counterinsurgency efforts and helping local Iraqi officials prepare for self-reliance. Interviewees identified a variety of operational problems that detracted from ePRT mission accomplishment. The Iraq ePRTs are now history, but as the United States continues to use civil-military teams in Afghanistan, these observed lessons need to be learned and acted upon.

15. Informal Dispute Resolution in Afghanistan

Abstract:
Faced with difficulties establishing legitimate, effective rule of law and the predominance of informal or traditional justice mechanisms in Afghanistan, the Afghan government and the international community have increasingly focused on engaging informal justice systems to resolve both civil and criminal disputes. While informal systems vary across the country, they are generally based upon restorative justice and the preservation of communal harmony. They currently resolve the vast majority of legal disputes and other conflicts in the country, particularly in rural areas. Engagement with informal systems and linking such systems to state institutions present some of the more effective opportunities for resolving conflicts and increasing access to justice for all Afghans because they are familiar, locally available, and involve relatively low costs. Such engagement, however, also faces significant logistical, cultural, political, and legal challenges. When engaging informal systems and/or implementing programs to link them to the state, it is important to have sound understanding of local power dynamics and how local dispute resolution systems function. The United States Institute of Peace (USIP) has been working on informal justice in Afghanistan since 2002 and has run pilot projects in six districts that test ways of designing or strengthening links between the state and informal systems to increase access to justice. Some of the best practices identified from the pilot projects include the importance of regular and substantive communication between informal and state justice actors, the promotion of the use of written records of decisions by informal systems, and the monitoring of decisions to ensure applicable Afghan laws and international human rights standards are upheld.

16. Many Shuras Do Not a Government Make: International Community Engagement with Local Councils in Afghanistan

Abstract:
The need to engage local Afghan leaders and support community decision making has recently been promoted as a key element of both development and counterinsurgency strategies in Afghanistan. The resulting proliferation of community councils—commonly called shuras or jirgas— sponsored by different actors within the Afghan government and international community has decreased the effectiveness of local governance and rule of law in many places. Traditional Afghan dispute resolution and governance bodies are most effective when they are formed by local residents and genuinely reflect the interests of the community. Their legitimacy decreases if international or government sponsors create shuras or jirgas to promote their own interests. This paradox creates a dilemma for programs designed to foster good governance: how to promote community self-rule that reflects traditional values and mechanisms and that develop locally, while adhering to rigid counterinsurgency and development timelines and strategies. These so-called 'traditional' political structures have an important place in local governance in Afghanistan, but the international community should not assume that such bodies fairly represent their respective communities. Rather, sound understanding of local dynamics and in-depth consultation with local government actors and community leaders are necessary to help ensure that such bodies are represented and thus, legitimate within the community. A more coherent, sustainable vision of long-term local governance and coordinated strategies between the Afghan government and international forces is necessary to bring both stability and development to Afghanistan. In particular, this Peace Brief supports the attempts to create a coherent long-term goal of local governance based on legitimate local actors, most likely selected through elections.

17. Countering Radicalization in America: Lessons from Europe

Abstract:
The recent surge in the number of American Muslims involved in terrorism has led U.S. authorities to question the long-held assumption that American Muslims are immune to radicalization, and to follow the example of other Western democracies in devising a comprehensive counter radicalization strategy. Radicalization is a highly individualized process determined by the complex interaction of various personal and structural factors. Because no one theory can exhaustively explain it, policymakers must understand the many paths to radicalization and adopt flexible approaches when trying to combat it. The role of religion in the radicalization process is debated, but theories that set aside ideology and religion as factors in the radicalization of Western jihadists are not convincing. Policymakers who choose to tackle religious aspects should do so cautiously, however, cognizant of the many implications of dealing with such a sensitive issue. Policymakers need to determine whether a counter radicalization strategy aims to tackle violent radicalism alone or, more ambitiously, cognitive radicalism. The relation between the two forms is contested. Challenging cognitive radicalism, though possibly useful for both security and social cohesion purposes, is extremely difficult for any Western democracy.Finding partners in the Muslim community is vital to any counter radicalization program. In light of the fragmentation of that community, a diverse array of partners appears to be the best solution. There is the risk, however, that counter radicalization efforts could be perceived by Muslims as unfairly targeting them. Partnerships with nonviolent Islamists could provide results in the short term, but there are doubts as to their long-term implications. All aspects of a partnership with such groups should be carefully examined before any decision is made. Policymakers need to find ways to empirically measure their programs' effectiveness.

18. Health Initiatives and Counterinsurgency Strategy in Afghanistan

Abstract:
An initiative by the Ministry of Public Health in Afghanistan to expand health services throughout the country, including rural communities, and supported by donors including USAID, has vastly expanded access to primary health care services, significantly reduced child mortality, and increased the capacity of the Afghan government to provide an essential service to its people. The program is based on principles of equity, national ownership, community engagement, and women's equality, and it warrants continued development. Many challenges remain, not least expanding services in insecure areas, and a more stable environment could better enable the Ministry of Public Health to achieve its goals. The U.S. military has supported health services development for the Afghan army and also offers significant emergency care services to civilians in insecure regions, training for health workers, construction of health facilities and other health-related programs. The military's civilian health initiatives, largely disconnected from the Ministry of Public Health, are short term, ad hoc, and unsustainable, and to date have lacked a consistent rationale or strategy, and have not been subject to evaluation. U.S. counterinsurgency strategy seeks to mesh development and security objectives through activities that enhance the legitimacy of the Afghan government in the eyes of its people. In the field of health, there are considerable tensions between counterinsurgency and development strategies, which must be addressed to increase the capacity of the government and meet health needs of the people.

19. Media and Peacebuilding in Afghanistan

Abstract:
Since the fall of the Taliban in 2001, the Afghan media sector has experienced dramatic growth in all areas: television, radio, print, internet, mobile phones. As such, the sector holds tremendous potential for making significant contributions to peacebuilding in the country. However, the media sector also confronts numerous challenges that impede its ability to realize this potential – which can only be addressed through the combined efforts and attention of international and domestic stakeholders alike. Among the most pressing challenges is resolving the tension between information operations and counterinsurgency, on the one hand, and developing a viable, credible media sector on the other. All too often efforts to counter extremist messages through expanded military and government access to the airwaves (via purchased air time and proliferating “radio in a box” broadcasts from military outposts) have had a negative impact on both media market economics and media credibility. Sustainability is also a significant issue. A glut of media outlets has arisen that are privately licensed yet sustained by international donor funds and strategic communications money. This has had a deleterious effect on the perception of media, and its effectiveness as a guardian of public interests. The shortcomings of state-owned RTA as a public broadcaster further contribute to this, leading many experts to call for greater investment in long-term training and mentoring as well as regulatory reform to limit government manipulation of the airwaves. Other significant areas for improvement: greater emphasis on quality and diversity of programming (including a need for more Pashto language programs), enhanced efforts to provide security for media practitioners, more professional communications training for Afghan government officials, and more extensive research and understanding of Afghan media consumers themselves.

20. Hamas: Ideological Rigidity and Political Flexibility

Abstract:
Although peaceful coexistence between Israel and Hamas is clearly not possible under the formulations that comprise Hamas's 1988 charter, Hamas has, in practice, moved well beyond its charter. Indeed, Hamas has been carefully and consciously adjusting its political program for years and has sent repeated signals that it may be ready to begin a process of coexisting with Israel. As evidenced by numerous statements, Hamas is not hostile to Jews because of religion. Rather, Hamas's view toward Israel is based on a fundamental belief that Israel has occupied land that is inherently Palestinian and Islamic. For Hamas, “recognition” of Israel would represent a negation of the rightness of its own cause and would be indefensible under Islam. It considers unacceptable for itself the actions of those Muslim countries that have recognized Israel, such as Egypt and Jordan, and those that have indicated their willingness to do so, such as Saudi Arabia and the rest of the Arab League, because they have provided no theological justification for their policies toward Israel. Although Hamas, as an Islamic organization, will not transgress shari'a, which it understands as forbidding recognition, it has formulated mechanisms that allow it to deal with the reality of Israel as a fait accompli. These mechanisms include the religious concepts of tahadiya and hudna and Hamas's own concept of “Palestinian legitimacy.” Tahadiya refers to a short-term calming period between conflicting parties during which differences are not put aside. A tahadiya stopped most violence between Hamas and Israel from June to December 2008. Hudna is a truce for a specific period, which is based on the practice of the Prophet Mohammad and on subsequent events in Muslim history. Hamas has indicated on a number of occasions its willingness to accede to a hudna with Israel, assuming basic Palestinian rights as set forth in the Arab Peace Initiative (API) are agreed to first. Palestinian legitimacy is a term employed by Hamas to describe its willingness to consider accepting a binding peace treaty, such as the proposal set forth in the API, so long as the treaty is first ratified by the Palestinian people in a referendum. Although Hamas would not directly participate in peace negotiations with Israel, Hamas has indicated that it would be willing to be part of a Palestinian coalition government with Fatah under which Fatah would negotiate the actual treaty. Although a peace process under such circumstances might, for Israelis and Westerners, seem involved, arcane, and of dubious utility, it is necessary to consider the possibility of such a process because there is no realistic scenario under which Hamas will disappear. Understanding the Islamic bases of Hamas's policies and worldview will be essential for the success of any process in which it is engaged.
