- On 01 November 2006, the initial meeting of the Western Balkans Members of Parliaments took place in Belgrade under the auspices of a Regional SALW Parliamentary Forum. The meeting was organised by SEESAC with the assistance of the Parliamentary Forum on Small Arms based in Sweden. Members of the European and EU member states' Parliaments, the Secretary General of the Parliamentary Forum for SALW, and UNDP technical advisors and project managers informed the parliamentarians from the Western Balkans about EU SALW strategies and engagement, the involvement of EU parliamentarians in SALW Control, the importance of a national SALW control strategy, and the need for coordinated action and increased parliamentary diplomacy, oversight and advocacy.

- Abstract:
- The Geneva based Small Arms Survey has recently released a publication that addresses the issue of ammunition within the SALW policy and operational frameworks. 'Targeting Ammunition' is a collaborative project, led and project managed by the Small Arms Survey, with contributions from Viva Rio (Rio de Janeiro, Brazil), Centre for International Cooperation and Security (CICS) (Bradford University, UK), Groupe de Recherche et d'Information su la Paix et la securite (GRIP) (Brussels, Belgium) and SEESAC.

- A range of writers and observers have monitored the increase in private security provision across the world during the last decade. Increasingly, the private security industry is taking on roles that have traditionally been the preserve of state security providers, including: escorting and transporting high-risk commodities; providing rapid response services attached to alarm systems; stewarding large public events; operating prisons; securing courts; providing surveillance services, risk analysis and providing protective security to a wide range of facilities such as banks, ports and embassies.

6. SALW Survey of Croatia

- Abstract:
- The Bonn International Center for Conversion (BICC) has been conducting a comprehensive survey of the SALW situation in Croatia over the last six months. The survey was based on the SALW Survey Protocols,1 and the research was supported by the Zagreb based PULS (Marketing, Media and Public Opinion Research) organisation. A consultation process began in April 2006 allowing the Government of Croatia and UNDP Croatia to review and contribute to research findings. The comments received as a result of these processes are reflected in the relevant sections of the Survey.

- SEESAC has a responsibility within its mandate to gather and disseminate information on Small Arms and Light Weapons (SALW) in order to support SALW control initiatives within South Eastern and Eastern Europe. In May 2003 SEESAC agreed to develop a framework and then take responsibility for the future development of regional micro-disarmament standards and guidelines (RMDS/G), which would be designed to support SALW control work at the operational level. The RMDS/G reflect the development of operational procedures, practices, and norms that have been applied over the past several years in the area of SALW control.

- One of SEESAC's functional areas is Small Arms and Light Weapons (SALW) Awareness and Communication, which constitutes an integral part of all SALW Control interventions. This strategy involves the use of professionally developed core messages and dissemination strategies to impart knowledge to, shape the perceptions and change the behaviour of the civilian community towards SALW. Collecting quality data is a prerequisite for developing any SALW Awareness activities.

10. Review of Key Literature on Children, Youth and Small Arms

- Abstract:
- Since SALW emerged as an issue in the international community in the late 1990s, there has been a wide range of articles, reports and research. For educators or children's rights staff, the picture is a very confusing one, as much of the language is very technical, and the literature relevant to children and youth has generally not been written within a coherent theoretical framework, such as child development, children's rights programming, child safety and protection and public health. There is also a vast literature in the USA on the gun issue, with advocates for and against gun control, and research in psychology and paediatrics on the effects of guns on children and young people. In addition, in the developed world, there is a large literature on youth and crime, some of which refers to the use of weapons.
