Abstract:
A key issue in the runup to January's Palestinian parliamentary elections is whether the radical Islamist party Hamas will be allowed to participate and under what conditions. Israeli prime minister Ariel Sharon and foreign minister Silvan Shalom have insisted that the group disarm, disavow terror, and end its call for Israel's destruction before it is permitted to run in elections. Palestinian Authority (PA) president Mahmoud Abbas has favored an unconditional acceptance of Hamas's electoral participation, believing that it could coopt Hamas within the Palestinian political fold. However, he said in a Washington Post interview published on September 11, 2005, "A political party plus a militia is unacceptable," but he did not elaborate specific plans that would prevent Hamas from participating in elections as both party and militia.

Now that Israel has disengaged from the Gaza Strip and four settlements from the northern West Bank, the international community has a clear interest in doing all it can to see that the post-withdrawal security situation remains stable so that the exit from Gaza leads to further steps along the path laid out in the Quartet's Roadmap to Middle East peace. As former World Bank leader James Wolfensohn, now Washington's special envoy for disengagement, lobbies world leaders to offer significant support for Palestinian development projects, a parallel effort is necessary to create new, transparent public and private social-service organizations unaffiliated with Hamas or other groups engaged in terrorism or political violence.

Secretary of State Condoleezza Rice's July 22-24 visit to the Israeli-Palestinian scene came amid critical domestic challenges to the Palestinian leadership against the backdrop of imminent Israeli disengagement from the Gaza Strip and parts of the northern West Bank, scheduled to begin August 15. In an unprecedented step, Palestinian Authority (PA) president Mahmoud Abbas recently demonstrated the will to enforce his policy of nonviolence on Hamas and curb the group's efforts to become an alternative armed authority. Given his precarious vacillation between appeasement and enforcement, the international community should encourage Abbas to continue down the latter path and provide him with practical support toward that end.

Today, President George W. Bush will sign the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA), which represents the most dramatic and fundamental changes to the U.S. intelligence community since 1947, when the CIA was created. While public and media attention has been focused on the establishment of a director of national intelligence and a National Counterterrorism Center, other equally important aspects of IRTPA have received far less attention. Perhaps of greatest significance, IRTPA will improve the FBI and Justice Department's ability to combat international terrorism in a variety of ways.

President George W. Bush will enter his second term leading a country that is at war on five fronts at once. Four are clear: in Iraq and Afghanistan, against al-Qaeda and its global affiliates, and within the homeland. The fifth front, however, is the poor stepsister to the other four. It is being fought with an arsenal of outmoded and dysfunctional weaponry, a set of confused and self-defeating battlefield tactics, and no clear strategy for victory. Such is the status of the U.S. effort to fight the "battle of ideas" -- the ideological war to prevent Islamists and their sympathizers from capturing the social, cultural, economic, and political high ground in Muslim societies around the world.

Abstract:
The Yemeni media recently reported that thousands of Iraqis who fled Saddam Husayn's brutal regime and have lived in Yemen for more than a decade are now thinking about returning home. Many of these individuals are encouraged by signs of new infrastructure and a recovering economy in Iraq. If and when they return, they will see a number of stark similarities between their old homeland and Yemen, including primordial federalism, a "triangle" of terrorism, and questions of Sunni-Shi'i relations. Although Yemen is certainly not a model to which Iraq should aspire, San'a does have experience in dealing with challenges similar to those currently facing Iraq. Yemen's handling of these challenges provides reasons for cautious optimism about Iraq's future.

For many years, Western democracies have been pessimistic about the possibility of Iran becoming a secular democracy. Thus, Western policy toward Iran has long been characterized by a series of hesitant, inconsistent, and ad hoc decisions aimed at countering Iranian-sponsored terrorism, coupled with a relative lack of concern about the tyrannical nature of the Iranian regime. This unfounded pessimism is predicated on a profound misreading of the Islamic Republic as a traditional religious government rather than a revolutionary regime.

Following Secretary of State Colin Powell's February 6 address to the United Nations Security Council, some questioned his description of the "sinister nexus between Iraq and the al-Qaeda terrorist network." In fact, the relationship between Baghdad and terrorism mirrors the way in which today's international terrorist groups function: not as tightly structured hierarchies, but rather as shadowy networks that, when necessary, strike ad hoc tactical alliances bridging religious and ideological schisms. Osama bin Laden's recent call on Muslims to come to Iraq's defense, even as he derided the "infidel" regime in Baghdad, is a case in point.

With its longstanding support for terrorism, Syria poses an exceptional challenge to U.S. antiterror policy. On September 20, 2001, President George W. Bush declared that "from this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime." This declaration implicitly offered state sponsors a virtual amnesty for previous actions if they would cease sponsoring terror, an offer that Syria has thus far rejected. In June 2002, the president directly called on Syria to "choose the right side in the war on terror by closing terrorist camps and expelling terrorist organizations."

This threat requires the response of special forces, intelligence, and commandos in order to uncover the terrorist cells and prevent another September 11-style attack. But the main threat posed by terrorism in Central Asia today is the enormous domestic political crisis that has erupted throughout the region.
