71. Virtuality, Perception and Reality in Myanmar's Democratic Reform

Abstract:
Since the summer of 2011, the country of Myanmar has been experiencing rapid democratic reform. Headlines lauding these positive changes have become commonplace in the international media. However, experts and academics who have been involved in the decade-long campaign to bring peace and democracy to Myanmar remain divided over how sincere these changes are. Some accuse the Government of carrying out “window-dressing” reforms to please the Western governments and enable the lifting of sanctions. They argue that the Government has a vested interest in maintaining the reins of power and that there is no incentive to make true democratic reforms. During a speech in Oslo in June 2012, Aung San Suu Kyi, the Myanmarese Pro-democracy leader described the recent reforms as positive but warned against blind faith in the process and pointed out the main challenges that remain unresolved – namely the ethnic issues and the ongoing imprisonment of political prisoners.

Abstract:
On 9 December 2011, the Geneva Centre for Security Policy (GCSP) hosted a seminar entitled "Developments and Implications of Missile Defence". The event was organized by the GCSP with the financial support of the Swiss Federal Department of Foreign Affairs (FDFA). About fifty participants attended the event, representing government, international organizations, the think tank community, and academia. The seminar had four principal aims. They were to: Examine recent developments in missile defence initiatives; Gauge the potential consequences of missile defence on regional and global security trends; Analyze the possible impact of missile defence developments on existing and future disarmament activities, including unintended consequences; and, Offer preliminary findings of key issues that policymakers should be aware of as missile defence evolves.

It should not come as a surprise that energy has been steadily gaining importance within security circles in recent years due to the military and security dimensions of this mainly economic issue. As globalization has blurred the lines between traditional security and economic interchange (and especially energy flows), new challenges have arisen. This process has fanned the debate surrounding the role of the North Atlantic Treaty Organization (NATO) with regard to energy questions and their evolution.

While most policymakers agree that there are substantial risks in cyber space, there is disagreement on whether or not it poses a threat to national security. The divergence in opinions is most obvious when references are made to terms such as cyber war and cyber warfare. In spite of these differences, there are many reasons why policymakers should care about developments in cyber space. With society's growing reliance on cyber space, a disruption can have wide ranging implications and cascading effects.

Abstract:
The international strategic landscape is evolving at an unprecedented pace. The widespread assumption is that the global balance of power is shifting from the West to the East (and the South), as a consequence of the convergence of two variables: the sustained economic growth of China and Asia over recent decades, and the Western economic downturn since the 2008 global financial crisis. Though interpretations differ on the meaning and magnitude of this power shift, the prevailing assumption is that it reflects the weakness, and for some the relative decline, of the US and the West against Asia's and primarily China's strong rise. The implications of these developments across the Asia-Pacific are deep and have already led to growing strategic competition between Beijing and Washington for preeminence over the Asia-Pacific and new uncertainties over global and regional governance.

Abstract:
Al Qaeda in the Islamic Maghreb (“Tandhim Al Qaeda fi Bilad Al Maghrib Al Islami”, commonly referred to by its French acronym AQMI) is a reformed version of an Algerian terrorist group formed in September 1998, Al Jama'a Al Salafiya lil Da'wa wal Qital (Salafist Group for Predication and Combat, GSPC). Born in the context of the waning Algerian civil war that had raged in that country between 1992 and 1998, with an estimated 150,000 dead, the GSPC carried with it three consequential elements: the violent legacy of the civil war and its heavy toll on Algerian society; an entrenched radical Islamist identity prone to armed violence; and a design on the part of this group to not disarm and perpetuate its armed insurrection.

With British and French aircraft undertaking most of the air operations over Libya and some fiftyfive years on from the Suez debacle, historical irony abounds. On November 2 2010, London and Paris agreed the Defence and Security Cooperation Treaty1 (see box below). On the face of it the accord is by and large military-technical: to develop co-operation between British and French Armed Forces, to promote the sharing and pooling of materials and equipment including through mutual interdependence, and leading to the building of joint facilities. This it is hoped will promote mutual access to each other's defence markets, through the promotion of industrial and technological co-operation. But what has the treaty to do with the European Union (EU) and the Common Security and Defence Policy (CSDP)? Does the treaty mark the first step on the road to regalvanising Europe's strategic defence or is it simply the strategic pretence of two aging, failing powers unable to accept a world that has moved on?

Abstract:
The revolts in Tunisia and Egypt were effective in ousting the regimes of Ben Ali and Mubarak, bringing rumor and protests to Yemen, Syria and other places and starting a violent revolution against Muammar Gaddafi – but it remains to be seen whether the abrupt achieved cohesion among the protesters will overcome the political transformation and bridge long existing gaps between the various groups and factions in these countries. Demonstrations in Tunisia, and also in Egypt, indicate that there is limited cohesion and tolerance within politics and civil society when it comes to tackling daily problems and finding lasting solutions.

Beyond noting the fluidity, ambiguity and ambivalence associated with the revolutions in Tunisia, Egypt and Libya, there is little consensus on causes and likely consequences. Do these geopolitical earthquakes constitute an “Arab Spring” leading to transition democratization, akin to 1989 in Central and Eastern Europe? Or should we look to 1979 in Iran, and the prospect of Sunni rather than Shia theocracy taking hold? Might the wider Muslim world – Indonesia, Malaysia, Pakistan and Turkey – provide alternative potential governance models for the MENA region, given indigenous variants appear exhausted and no longer able to self-reproduce? What are the lessons which other MENA incumbent regimes and the international community will identify? How might those lessons be learned?

Abstract:
The United Nations (UN) and the European Union (EU) are both key institutions in the peacebuilding realm. The UN has, since the end of the Cold War, embraced post-conflict peacebuilding as one of its core activities, and most of its sixteen current peacekeeping operations include a peacebuilding component. Likewise, the EU has become an increasingly important institution of peace consolidation in all its aspects, both through the role of the European Commission and more recently that of the intergovernmental Common Security and Defence Policy (CSDP). Post-conflict peacebuilding is an all-encompassing activity, which takes place at the nexus of security and development and that requires a wide range of policy responses. This theoretically places the UN and the EU in favourable positions, as institutions that aspire to develop a holistic approach, and to cover the entire continuum of conflict management. The simultaneous involvement of these two institutions in post-conflict peacebuilding poses the question of their respective policies in different terms. From Bosnia-Herzegovina or Kosovo to the Democratic Republic of the Congo (DRC) or Chad, through military cooperation or UN-led but European Commission-financed civilian programmes, questions arise as to the interaction between two different types of actors, the nature and depth of inter-institutional relations, the division of tasks and the level of mutual reinforcement or redundancy.
