Abstract:
An Introduction from Program Director Howard Wolpe: John Prendergast, Special Advisor to the President of the International Crisis Group, is one of the country's leading Africanists, with most of his twenty-year career focused on conflict resolution in Africa, American policy toward the region, human rights promotion, and humanitarian action. During the Clinton Administration, Mr. Prendergast served as a Special Advisor, Department of State and a Director for African Affairs at the National Security Council. He has worked for a variety of nongovernmental organizations and think tanks in Africa and the United States, and has authored or co-authored seven books on Africa.This paper is based on an address delivered at a February 7, 2005 program at the Woodrow Wilson Center, cosponsored by the Center's Africa Program and Conflict Prevention Project. An Introduction from Directors Howard Wolpe and Haleh Esfandiari: This past September, the Woodrow Wilson International Center's Africa and Middle East Programs co-sponsored a forum on Women, Islam and Human Rights in Africa.At the forum, a notable keynote address was presented by the distinguished feminist scholar, Ayesha Imam, coordinator of the Nigerian women's rights organization, BAOBOB.We believe that Dr. Imam's remarks, presented in the form of responses to queries posed by Woodrow Wilson Fellow and forum organizer, Mary Osirim, deserve a wider audience. Dr. Imam's address becomes the second in a series of WWICS Africa Program Occasional Papers. A report on the September 17, 2003 forum can be found on the WWICS website, www.wilsoncenter.org.

Abstract:
Ensuring food security—especially in Africa—depends on breaking cycles of hunger and conflict. Whether one believes that (a) environmental scarcities (including food insecurity) can cause conflict, or (b) that conflict is primarily caused by political factors, it is indisputable that access to food is always disrupted by conflict. Much has been written about the linkages between environmental scarcities, hunger, and conflict. This article (a) highlights certain gaps in the information about the steps that lead from hunger to conflict, and then (b) suggests policies and actions to break these connections.

Abstract:
South Africa is one of the most unequal societies on earth. While all South Africans now share equal political rights, they have very different social, economic, and other needs. This is true among and between black South Africans. The black middle class and new ruling class elements have left the townships to live in formerly white-only suburbs, leaving townships more evenly poor. Resentment among squatters, backyard dwellers, and formal homeowners result from high levels of exploitation of these informal settlement residents by their (black) landlords. ANC appeals for township residents to pay their rent and service charges have been ignored. This divide between the black South Africans in turn impacts politics at the local level. Those living in backyard or informal dwellings lack an organizational home. Fear of reprisal from landlord-cum-political leaders prevents many poorer township residents from attending ANC meetings. At the bottom, below even the squatters, lie the migrants from outside South Africa, blamed for crime, dirt, disease and for taking away the few social and economic opportunities that exist. The ANC cannot promise a radical transformation of South African society or economy, bringing poorer citizens back into the fold with talk of dramatic redistribution.
