Abstract:: To ensure that new protests, new sanctions, and new political leadership wind up helping rather than hindering Iraqi sovereignty, Washington must handle upcoming developments with great care. In the coming weeks, Iraq’s parliament may appoint a replacement for Prime Minister Adil Abdulmahdi. This is a very positive development, since the country’s sundry Iranian-backed militias would like nothing better than to keep the discredited leader under their thumb as an open-ended caretaker premier following his November resignation. In contrast, a new leader with a new mandate could get the government moving again, pass a budget, bring the criminals responsible for killing protestors to justice, and assuage angry protestors by making visible preparations for early, free, and fair elections—thereby remedying the results of the widely disparaged 2018 vote. Such is the political space that has opened up since the deaths of Iranian Qods Force commander Qasem Soleimani and Iraqi militia chief Abu Mahdi al-Muhandis earlier this month. For the United States, the challenge is how to support these changes without disrupting positive local dynamics.

Abstract:: Last month, Tehran announced it was building maritime offices on the Persian Gulf island of Abu Musa, reigniting the long-standing territorial dispute between Iran and the United Arab Emirates (UAE). Since 1970, the disagreement over the island and the neighboring Greater and Lesser Tunbs has been mired in legal uncertainty and historical claims and counterclaims, hindering diplomatic relations between Iran and the Gulf Arab states. The recent diplomatic intensity surrounding the issue, however, including the UAE's August 21 formal protest to UN secretary-general Ban Ki-Moon, is a significant break from the past, and may be a forerunner to a future escalation. Considering the importance of the islands -- all three are strategically located near the Strait of Hormuz, where 20 percent of the world's oil passes daily -- the dispute's outcome is deeply tied to the interests of the United States and the international community.

Abstract:: The United States has been lobbying the UN Security Council to pass a new resolution about reinforcing Lebanon's sovereignty, building on the October 25, 2005, report by UN envoy Terje Roed-Larsen on the implementation of UN Security Council Resolution 1559. That resolution, adopted on September 2, 2004, called for the disbanding and disarmament of all militias in Lebanon, the extension of Lebanese government control over all Lebanese territory, and the strict respect of Lebanese sovereignty. Important as each might be in light of recent developments, the Resolution 1559 requirements are closely interconnected.

Abstract:: Meetings this week between Israeli and Palestinian security and political personnel notwithstanding, time has virtually run out for any Israeli–Palestinian peace deal. It is important to note that the issue is not just one of time, even though President Clinton leaves office next Saturday. Top Clinton Administration officials have made clear that the Palestinians have engaged in "delays" since the December 23 ideas were tabled. Seeking to avoid the international disapproval that mushroomed in the wake of last summer's failed Camp David summit, Yasir Arafat came to Washington with an apparent "yes, but" view of the proposals. However, this approach seems clearly to be little more than a public-relations tactic.

Abstract:: The International Court of Justice (ICJ) is set to rule tomorrow on the longstanding border dispute between two Persian Gulf sheikdoms, Qatar and Bahrain. This dispute has preoccupied the ruling families in both countries for decades. It and the much better known Iraq–Kuwait border dispute (not detailed here) are hardly the only ones on the Arabian Peninsula. Indeed, almost every country on the peninsula has — or until very recently, has experienced — a disagreement over border demarcation.

Abstract:: Iranian president Mohammed Khatami will conduct an official visit to Russia on March 11 through March 15. This constitutes the highest-level visit of an Iranian official to Russia since 1989. There could be an intensification of cooperation between Russia and Iran during Khatami's visit — including on arms sales. In addition to military issues, the delineation of borders along the Caspian Sea will be a focus of discussion. Following talks in Moscow, Khatami will visit St. Petersburg and Kazan, the capital of the autonomous Russian republic of Tatarstan.
