Abstract:
Civil society and social movements have long been at the center of pushing back against corruption and authoritarian practices. Zimbabwe was no exception in the run-up to the November 2017 coup d’état that ousted Robert Mugabe after four decades of unaccountable rule. This report, based on in-country interviews and focus group discussions, examines the transition that followed the coup to draw broader lessons for how the international community can support, without harming, grassroots nonviolent action initiatives in countries undergoing profound political shifts.

Abstract:
Zimbabwe's coalition government is increasingly dysfunctional, mainly due to a defeated incumbent ruler's unwillingness to surrender real executive authority to a popular opposition. The latest dispute over the president's unilateral exercise of appointment powers threatens to escalate into a constitutional crisis that seems likely to be resolved only through fresh elections. International actors can help to bring Zimbabwe's transition to a peaceful and democratic conclusion by guaranteeing power sharing, supervising elections, and maintaining targeted sanctions.

Although Zimbabwe's deep-seated economic malaise has robbed citizens of their savings, rendered incomes practically worthless and undermined domestic productivity, experts believe that a resolution of the political impasse could trigger much-needed policy reform and economic revitalization. This USIPeace Briefing reviews policy options and recommendations proffered at a USIP roundtable discussion on August 12, 2008. Abstract:
Can peace and stability be measured? If so, what are some of the most helpful indicators for determining at-risk countries and regions? What is the significance of resulting rankings and changes from year to year? On September 17, 2007, USIP hosted a public event to explore these and related questions. The panel featured three indices that attempt to quantify aspects of countries' peacefulness, conflict, and instability: the Failed States Index, the Peace and Conflict Instability Ledger, and the Global Peace Index. The panel examined the meaning, methodologies, and utility for policymakers and researchers of these and other indices. This USIPeace Briefing summarizes the discussion at this event.

Abstract:
The socio-economic and political conditions in Zimbabwe have been declining for years, but on March 11, 2007, they seemed to take a dramatic turn for the worse. Following months of protests, the Zimbabwean security forces embarked on a political crackdown that resulted in the arrest and assault of opposition leaders, including Morgan Tsvangirai, head of the Movement for Democratic Change (MDC), the main opposition party. Against these worsening conditions, the United States Institute of Peace convened a public meeting on April 25, 2007, led by Michael Bratton, Adrienne LeBas, and Martha Mutisi, to discuss the triggers leading to the March 2007 crackdown, the changes within the political parties in Zimbabwe, the challenges facing civil society organizations (CSOs), and the public's response to past political violence. This USIPeace Briefing summarizes the meeting's discussions and highlights recommendations for the way forward.
