71. The Arctic policies of Canada and the United States: domestic motives and international context

Abstract:
The Arctic ice is melting. If current trends continue, there will be dramatic changes in the region, with far-reaching implications. At the same time, the receding ice opens the region to economic development, including through the exploitation of previously inaccessible hydrocarbons and minerals. In September 2011, both the Northern Sea Route (along Russia's north coast, formerly known as the Northeast Passage) and the Northwest Passage (along the northern coasts of Alaska and Canada) were open for some time, potentially creating shorter shipping routes between Asia, Europe and North America. Increased human activity in the sparsely populated and in hospitable Arctic requires new initiatives to achieve safety and security for the region's environment and its inhabitants and visitors.

Abstract:
Conflict over natural resources is likely to pose significant threats to European security, and the European Union therefore needs to elaborate a comprehensive strategy to meet and overcome these threats. This strategy should combine existing instruments and approaches more effectively, while also finding new ways to balance the imperatives of access to natural resources, regulation of markets and conflict prevention, mitigation and resolution. Such an approach requires a better understanding of natural resource-related security and conflict challenges, as well as an analysis of how current policies affect these challenges. The strategy should therefore be based on comprehensive research into the connection between natural resources and conflict financing; the shifting nature of state effectiveness in the context of natural resource agreements; the link between resource conflict and climate change; and the impact of conflict over natural resources on the multipolar global economy.

Abstract:
In recent years the forecast of far-reaching climate change in the Arctic has led to fears of future conflict in the region. Such fears have been expressed in official documents, including defence policy documents, of the five Arctic littoral states—Canada, Denmark, Norway, Russia and the United States. Three of them—Canada, Denmark and Russia—have recently adopted foreign and defence policies that have put a special emphasis on the Arctic. They have strengthened their military presence in the Arctic or increased military capabilities for Arctic use and have presented plans for additional military strengthening. Meanwhile, Norway has moved a substantial part of its operational forces to the north of the country. Of the five littoral states, only the USA has placed less focus on Arctic security.

Abstract:
Israel accounted for less than 1 per cent of transfers of major weapons to sub-Saharan Africa for the period 2006–10. Deliveries consisted mainly of small numbers of artillery, unmanned aerial vehicles, armoured vehicles and patrol craft. However, in addition to major weapons, Israel also supplied small arms and light weapons, military electronics and training to several countries in the region. Israeli weapons, trainers and brokers have been observed in numerous African trouble spots and may play a bigger role than their numbers imply.

Considering the significant changes that have taken place in China and Russia over this period, it is well worth assessing the meaning of the China–Russia 'strategic partnership' and their declared 'good-neighbourly' relations.

Abstract:
During 2010 Kyrgyzstan experienced two periods of conflict that took the country to the brink of civil war: the overthrow of President Kurmanbek Bakiyev in April and the ethnic violence in the south of the country in June. The use of blogs and social network sites as well as mobile and multimedia platforms during the upheaval has led some observers to link developments in Kyrgyzstan to other recent cases of social protest where new media has been prominent. However, these events offer no simple answer to the current social media debate.

78. Implementing an Arms Trade Treaty: Lessons on Reporting and Monitoring from Existing Mechanisms

Abstract:
The aims, scope and coverage of an arms trade treaty (ATT) will determine the format and types of information to be provided to an ATT reporting mechanism. It is expected that one of the obligations under the mechanism will be for states parties to provide information on their arms transfers and transfer control systems. A key consideration when designing an ATT reporting mechanism is its future interaction with existing reporting mechanisms. In this context, voluntary reporting of information on arms transfers to the United Nations Register of Conventional Arms (UNROCA) and of information on transfer control systems to the UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in A ll Its Aspects (POA) and the UN Exchange of National Legislation on Transfer of Arms, Military Equipment and Dual-use Goods and Technology (UN Legislation Exchange) are particularly relevant. Other UN instruments that provide potential lessons and areas of potential over- lap, include UN Security Council resolutions imposing arms embargoes and UN Security Council Resolution 1540, which obligate states to provide information on aspects of national transfer controls. At the regional level, member states of the European Union (EU), the Organization for Security and Co-operation in Europe (OSCE) and the Economic Community of West African States (ECOWAS) are requested to provide information on transfer controls and international arms transfers, while members of the Organization of American States (OAS) are required to provide information on arms acquisitions. It is inevitable that the reporting requirements under an ATT will overlap with some of these instruments, particularly the voluntary UN reporting mechanisms. If an ATT is to increase transparency, then existing obligations should serve as the baseline for reporting under the new treaty.

Abstract:
The drafting of an arms trade treaty (ATT) represents a unique opportunity to define common state responsibilities for exercising control over the different stages of the arms transfer process and, as a result, prevent illicit and destabilizing arms transfers. A large proportion of arms transfers transit through third countries. Therefore transit controls provide opportunities to strengthen state control at a stage when arms shipments are particularly vulnerable to diversion to illicit markets.

Abstract:
The drafting of an arms trade treaty (ATT) represents a unique opportunity to define common state responsibilities for exercising control over the different stages of the arms transfer process and, as a result, prevent illicit and destabilizing arms transfers. Import controls represent a vital tool for helping to prevent cases of illicit diversion. They can also enable importer countries to play their part in preventing arms from being used to fuel conflicts or facilitate human rights abuses.
