Abstract:
Last week, Israeli forces entered Gaza, destroyed an underground border tunnel, and battled Hamas fighters, leaving several militants dead. In response, Hamas and Palestinian Islamic Jihad fired around eighty rockets into southern Israel, including the Israeli city of Ashkelon. Despite this breach of the tahdiya, or ceasefire, both Hamas and Israeli leaders have stressed their desire to deescalate the situation. But considering Hamas's history of violence against Israel, the organization's commitment to the tahdiya is open to serious question.

Abstract:
Clashes, rocket fire, and threats of escalation challenge Gaza's five-month-old ceasefire between Hamas and Israel. In the past two weeks, Israeli forces have reportedly killed 17 Palestinian fighters, while militant groups in Gaza have fired over 140 rockets into Israel. Despite the ceasefire's benefits -- for Israel, the end of cyclical clashes, rocket attacks, and civilian casualties, and for Hamas, a reprieve from Israel's intense military and economic pressure -- there is no guarantee it will hold. As such, it is worth considering how the ceasefire might end, what renewed conflict might look like, and what this means for Israel's long-term confrontation with Hamas.

Rumors of a newly formed Palestinian unity government have been ubiquitous in recent weeks, yet Hamas and Fatah appear to be closer than ever to reaching an agreement. Their unity talks survived even the tragic killing of twenty Palestinian civilians on November 8 in Beit Hanun, an incident that would ordinarily derail such negotiations. Both Hamas and Fatah understand the severity of the current political crisis and recognize they must move beyond this impasse to avoid further civil violence.

Abstract:
On September 11, 2006, advisors to Palestinian president Mahmoud Abbas and prime minister Ismail Haniyeh announced that the two had reached agreement on the formation of a national unity government after months of on-again, off-again discussions. The core of the agreement appears to be that Haniyeh will remain prime minister, Hamas will yield some key ministries, such as finance and foreign affairs, to Fatah, and the government will adopt some formula for its program that will allow it to claim it has met the Quartet's three conditions for renewing international aid. According to the Quartet's statement on January 30, “future assistance to any new government would be reviewed by donors against that government's commitment to the principles of nonviolence, recognition of Israel, and acceptance of previous agreements and obligations, including the Roadmap.”

As Lebanon plunges deeper into ruin and chaos as a result of Hizballah's “gang war” tactics against Israel's expanded military campaign to degrade the power of the Islamist party, Hizballah, Syria, and its allies in Lebanon are devising plans to subvert an international agreement on a multinational force to guard the Israel-Lebanon border. They are also preparing for a political comeback in a postconflict Lebanon by riding the wave of the victory Hizballah is sure to claim whatever the outcome—a supposed triumph that in reality will be at best a Pyrrhic victory.

Abstract:
On Wednesday, an international conference will open in Italy to discuss the state of Lebanon and explore potential formulas for an Israeli-Hizballah ceasefire. Current conditions make an immediate ceasefire unlikely, but should changing events make a ceasefire possible, one of the first priorities for the Bush administration and the international community will be to find a mechanism to reinvigorate and implement the remaining stipulations of UN Security Council Resolution 1559. In particular, that means disarming Hizballah. The group will no doubt oppose international and domestic efforts to disarm it, but the Lebanese government and the international community can take steps in the context of a ceasefire to consolidate Lebanese resentment toward Hizballah and press ahead with Resolution 1559.

Abstract:
Hizballah has been deployed along the blue line, the internationally accepted border between Lebanon and Israel, since May 2000 when the Israeli army left southern Lebanon. Hizballah's fulltime strength is 500–600 well trained, combat experienced fighters, but in an emergency the organization can also call upon thousands of other fighters with elementary training. Training continues in the eastern Bekaa valley, although at a much reduced rate compared to the 1990s. At present, Hizballah uses Shebaa Farms to justify its military operations and continued weapons possession, a rationale based on the claim that the Shebaa Farms are Lebanese territory occupied by Israel, even as the United Nations considers this territory to be Syrian.

The second meeting in a new round of twice-yearly strategic dialogues between the United States and Saudi Arabia will be held May 18 in Washington. Established at the Crawford summit between President George W. Bush and then Crown Prince Abdullah in April 2005, the first meeting was held in the Saudi city of Jeddah last November. The meetings were instituted because of the bilateral problems highlighted at the Crawford talks. The issues then were discussed "frankly and plainly" (the Saudi description) and the talks were "candid" (the American official description) -- diplomatic codes for little agreement. This time the Saudi side is spinning "the prospects of expanding cooperation," though the United States is still concerned about the "lag" it sees between official Saudi statements and action. Six working groups were established at the Jeddah meeting in November: counterterrorism; military affairs; energy; economic and financial affairs; consular affairs and partnership; and education exchange and human development. The generic titles obscure some major differences. As the labels suggest, the Saudis have successfully avoided any direct reference to political reform and human rights, areas that have been particularly criticized by a succession of U.S. officials and congressional figures. Even when such issues were raised, reports say that in the case of human rights, the Saudi side immediately riposted with concern about the circumstances of Saudi detainees at Guantanamo Bay, where they are said to form the single largest national contingent.

49. Opening Gaza to the Wider World: The Israeli-Palestinian Agreement on Movement and Access

Abstract:
On November 25, Palestinians celebrated the opening of their first self-governed external passage, the Rafah border crossing that separates the Gaza Strip from Egypt. Following months of negotiations, on November 15 Israel and the Palestinian Authority (PA) reached the Agreement on Movement and Access, governing the flow of people and goods into and from the Gaza Strip. Isreal's disengagement from the whole of Gaza, including the border with Egypt, made an accord on border crossings necessary. The agreement was achieved through extensive mediation by Quartet's special envoy, James Wolfensohn, and at the final stage through the unprecedented involvement of U.S. secretary of state Condoleezza Rice. The agreement is an attempt to balance Israeli security concerns with Palestinian political, humanitarian, and economic concerns.

The September 1 Egypt-Israel agreement regarding the deployment of new Egyptian forces along the Egyptian border with Gaza (the Agreed Arrangements) represents a shared Israeli-Egyptian interest in preventing the militarization and radicalization of Gaza following Israeli disengagement. For the first time, Israel is relinquishing its control over part of the external perimeter of the Palestinian areas, handing responsibility to a third party. Success or failure will bear important consequences for both Israeli-Egyptian and Israeli-Palestinian relations.
