41. Proposals for Curbing the Boom-Bust Cycle in the Supply of Capital to Emerging Markets

Abstract:
This paper examines what might be done to limit the boom-bust cycle in the flow of capital to emerging markets. Although the paper accepts that some types of capital flow (notably foreign direct investment) are much less problematic in this respect than others (notably short-term bank loans), it argues that influencing the mix would have to be done by capital controls by capital-importing countries rather than supply-side policies. Where supply-side reforms might help is in making some types of flow less unstable: for example, the Buiter/Sibert proposal for a Universal Debt Rollover Option (which needs amendment to alter the term for which rollover might apply); allowing investors with fiduciary responsibilities to hold (though not to buy) bonds of sub-investment grade; penalizing put options in bond contracts and inserting collective action clauses; requiring foreign loans to be denominated in domestic currency; and modifying the remuneration practices of portfolio managers.

Abstract:
The purpose of this paper is to explore economic and political implications of Europe's Economic and Monetary Union (EMU) for developing countries. In strictly economics terms, influences will be communicated through both trade and financial channels. Economies in the developing world will be affected by changes in European growth rates as well as by EMU's impact on transaction costs and enterprise competitiveness within Europe; they will also be impacted by changes in the structure and efficiency of Europe's capital markets. Modifications may be anticipated in borrowing and investment practices at the private level as well as in reserve and debt-management policies at the official level. In political terms, developing countries will be most directly influences by the anticipated rivalry between Europe's new single currency, the euro, and the dollar, which will compel developing countries to reconsider their own national currency strategies. Three conclusions stand out. First, except for selected groups of countries with particularly close ties to the EU, most economic linkages appear marginal at best. It is much easier to enumerate possible channels of transmission than to find many that appear quantitatively significant. Second, among economic effects of EMU, financial channels seem to matter more than trade channels. And third, across the full range of possible linkages, the most lasting influences for developing countries may well turn out, notably, to be political rather than either trade or financial. Significant changes are likely in exchange-rates regimes in many parts of the developing world.

43. Will the Euro Trigger More Monetary Unions in Africa?

Abstract:
We analyse the prospects for greater monetary integration in Africa, in the wake of EMU. We argue that the structural characteristics of African economies are quite different to the EMU members but that much can be gained from monetary cooperation, as an external agency of restraint and in promoting stability in the financial sector. EMU has only a marginal impact on the net benefits of monetary cooperation but the euro would be a natural anchor for any African monetary unions. Indeed, the most likely route to new monetary cooperation in Africa is via a common peg to the euro.

Abstract:
This paper surveys issues related to globalization, and the obstacles to the successful integration of vulnerable economies. For many developing countries, the positive benefits of the increased globalization that has been taking place since around 1980 remain distant and elusive. The economies of many countries in the developing world remain extremely vulnerable to domestic and external shocks. They have, effectively, become marginalized from the world system. To a great extent, the obstacles to the successful participation of vulnerable developing economies in the international system are rooted in the causes of their underdevelopment and poor economic performance. Nevertheless, the new rules of the game and the international economic environment prevalent since about 1980 following accelerated globalization, leaves them vulnerable in novel ways. Developing in the arrangements for conducting multilateral trade and technology transfer have left nations in the South more vulnerable than in the past. The ability to conduct independent macroeconomic policy is severely constrained. Nations are more reliant on volatile international capital markets, for finance and investment; many developing countries are completely eschewed by international private capital markets. The problem of poverty in many developing countries seems to have been exacerbated following globalization. When we consider the obstacles to the meaningful participation of vulnerable developing economies in the international system, many are domestic in origin, but external factors beyond the control of these countries play an important part as well. Among the former are poorly designed policies to promote growth on the supply-side, macroeconomic mismanagement on the aggregate demand side and institutional failure. In the latter category protectionist tendencies in the North are the most important factor. Many of these appear in the guise of concerns for environmental and labour standards. Globalization does, however, offer new possibilities to developing countries; particularly because shifts in the international division of labour, as well as technological innovations, could favour the South.

45. Information Technology and Economic Growth: A Cross-Country Analysis

This paper explores the impacts of information technology investment on economic growth in a cross-section of 39 countries in the period 1980-95 by applying an explicit model of economic growth, the augmented version of the neoclassical (Solow) growth model. The results based on the full sample of 39 countries indicate that physical capital is a key factor in economic growth in both developed and developing countries. Its influence is even bigger than what is implied by the income share of capital in national income accounts. But neither human capital nor information technology seems to have a significant impact on GDP growth. However, investment in information technology has a strong influence on economic growth in the smaller sample of 23 developed (OECD) countries. Its impact is almost as large as that of the rest of the capital stock. But since the share of IT investment in GDP, although growing, is still much lower than the share of non-IT investment, the net social return to IT capital is much larger than the return to non-IT capital: 60-80 per cent versus 4 per cent, respectively. The estimated return is very high; about twice the return to equipment investment and 10-12 times the return to R obtained in similar models as the one applied here.

The privatization trend affecting the state involvement in productive sectors is also challenging the role of the state in the provision of social services. And, as private participation in social sectors increases, a regulatory framework is needed to ensure that the market reaches socially efficient outcomes. The regulation of social services carries the problem of conceptualization. What is the aim of regulatory intervention in social sectors? And what is the market structure to which this regulatory constraint will be applied to? These are the questions we discuss in this paper, is devoted to analysing the role of regulation of social services in low-income countries within the so-called mixed economy of care, characterized by multiple providers: the state, the private sector, non-profit organizations.

47. IMF Model and Resource-Abundant Transition Economies: Kazakhstan and Uzbekistan

The IMF model of the economic transition stresses the role of macro policy reform. It concludes that rapid reform to a market economy is preferable to slow reform because late reformers experience very steep transition recessions and severe contractions in government revenues. However, the predictive power of the IMF model has weakened through the late-1990s. This is because it under-estimates the role of initial conditions that include the natural resource endowment as well as institutional capital and the legacy of produced capital. This paper demonstrates how the predictive power of the IMF model can be improved by taking account of the impact of natural resource abundance for the transition. Resource abundance can feed corruption and diminish the urgency of reform, thereby intensifying the adverse effect of a retarded transition. It can also amplify the contraction of the non-booming tradeable sector due to Dutch disease effects. These adverse features are likely to be more severe where the resource endowment creates point source socio-economic linkages, as in mining, as opposed to the diffuse linkages associated with crop production by yeoman farmers. The detrimental effects of resource abundance are also likely to be more severe where institutional capital is deficient. Consistent with such a resource-constrained variant of the IMF model; resource-abundant Kazakhstan and Uzbekistan both delayed their reforms and both exhibit high levels of corruption relative to the transition economies as a whole. Also, economic recovery in Kazakhstan is slower than the original IMF model predicts because investment in minerals strengthened the exchange rate and retarded economic diversification. In the case of Uzbekistan, a natural resource endowment that yielded especially buoyant crop revenues (that eased the foreign exchange constraint) helps to explain why the growth collapse is less than the unadjusted IMF model predicts for such a slow reformer. This explanation is still too simple, however. Uzbekistan also benefits from robust social capital and limited obsolete industry, both of which retard the decline in government revenue. Finally, the resource-constrained IMF model suggests that the Uzbek policy of gradual reform represses exports and intensifies economic distortions. This will lock the economy into a staple trap and lead to a growth collapse, as the experience of many resource-abundant developing market economies testifies

A very large amount of activity occurs within groups (that is within families, firms, co-operatives, communities or governments). Yet most economic analysis focuses on market transactions between these agents. The purpose of the study is to analyse within group behaviour. Evidence suggests some groups perform well from the perspective of efficiency, equity and well-being, while others perform poorly. The study aims to identify the main causes for these different outcomes, developing a preliminary analysis of modes of group behaviour, and influences on them.

The aim of this paper is to review the principal assumptions and aspects of the unitary household model and collective models of household behaviour. Empirical studies are presented to assess whether the theories can offer adequate descriptions of household behaviour and to examine the types of policy implications that can be drawn from these. The paper concludes that the models reviewed lack the analytical tools to provide an understanding of the reality of households. Theories are unrealistic and therefore are of little use in the design of policies or projects which endeavour to help people
