1. Piling on: The Rise of Sanctions Cooperation between Regional Organizations, the United States, and the EU

Abstract:
When a country is sanctioned for violating international rules today, it is usually targeted by several different entities. The degree to which sanctions by different senders overlap remains a largely unexplored phenomenon. In this paper, we examine the extent of sanctions cooperation, i.e. joint action among major sanctions senders (the US, the EU, and regional organizations) against identical targets. We then map regional patterns and evaluate one potential explanation for them. Our analysis leads to three major findings. First, sanctions overlap is predominant and has consistently increased over the last three decades. Twothirds of sanctions involve more than a single sender. Targets today are usually subject to punishment by at least three different sanctions senders (up from one in 1980) and sometimes up to six different senders. Second, world regions vary widely in the extent of sanctions cooperation, the profile of sanctions senders, and their interactions. Third, to explain variation in sanctions cooperation, we find that hegemonic stability theory does not provide much leverage. We conclude by outlining avenues for future research on sanctions cooperation relating to sanctions onset and effectiveness.

2. Templates for Trade: Change, Persistence and Path Dependence in U. S. and EU Preferential Trade Agreements

Abstract:
Over the last two decades, Preferential Trade Agreements (PTAs) proliferated through the international trading system. PTAs created a web of rules paralleling and extending the system of the World Trade Organization (WTO). PTAs are an increasingly dominant feature of the international trading system, adding to a steadily increasing complexity. Their content is rarely studied systematically across agreements, and the mechanisms leading to their genesis are little understood. It is typically assumed that actors like the European Union (EU) and the United States (U. S.) work off a template when negotiating PTAs. Some argue that this allows them, amongst others, to impose a regulatory regime. This working paper attempts to put this claim to the test. Using diffusion theory as framework, it analyzes PTAs signed by the EU, the U. S. and their regional trading partners. Understanding the use of templates will help negotiating parties to assess the margin of maneuver when negotiating PTAs with the EU and the U. S. as well as the rigidity of their mandate. The analysis is conducted on a regional and a domestic level using aggregated data on PTA content and a qualitative assessment of selected PTA provisions (anti-corruption, environment and cultural cooperation). The study finds that the flexibility of these mandates is considerable and that templates, if used at all, can change substantially over time.

3. The Consolidation of the Anglo-Saxon/European Consensus on Price Stability. From International Coordination to a Rule-Based Monetary Regime

Abstract:
During the 1990s, a consensus consolidated among policy makers and economists worldwide regarding the desirability of very low inflation targeting. So far, this process has been explained on the basis of a domestic- functional thesis, according to which commitment to very low inflation provides local economic gains with no costs. In this paper, I present an alternative explanation, according to which the global norm of very low inflation targeting was consolidated as a political solution to the problem of exchange rate misalignment and volatility. I argue that policy makers in Germany and the US believed that convergence of monetary policies and inflation rates, in addition to liberalization of financial markets, will stabilize exchange rates without the need for direct coordination. The paper employs the theory of liberal intergovernmentalism as a benchmark to explain the choice of the European and the G-5/7 countries to establish a low-inflation rule-based international monetary regime. The paper concludes that the regime of very low inflation targeting was consolidated as a politically viable solution to a political problem rather than as an economic best practice. Furthermore, it concludes that the norm of very low inflation targeting was a “corer solution” that neglected the problem of exchange rate stability.

4. Beyond Federalism: Estimating and Explaining the Territorial Structure of Government

Abstract:
This paper suggests that the basic distinction between federal and unitary government has limited as well as served our understanding of government. The notion that variation in the structure of government is a difference of kind rather than degree has straight-jacketed attempts to estimate the authority of intermediate government. One result has been the claim that a country\'s footprint, not its population, is decisive for government. Analyzing data for 39 countries since 1950, and comparing our own findings with those of alternative measurements, we find evidence for the causal effect of population. This can be theorized in terms of a trade-off between responsiveness to soft information and per capita economies in public good provision.

5. How International Law Standards Pervade Discourse on the Use of Armed Force: Insights into European and US Newspaper Debates between 1990 and 2005

Abstract:
For almost a decade, 'public legitimacy' has remained largely unaddressed in empirical international relations (IR) analyses of international legalization. Yet, this concept has behavioral consequences. IR scholars for long assume that a belief in the legitimacy of a norm may be one reason for a 'compliance pull' on the international stage. The present study addresses this gap. It suggests a sociological conception of legalization observable in mass media debates and encompassing law's 'public legitimacy', understood as the congruence between legal regulations and discursive practices to that effect that these rules are also accepted by the larger public. This conception is illustrated in European and US newspaper reporting about military interventions in the post-Cold War era (1990-2005). Based on a large-n media analysis, the study not only concludes that an 'international rule of law' frame is heavily diffused across the communicative practices of European and US public spheres. It also shows that two legal norms in particular – human rights and United Nations (UN) multilateralism – generate a shared sense of 'public legitimacy' across the six countries analyzed.
