Abstract:
Over the past years, some analysts have suggested that George W. Bush's unpopular administration spawned the high levels of anti-Americanism in Turkey. Referring to this phenomenon as "anti-Bushism," however, discounted the rise of anti-Americanism in Turkey and implied that the country's adverse view of the United States would change with a new administration. Unfortunately, two recent polls suggest otherwise. Despite the new faces in Washington -- policymakers who have gone out of their way to embrace Turkey and its citizens -- anti-Americanism persists across Turkish society.

In December 2003, Libya agreed to dismantle its weapons of mass destruction (WMD) programs, a key precondition for resumed relations with the United States. This decision set the stage for a new U.S.-Libyan rapport, and despite Libya's failure to adequately meet several other conditions, the United States considered the agreement a success.

On December 7, Turkish prime minister Recep Tayyip Erdogan will visit Washington to meet with President Barack Obama. The meeting follows Obama's April visit to Turkey, during which the U.S. leader reached out to Ankara in an effort to realign the countries' interests after the tumultuous years of the Bush administration. Despite Obama's efforts, Turkish foreign policy seems to be drifting farther away from the United States, especially on issues such as Iran and Sudan. To what extent can Washington use the upcoming visit to continue seeking alignment between U.S. and Turkish foreign policy objectives?

Abstract:
On December 14, the European Union is slated to initial an association agreement with Syria. The pact had been on hold since 2004 because the EU "deemed that political circumstances were so far not right for its signature and ratification." These "circumstances" mostly concerned Damascus's pernicious policies in Lebanon, including its presumed role in the 2005 assassination of former Lebanese premier Rafiq Hariri. In recent months, however, Syria has rehabilitated its image in Europe, helping the pariah state end a lengthy period of international isolation. If it is signed, the agreement would be the latest in a series of cost-free diplomatic gains for Damascus in Europe.
