Abstract:
Tobias Vestner and Alessandro Mario Amoroso, from the GCSP Security and Law team, are the authors of a Training Guide designed for Swiss private security companies to fulfil the obligations introduced by the Federal Act on Private Security Services provided Abroad (PSSA). The guide is tailored to the needs of companies operating and maintaining weapons systems and/or providing installation services, training on equipment and systems, and/or operational or logistical support to armed forces. Its purpose is to enable company personnel to understand key concepts and standards of human rights and international humanitarian law, including the risk and avoidance of direct participation in hostilities. The various chapters provide the necessary knowledge and tools to train company personnel to identify, prevent, and report activities that can constitute direct participation in hostilities or complicity in human rights and international humanitarian law violations. The guide includes thirty practical scenarios for training on direct participation in hostilities, with answers, which can be used to discuss the risk and avoidance of activities amounting to direct participation in hostilities.

Abstract:
As the Middle East continues to grapple with challenging questions of continuity and change, a group of distinguished thinkers on the region's politics and society met in Gstaad, Switzerland, to analyze current political dynamics and their implications for the region and beyond. This 11th Annual Conference organized jointly by the Geneva Centre for Security Policy (GCSP), the Crown Centre for Middle East Studies at Brandeis University, and the Gulf Research Center (GRC) aimed to take stock of developments in the Middle East over the previous year and bring about a greater understanding of the complex problems faced by a perplexingly disordered region. Following on the 10th meeting in 2012, the primary focus of the discussion was on the Arab revolutions, their overall significance and outlook as well as their impact in the region with a specific emphasis on Syria, Egypt, Lebanon, and Jordan. In addition, Iran's domestic politics and its international security implications; the GCC states and their place in the broader Middle East; as well as Israeli-Palestinian relations also featured prominently. The meeting opened by looking at the broader geopolitical and regional dynamics and concluded with a session considering policy implications in relation to present regional political dynamics. This report summarizes discussions held in the course of this meeting and in the tradition of previous reports on this Conference series, no direct, personal attributions are made herein. Abstract:
The GCSP hosted a workshop on missile defence systems, supported by the Swiss Federal Department of Foreign Affairs. A range of experts, officials and academics contributed to the policy discussion on current and future issues related to missile defence systems. Participants sought to develop a common understanding of current missile defence capabilities, as well as potential threats. Throughout the workshop, experts explored military-technical and political-diplomatic responses to these identified threats.

4. Through the Glass Ceiling: Towards a New Security Regime for Europe?

Abstract:
The 'St Malo process' which has being taking shape since December 1998, will bring a qualitative change in the EU's role as an international institution. Many of the big initiatives that the Union undertakes are not fully understood early on - unexpected, and sometimes unintended consequences can result from the changes that the EU agrees to. It takes time for the institutional implications of major changes to emerge: the Single Act was, in the mid 80s, often seen as the 'elephant that gave birth to a mouse'; and the Maastricht Treaty as at once called too federalist, and too timid. Likewise, the exact configuration of the changes that St Malo may bring will also take time to become clear. 'Militarising' the EU, however, ends one of the last policy taboos of a 'civilian-power' European Union and breaks through the 'glass ceiling' of the EU's self-denying ordinance against the adoption of the instruments of military force which has existed since its inception. This paper assesses how far these changes got by the summer of 2000 and asks whether the last eighteen months are one stage in the messy birth of a post-Cold War pan-European defence and security regime with institutions based around NATO and the EU. Europe's institutional configuration tends to matter more to Europeans than to our transatlantic partners; but institutions are the reality of contemporary European international politics. 'Multilateral institutionalism' too, is inescapable, and how institutions relate to each other has become an increasingly significant question. To accept this does not meant that states do not matter, for states also use institutions, as well as being shaped by institutions.
