Abstract:
South Korea constitutes an important example in fighting the pandemic. South Korea handled the process in a planned, rapid manner, and at the same time transparently. In fact, transparency has been one of the secrets of the country’s current success. In light of all of these developments, this essay will lay out how South Korea managed the coronavirus pandemic process and the policies it implemented, with a special emphasis on the role of transparency in the country’s fight.

Abstract:
Rather than recommending “new” means to be established for the first time in terms of Turkish legislation, “The Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters” (“The Aarhus Convention”, in short) will ensure that already existing procedural means that implement rights such as the right to information, the right of participation and the right to environment are compatible with international networks. In this sense, the Aarhus Convention is the body of “procedural means” that is clearing the path to establishing a participatory public administration that can transform the aforementioned rights into effective tools for their beneficiaries, to assist in the creation of an egalitarian, transparent and effective administration and a new public order facilitating the social integration of disadvantaged groups like the elderly, the youth, women, children and immigrants.

Abstract:
We are getting in the mood of the March 2019 local elections just as the general election has ended, and it looks as if the boat will be pushed out once again. Really, we do have a budget, right? At present, it remains an uncertainty how the central budget, our shared pool of resources, will be managed. Yet, we shall see how changes in the relations between the actors responsible for the tools, if not in the tools themselves, are reflected in practice. Hoping that they are at least transparent, we will examine budget transparency for democratic governance mainly through the lens of local government.

he Corruption Assessment Report for Turkey is the product of the research conducted by TESEV’s Good Governance program under the Southeast European Leadership for Development and Integrity (SELDI) initiative. This report documents the agenda of the first phase of the SELDI partnership that spans 2012 through 2014. Along with presenting evidence on the degree of corruption in Turkey, the report analyzes the current legal setting and the effects of corruption on the economy. It emphasizes the importance of a free judicial system, the role of civil society, and the benefits of international collaboration in fighting corruption. Abstract:
Corruption in Southeast Europe has been in the news, in the focus of public debate, and on the policy agenda of national and international institutions so often and for so long that its scrutiny hardly needs to be justified. It is precisely because it has proven to be such an intractable issue that innovative approaches to its understanding – and hence its reduction – are warranted. The EU accession prospects for the countries in the region – though distant – provide an enabling framework for action but it is local stakeholders, and in particular civil society who can bring about sustained progress in anti-corruption. The Southeast Europe Leadership for Development and Integrity (SELDI) has made the in-depth diagnosing and understanding of corruption and governance gaps in the region one of its main priorities, as a requisite condition for its advocacy of knowledge-driven anticorruption policies. This SELDI report fits in the development and implementation framework of the emerging regional anticorruption policy and infrastructure as exemplified by the SEE2020 Strategy’s Governance Pillar run by the Regional Anti-Corruption Initiative.

Abstract:
Being the result of collaboration within SELDI, this report is innovative in both its method and its process. It is the result of the application of a system developed by SELDI in the early 2000s for the assessment of both corruption and anticorruption, tailored to the social and institutional environment of Southeast Europe. This executive summary reviews Turkey’s findings and provides a number of recommendations to achieve further progress in limiting corruption. Güneydoğu Avrupa’daki yolsuzluk sorunu, üzerine sıkça haber yapılan, toplumsal tartışmaların odağında yer etmiş olan, hem ulusal hem de uluslararası kurumların sürekli ve uzun süredir siyasa gündeminde bulunan, sorunsallığı kanıksanmış bir meseledir. Yolsuzluğun bu kadar yaygın ve kolay kontrol edilemeyen bir sorun olmasından dolayı, meseleyi anlamaya ve dolayısı ile de azaltmaya yönelik yenilikçi yaklaşımlara gerek duyulmaktadır.
