1. Collective Regional Image: Logics of Consciousness and Modes of Management in Post-Cold War Africa and Southeast Asia

Abstract:
One distinguishing feature of the “new” regionalism is its outward orientation – the increased importance of the external dimension of regional cooperation. It makes sense, then, that efforts to manage external perceptions of a region, on the part of policy-relevant actors in that region, might contribute to important changes to regional norms and institutions. By and large, though, existing accounts of normative and institutional change at the regional level do not explicitly conceptualize and theorize collective image consciousness and management. This paper offers an initial attempt to address this conceptual gap, making use of two cases of regional image crisis (post-Cold War Africa and post-1997 Southeast Asia) in order to draw out logics of regional image consciousness and to distinguish among types of regional image management efforts. As regional communities of states, Africa and Southeast Asia promoted and adhered to a relatively strict interpretation of the principle of non-interference during the Cold War period. In the post-Cold War era, the non-interference norm has eroded in both regions. In each, these developments constituted – in part – a collective image management strategy, aimed at external audiences. Reforms to regional institutions were promoted in part as efforts to ameliorate negative international perceptions.

3. Primary or Secondary? Regionalism’s Multiple Roles in Brazil’s International Emergence

Abstract:
Of all the countries identified as rising powers on the world stage, Brazil appears to have drawn considerable economic and political strength from its engagement with various forms of regionalism during the expansionist years when Lula was president. Whether by helping create a local, intra-regional entity (Mercosul) or, later, proposing a continental one (UNASUL), Brasilia appeared to have the capacity to further its own economic and political interests by generating cooperative interactions with its smaller neighbors. Subsequently it took a leading role in inter-regional negotiations between Mercosul and the European Union in the global North and between Mercosul and ASEAN in the global South. More recently still, it spread its wings by associating trans-regionally with powers that are similarly dominant within their own regions – IBSA (India, Brazil, and South Africa) and BRICS (Russia, India, China, and South Africa) which shared with it a desire to play greater roles in the major institutions of global governance. While these new associations have their inner raisons d’être, belonging to them also bolsters Brazil’s weight in such traditional multilateral organizations as the United Nations and the WTO which were previously dominated by the US-Europe-Japan triad. This working paper assesses the relative importance of these different regionalisms in Brazil’s emergence on the global stage by counterposing them with such standard explanations of a state’s global significance as its military might, economic strength, and its soft-power influence overseas. We identify how various regionalisms interact with traditional bilateral and multilateral relations in helping or hindering Brazil in its global ascent. We conclude to our surprise that regionalism has only played a minimally positive role economically. Even politically, it has on occasion become more hindrance than help in boosting Brazil into its current orbit – as its announced intention to negotiate separately with the EU suggests.

4. So Far, So Functional? Examining Functional and Counter-Functional Dynamics in Authoritarian Regional Cooperation

Abstract:
Regional cooperation, once largely the preserve of democracies, is now seen in many regions characterized by autocracy. Indeed, authoritarian leaders increasingly cooperate regionally, above all to augment the resilience of their regimes. While the output from this cooperation differs considerably from liberal-democratic regionalism, the experience of European integration nevertheless sheds light on an important underlying dynamic within this growing autocratic cooperation. Indeed, as with early and mid-stage European regional integration, authoritarian regionalism is driven by functional demands arising from the limited access nature of their regimes. However, countervailing ideational dynamics (such as the increasing salience of identity and legitimacy issues), which affect regional cooperation, are present in many cases. These counter-functional dynamics largely pre-date regionalist efforts but appear to be exacerbated by regional cooperation. This paper examines the interplay between functional demands and counter-functional dynamics in the context of ‘protective regionalisms’ in Eurasia, the Gulf, and West Africa. As global politics becomes more polarized, with regionalism seen as a source of strength for authoritarian states, the dynamics and underlying logics of such projects become increasingly important.

Abstract:
Why, following the EU's first attempts at advancing community cooperation in civil protection and the creation of the EU civil protection mechanism, has ASEAN undertaken new initiatives, such as the adoption of a legally binding accord, AADMER and a formal institution, the AHA Center, largely comparable to the institutional innovations endorsed by the EU, in the same issue area? Can these developments be interpreted simply as the result of independent decision-making by ASEAN or are they at least a partial outcome of a transfer process? The aim of this study is to contribute to the emerging debate on European influence in Southeast Asia, taking into account how processes of policy and institutional transfer may lead ASEAN's region builders to learn from the EU's experience. Specifically, by discussing the case of disaster management, which has remained largely unexplored by comparative IR literature, this study argues that independent problem solving does not offer an adequate explanation of ASEAN's developments. Conversely, lesson drawing and emulation are suggested as the two most relevant underlying mechanisms which can explain the gradual and selective adoption of an EU-like model of disaster cooperation.

6. Tolerance as a European Norm or an Ottoman Practice? An Analysis of Turkish Public Debates on the (Re)Opening of an Armenian Church in the Context of Turkey's EU Candidacy and Neo-Ottoman Revival

Abstract:
Turkey has undergone significant legal and institutional reforms regarding minority rights and cultural rights in the past decade as part of a reform process to meet political criteria for EU membership. However, it has not been studied so far if this increasing institutional compliance has also led to transformations at a normative level in the public discourse in Turkey. To explore this question, this paper presents the results of a qualitative media analysis that I conducted on the restoration and reopening of an Armenian church in 2007 – a milestone for the Republic as churches were destroyed or doomed to vanish for nearly a century since the Armenian Genocide in 1915. The restoration of the Sourp Khatch/Akhtamar Church became a showcase for Turkey's self-promotion as a 'tolerant nation'. However, the church was notably made accessible to the public as a museum that initially lacked the cross on its dome and was conceived to only host a religious service once a year. This opening of a church-museum is a symbolic instance in Turkey's ongoing transformation process in which tolerance and plurality have become prominent keywords in politics and public debate. Yet, as the findings suggest, they do not so as a reflection of European norms, but rather stand for a rediscovery and reinterpretation of Turkey's Ottoman past practices as a multi-religious empire. I show, however, that this reinterpretation occurs on the shaky grounds of a blindfolded view of the past, in particular the denial of the Armenian Genocide, and on the denial that minorities are still endangered in present day Turkey. I conclude that, without an acknowledgement of the Armenian Genocide, Turkey's nostalgic embracement of the Ottoman past and representation of norms such as tolerance as the 'true' Turkish/Islamic norms do not stand for a norm internalization or a norm adaption process, but instead, for a disconnection between norm and practice.

Abstract:
In the past ten years, the long-standing trade relations between the European Union (EU) and the African, Caribbean, and Pacific (ACP) countries have experienced radical transformations. The negotiations of the Economic Partnership Agreements (EPAs) between the EU and seven regional groupings formed by the ACP countries have led to the EU being maneuvered into an unexpectedly weak position. For the first time, European negotiators had to substantially leave their pre-agreed negotiation path and positions due to the immense pressure from ACP countries, regional organizations, and non-state actors – and still have not been able to finalize negotiations that had initially been expected to only take five years until the end of 2007.

8. Is There a Puzzle? Compliance with Minority Rights in Turkey (1999-2010)

Abstract:
The Helsinki Summit in 1999 represents a turning point for EU–Turkey relations. Turkey gained status as a formal candidate country for the EU providing a strong incentive to launch democratic reforms for the ultimate reward of membership. Since 2001, the country has launched a number of reforms in minority rights. Many controversial issues, such as denial of the existence of the Kurds, or the lack of property rights granted to non-Muslim minorities in the country, have made progress. Even though the reforms in minority rights may represent a tremendous step for the Europeanization process of Turkey, the compliance trend in minority rights is neither progressive nor smooth. While there is a consensus within the literature about the acceleration of reforms starting in 2002 and the slow down by 2005 in almost all policy areas, scholars are divided into two camps regarding the continuing slow down of the reform process or the revival of the reforms since 2008. I argue, in the present paper, that the compliance process with minority rights in Turkey is puzzling due to the differentiated outcome and the recent revival of behavioral compliance. I aim to shed light on the empirical facts in the least-likely area for reform in the enlargement process. Through a detailed analysis of minority-related reform process of Turkey being an instance of ongoing compliance, the paper contributes to the literature divided on the end result of Europeanization in the country recently.

9. Unpacking the Compliance Puzzle. The Case of Turkey's AKP under EU Conditionality

Abstract:
What explains the EU compliance of Turkey's ruling Justice and Development Party (AKP)? Since it came to power in 2002, AKP has launched legislative reforms in order to meet the European Union's political membership criteria (i.e., democracy, rule of law, human rights and minority rights). These reforms are puzzling since they happened in the absence of the two conditions of compliance argued in the literature: (1) credible EU political conditionality, (2) liberal ruling parties in EU candidate states. I argue that AKP's pro-EU reform agenda is explained by neither a belief in the possibility of membership via democratization (credible conditionality) nor liberal political identity. Rather, democratic measures under AKP are instrumentally induced. Two broad political motivations have guided AKP's reform commitment: (1) the electoral incentive to please Turkey's pro-EU membership electorate as well as AKP's conservative/religious constituency eager to see freedom of religion expanded under EU conditionality, (2) the motive to use reforms to weaken domestic secular forces (i.e. the military and high courts) and “survive” as a party with Islamist roots in Turkey's secular political system. The paper supports the argument with evidence gathered from original coding data for both conditionality and compliance as well as process-tracing.
