- The report which follows constitutes the final evaluation of the three year Office of Transition Initiatives operation in East Timor. It stems from an independent examination and analysis of OTI's program in that country, as it emerged from the violence of September 1999 and faced the multiple challenges inherent in constructing a new government and in defining a new nation. The evaluation, conducted in October and November of 2002, was undertaken through a big picture approach meant to capture the entirety of OTI's experience in East Timor. The evaluators concentrated on two fundamental questions: Is there evidence that OTI's interventions had impact? Did the interventions deliver on the stated objectives?

- Over the past two decades the Latin America and Caribbean region (LAC) has undergone a major political transformation. All countries in the region now have elected civilian governments, with the sole exception of Cuba. With this political opening have come economic liberalization and increased opportunities for citizen participation. The region has moved beyond the formality of elections and is now confronting the more difficult challenge of reforming its other political, economic, and legal institutions.

- A USAID wastewater treatment project improved Moscow's drinking water and its companion watershed development project advanced environmental education in the districts near Moscow. A third project in Volgograd failed to build a viable air quality monitoring program to curb pollution. Sustainability and replicability were undercut by failure to plan for replication from the outset and promotion of state-of-the-art (rather than appropriate) technology. Lack of good baseline data and the inability to distinguish results stemming from the projects from those related to the economic downturn made independent assessment of project effectiveness difficult.
