Abstract:
Yesterday's meeting in the White House between U.S. president George W. Bush and Saudi foreign minister Prince Saud al-Faisal reflects both Saudi official anger at the reports of the kingdom's apparent complicity in the terrorist attacks of September 11, 2001, and its continuing ability to gain short-notice access to the very top of the U.S. administration. But reports of the meeting suggest a new and public toughness by President Bush toward the Saudi leadership -- a significant break in the closeness between two political dynasties, the Bushes and the al-Saud.

Abstract:
The end of Saddam Husayn's regime offers several key benefits with regard to U.S. interests. World oil supplies will increase as Iraq -- which has not been a major oil exporter since the beginning of the 1980-1988 war with Iran -- raises its oil production capacity to its full potential, which may amount to 5-6 million barrels per day. Cheap oil will boost the global economy, reduce Arab control of the oil market, and allow the United States to become less dependent on Saudi Arabia and better positioned to demand reforms from Middle Eastern regimes. In addition, postwar Iraq will no longer pose a weapons-of-mass-destruction threat to the region. The end of Saddam's regime will also reduce Russian and French influence in the region.

Abstract:
This Thursday, the Organization of the Petroleum Exporting Countries (OPEC) -- the oil producers' cartel of which Iraq is a founding member -- meets in Vienna to discuss production cuts intended to maintain the current, relatively high price of oil. The United States is not expected to send a representative for Iraq, although one or more among the plethora of political groups in the liberated country may send a would-be representative, unlikely to be seated. While ignoring the meeting, Washington still needs to make clear how it will reconstruct the Iraqi oil industry and utilize the nation's huge oil reserves, second in size only to those of Saudi Arabia.

Abstract:
Last week the Bush administration decided to reject the recommendation of an independent federal agency to designate Saudi Arabia as a "country of particular concern" under the 1998 International Religious Freedom Act. The U.S. Commission on International Religious Freedom had heard evidence that the Saudi religious police raided the homes of foreign workers who practiced Christianity and held them in squalid, overcrowded prisons. Washington's dilemma lies in dealing with such evidence without upsetting Riyadh at a time when the United States is trying to secure optimal Saudi cooperation on military action against Iraq. The administration's reluctance is at odds with President George W. Bush's National Security Strategy announced in September 2002, which defined "a single, sustainable model for national success [in the world]: freedom, democracy, and free enterprise." It also obscures an opportunity to bolster emerging trends in Saudi Arabia that hint at potential political change.

After declining at least two earlier invitations since January 2001, Crown Prince Abdullah of Saudi Arabia is due to meet President George W. Bush for the first time this Thursday. The de facto leader of America's leading oil supplier (his elder half-brother, King Fahd, is ailing) had previously snubbed Washington's efforts, ostensibly angry over the president's reluctance to become involved in Israeli-Palestinian peacemaking. In addition to the current crisis, the lunchtime talks at President Bush's ranch in Crawford, Texas, are expected to cover a complete range of issues including the involvement of Saudis in the events of September 11 and extension of the war against terrorism to Saddam Husayn.

While publicly stressing Saudi Arabia's cooperation and shared concern regarding terrorist financing, U.S. treasury secretary Paul O'Neill held private consultations this past week in Riyadh with Saudi officials and businessmen regarding specific Saudi organizations and individuals suspected of financing terrorist activities. Promising to find clear-cut cases, O'Neill reassured his hosts that the United States is both fine-tuning the procedure of targeting charitable institutions and fast-tracking the processing of individuals and institutions already placed on terrorism lists and subject to financial blocking orders.

A spate of visitors have been coming to the United States to talk with senior Bush administration officials about the Middle East. Perhaps the most prominent visitor has been Saudi Arabia's Crown Prince Abdullah, the de facto Saudi ruler who last visited the United States three years ago. As a special gesture, President George W. Bush hosted Crown Prince Abdullah at his Crawford, Texas, ranch last week. Other recent visitors to see President Bush include Egypt's president Hosni Mubarak, Morocco's King Mohammed, and Lebanon's prime minister Rafik Hariri. Next week, President Bush will host Israeli prime minister Ariel Sharon and, shortly thereafter, Jordan's King Abdullah. Today, the State Department will host senior diplomats who deal with the Middle East, hailing from the European Union, Russia, and the UN. These countries and organizations have been consulting with each other and with the United States more than in previous times. As President Bush meets with these leaders and considers his options, there is already a noticeable change in the Bush administration's Middle East public focus away from a virtually exclusive September 11 counterterrorism agenda. From President Bush's speech to Congress last September and the State of the Union speech in January, the animating principle of this administration has been the war on terrorism. The violence in the Israeli-Palestinian arena, though, coupled with the Saudi peace initiative spearheaded by Crown Prince Abdullah at the Arab summit in Beirut six weeks ago, has succeeded in shifting President Bush's agenda.

48. The Future of the Multinational Force and Observers in Sinai

Growing U.S. military involvement in new locations such as Afghanistan, Uzbekistan, and the Philippines has raised concerns in the Pentagon about overstretching the military and has prompted a call to reassess the future of America's long-standing contribution to peacekeeping missions worldwide. One of the missions at risk of being curtailed is the Multinational Force and Observers (MFO) — an independent, international peacekeeping and verification organization established by Egypt and Israel to monitor the security arrangements of their 1979 peace treaty. The idea of downsizing the 900-man U.S. contingent in the Sinai Peninsula has been raised several times by Defense Secretary Donald Rumsfeld. "I do not believe that we still need our forces in the Sinai," he said in a recent public statement. But the timing of such a change — especially in light of the deterioration in Egyptian-Israeli relations since the beginning of the al-Aqsa intifada — is questionable. At a time when other voices are calling for the withdrawal of U.S. forces from Saudi Arabia, a withdrawal from Sinai — even if only a reduction — could symbolize to many a decreasing U.S. interest in the region. It could also deny the recently violent Egyptian-Israeli-Palestinian border area an important and necessary cooling-off mechanism.

49. The Seizure of Gaza-Bound Arms: Political Implications

Abstract:
Israeli naval commandos seized the Gaza-bound freighter Karine-A in the Red Sea last Thursday, exposing a cargo hold containing fifty tons of munitions. The seizure took place in international waters some 300 miles off of Israel's southern coast, between Sudan and Saudi Arabia. The ship's captain, Omar Akkawi, later participated in an interview with Reuters and several television networks invited by Israeli authorities to the prison where Akkawi was being held; in the interview, he named Adel Awadallah of the Palestinian Authority (PA) as head of the operation. Akkawi also identified himself as both a long-time member of Yasir Arafat's Fatah and a naval advisor to the PA's Ministry of Transport; the PA subsequently confirmed the latter fact. In front of the reporters, Akkawi disclosed his instructions to first collect arms at a specified point off of Iran's coast and then sail through the Red Sea and Suez Canal to the Mediterranean. He also confirmed that one of the men who helped load the arms onto his ship was a member of the Iranian-backed Hizballah, and that one of his own crew members had been trained by the group.

Abstract:
In a thoughtful and measured address on December 4, State Department Policy Planning Director Richard Haass enunciated a new Bush administration policy on building "greater democracy" in the "Muslim world." Though it skirted several of the toughest policy issues (e.g., whether and how to promote democracy in inhospitable terrain like Saudi Arabia), this important speech nonetheless broke substantial new ground. Especially welcome was the healthy mix of realism and idealism, with arguments for pursuing democratization in Muslim countries leavened with the recognition that "we must above all obey the Hippocratic oath and first do no harm."
