11. Poverty and Growth in the WAEMU after the 1994 Devaluation

Abstract:
This paper brings out that poverty increased massively in the wake of the 1994 devaluation of the CFA franc, despite a significant recovery of economic growth. Although this increase affected all the social groups, it fell mostly on the urban poor. An analytical model is presented, which explains this puzzle by the stratification of the labour market, assuming that the formal sector workers are at the same time the investors in the informal sector. Then, capital intensity in the latter increases as the former anticipate the cut in formal sector wages that the long-awaited devaluation brings about. Ex post, they run down their assets for consumption-smoothing purposes, thus de-capitalizing the informal sector firms, with a negative impact on incomes in the (urban) informal sector.

In this paper we use data from 17 African nations in order to investigate the hypothesis that monetary union – represented in this case by the CFA Franc Zone – augments the extent of macroeconomic integration. The paper covers a number of dimensions of integration including the volume of bilateral trade, real exchange rate volatility and the magnitude of cross-country business cycle correlation.

13. Monetary Policy in the CFA Zone: Country-level Credit Policy

Abstract:
This paper examines whether the BCEAO has made use of the various policy instruments at its disposal for steering credit in the individual CFA zone member countries to complement interest rate policy at the zone level. We estimate whether private sector credit has responded systematically to different monetary policy variables using iterated 3-stage least squares regressions for Burkina Faso, Côte d'Ivoire, Mali, Senegal and Togo. If we constrain the coefficient estimates there is some support for the hypothesis that the BCEAO has contracted private sector credit in response to a higher inflation differential with France. However, there seems to be no policy rule to restrict private sector credit in response to increasing government borrowing from the central bank or increased foreign borrowing. If the coefficient estimates are unconstrained, there does not appear to be any systematic policy to control credit expansion at the domestic level.

14. The Costs and Benefits Analysis of CFA Membership: The Choice of an Exchange Rate Regime for the CFA Countries Zone

The paper determines an analytical framework defining the choice of an optimal exchange rate regime for a typical CFA country. The policymakers behave strategically to decide to adopt alternative exchange rate regime by minimizing their loss function under specific constraints like economic characteristics and political consideration. One concludes a CFA economy with less inflationary propensity and greater external shocks volatility will tend to select a flexible exchange rate regime. Moreover, the model suggests that a CFA country with a more unstable political system and a higher propensity to apply inflationary policies will prefer a flexible arrangement than a fixed one.

15. Some Welfare Implications of 'Who Goes First?' in WTO Negotiations

We envisage a logical framework to explain why some trade negotiations are delayed because parties differ on who should 'go first'. In our model, there are substantive welfare implications depending on which party sets tariff rates (or subsidies) first in a strategic optimization exercise. When knowledge about cost levels are incomplete or missing, and hence must be guessed with a probability, the chances of conflict regarding who goes first are extremely high in the situation modeled in this paper. As an institution with some power to set the rules of negotiations, the WTO should be able to anticipate such conflicts in upcoming negotiations. It can then set the rule (in this case, dictate who should go first) depending on whose interest it wants to protect. There is a wide range of choices for the WTO in this regard: OECD consumer's surplus, OECD producers' loss, net exports of developing countries, firm profits, or even, world welfare as the sum of all these components.

Abstract:
In this paper we focus on the question: will the HIPC debt reduction programme help in the transformation of the development assistance business and change the rules of the 'debt game' in Africa? We concentrate on the donor and official creditor side, by exploring how the growing debt of African countries, over the last two decades, has affected the provision of new resources by the donor community. Our results indicate that if debt levels are reduced sufficiently in high debt countries, donors can shift from the current pattern of non-selectivity and defensive lending to a low debt regime, a regime that has in the past allowed selectivity in lending in relation to levels of poverty and quality of policy.

17. Debt Relief under the HIPC Initiative. Context and Outlook for Debt Sustainability and Resource Flows

This paper analyses debt relief efforts by creditors to alleviate the debt burden of low- income countries. The Heavily Indebted Poor Countries (HIPC) Initiative builds on traditional debt relief, and for the first time involves relief on multilateral debt. It seeks to reduce debt to sustainable levels and eliminate any debt overhang that might hinder growth and investment. It provides substantial debt relief to eligible countries by reducing their overall debt stocks by about one-half, or, together with traditional relief over time, by some 80 per cent. It lowers debt service payments of HIPCs substantially, provides room for increased social spending, and provides a solid basis for debt sustainability. The latter requires efforts by both debtors and creditors. To find poverty reduction efforts, HIPC relief is important, but much broader international support is needed as external transfers to HIPCs in the past far exceeded debt service paid. Experience has shown that external support can only be effective if it reinforces sound policies implemented by HIPCs themselves. Thus debt relief and ODA are most important not in isolation, but as help for self-help.

This paper considers how the conditionality inherent in HIPC debt relief should be constituted to promote pro-poor policies. There are two dimensions to this. First, the extent to which the policies proposed are pro-poor. Second, the potential for releasing resources for pro-poor expenditures. The paper provides an analytical framework to describe the policy environment for poverty reduction, and identifies where donor effort and influence are most likely to be effective. The paper argues that the elements of debt relief conditionality should be tailored to the features of the poverty-reduction policy environment and provides guidelines for the design of conditionality.

The mission of the United Nations University is to contribute, through research and capacity building, to efforts to resolve the pressing global problems that are the concern of the United Nations, its Peoples and Member States. The work of the Peace and Governance Programme is a core element of this mission, and one that is complex and demanding. The concept of peace and security is evolving and broadening considerably, both in the worlds of academia and policy. Traditionally, national and international security were mainly defined in military and territorial terms, in an international system characterized by interaction among states. The UN Charter, while ultimately working in the interests of “the peoples,” is predicated on the relationship between unitary states in the maintenance of international peace and security. Within this system, the challenge was traditionally seen as mediating between liberal internationalist and power-political “realist” forces.

20. IMF Model and Resource-Abundant Transition Economies: Kazakhstan and Uzbekistan

The IMF model of the economic transition stresses the role of macro policy reform. It concludes that rapid reform to a market economy is preferable to slow reform because late reformers experience very steep transition recessions and severe contractions in government revenues. However, the predictive power of the IMF model has weakened through the late-1990s. This is because it under-estimates the role of initial conditions that include the natural resource endowment as well as institutional capital and the legacy of produced capital. This paper demonstrates how the predictive power of the IMF model can be improved by taking account of the impact of natural resource abundance for the transition. Resource abundance can feed corruption and diminish the urgency of reform, thereby intensifying the adverse effect of a retarded transition. It can also amplify the contraction of the non-booming tradeable sector due to Dutch disease effects. These adverse features are likely to be more severe where the resource endowment creates point source socio-economic linkages, as in mining, as opposed to the diffuse linkages associated with crop production by yeoman farmers. The detrimental effects of resource abundance are also likely to be more severe where institutional capital is deficient. Consistent with such a resource-constrained variant of the IMF model; resource-abundant Kazakhstan and Uzbekistan both delayed their reforms and both exhibit high levels of corruption relative to the transition economies as a whole. Also, economic recovery in Kazakhstan is slower than the original IMF model predicts because investment in minerals strengthened the exchange rate and retarded economic diversification. In the case of Uzbekistan, a natural resource endowment that yielded especially buoyant crop revenues (that eased the foreign exchange constraint) helps to explain why the growth collapse is less than the unadjusted IMF model predicts for such a slow reformer. This explanation is still too simple, however. Uzbekistan also benefits from robust social capital and limited obsolete industry, both of which retard the decline in government revenue. Finally, the resource-constrained IMF model suggests that the Uzbek policy of gradual reform represses exports and intensifies economic distortions. This will lock the economy into a staple trap and lead to a growth collapse, as the experience of many resource-abundant developing market economies testifies
