1. A Subdued Environment and Missed Opportunities

Abstract:
Chinese diplomacy toward the Korean Peninsula in late 2023 sputtered forward, driven more by a calendar of bilateral anniversaries with North Korea and multilateral gatherings involving South Korea than any sense of strategic purpose. Both relationships seemed preoccupied with off-stage developments such as the September summit between Kim Jong Un and Vladimir Putin and the momentum of US-Japan-South Korea trilateral relations, rather than any inherent dynamism of their own. Still, regular Sino-North Korean bilateral exchanges ahead of the 75th anniversary of the bilateral relationship and Sino-South Korean bilateral economic dialogues provide opportunities to overcome resistance and sustain progress in the face of deepening major power rivalries. Senior-level dialogues between China and North Korea occurred on North Korea’s 75th founding anniversary in September, with the visit of Chinese Vice Premier Liu Guozhong to Pyongyang, a visit that occurred against the backdrop of the second US-South Korea Nuclear Consultative Group meeting, North Korea’s first successful indigenous satellite launch, and North Korean Vice Foreign Minister Pak Myong Ho’s visit to Beijing. Meanwhile, ministerial and working-level economic dialogues on issues such as supply-chain stability, export controls, and trade facilitation continued between China and South Korea, punctuated by a notable bilateral exchange between Chinese President Xi Jinping and South Korean Prime Minister Han Duck-soo in late September on the 19th Asian Games in Hangzhou. But these exchanges did not generate the traction necessary for South Korean President Yoon Suk Yeol to have substantive bilateral meetings with President Xi on the sidelines of the APEC meeting in San Francisco in November. Bilateral and trilateral foreign ministerial meetings in Busan between South Korean Foreign Minister Park Jin and counterparts Wang Yi and Kamikawa Yoko—the first in four years—failed to generate sufficient momentum to set a date for the resumption of China-Japan-South Korea summitry. Instead, the resumption of China-South Korea or China-Japan-South Korea summitry will depend on developments in 2024.

Abstract:
The practice of strategic dialogue, confidence-building measures (CBMs), risk reduction, and arms control has its roots in the nuclear revolution and the Cold War. It thus developed in the Euro-Atlantic because of the realities of the US-dominated, Eurocentric security environment of the time; recall that the United States had just fought the Second World War with a Europe-first strategy. That practice developed primarily in two directions: between the United States and its allies in the North Atlantic Treaty Organization (NATO), and between the United States and the Soviet Union, the two superpower enemies. The goal of strategic dialogue between the United States and NATO, still in place today, has been to build deterrence of adversaries and defense of the “free world,” and an important by-product has been reassurance of weaker NATO allies by the much stronger United States. To do so, Washington and allied capitals have engaged at many levels, including in the strategic nuclear domain, where they have established shared roles and responsibilities over forward-deployed US nuclear weapons.1 Strategic dialogue between the United States and the Soviet Union/Russia, meanwhile, developed in the context of bilateral arms control discussions. After they built the nuclear capabilities to assure their mutual destruction, and after the Berlin and Cuban crises of 1961 and 1962 when they flirted with nuclear confrontation, the United States and the Soviet Union sought to stabilize their relationship by preserving mutual deterrence. This was achieved through negotiations, which began in the early 1960s and first culminated in a hotline agreement in 1963. This agreement created a direct communication link between Washington and Moscow for use in time of emergency. It was followed by several rounds of talks that led to agreements imposing limits and, later, reductions on US-Soviet/Russian nuclear arsenals. In the late 1990s, US-Russia arms control discussions expanded into the NATO context. Under the auspices of the NATO-Russia Council, at least until the 2010s, the United States, other NATO allies, and Russia explored the requirements of strategic stability in an ongoing dialogue and worked to improve the relationship between the West and Russia.

3. Getting past constraints: Deepening U.S. security relations with Vietnam and Indonesia

Abstract:
Pacific Forum reconvened two Track 2 dialogues with Vietnam and Indonesia in August 2022 to help identify ways the United States and its two Southeast Asian partners can work together to enhance bilateral cooperation on security issues of shared concern. Functional cooperation between Washington and its two Southeast Asian partners has considerably advanced in the past ten years, but differing strategic considerations still handicap some aspects of these relationships. The two security dialogues emphasized these findings, among other takeaways.

4. US-Taiwan Deterrence and Defense Dialogue: Responding to Increased Chinese Aggressiveness

Taiwan is already under attack by the People’s Republic of China (PRC) politically, economically, psychologically, and militarily—the latter through more aggressive Chinese People’s Liberation Army (PLA) gray zone military operations short of actual direct conflict. This multidimensional threat requires a multidimensional response in ways that complement and enhance military deterrence. PRC behavior represents a global problem that demands a global response. PRC pressure on Taiwan has increased considerably over the past year, even before Beijing used the visit by House Speaker Nancy Pelosi as an excuse to further ramp up pressure. The August 2022 PLA military exercise around Taiwan appears aimed at further creating a “new normal” that could reduce warning times should Beijing invade. However, such PRC actions are not “normal.” They are unilateral, destabilizing, and, in some instances, illegal changes to the status quo. Such Chinese pressure tactics, combined with the “wake up call” provided by the Russian invasion of Ukraine, have sensitized the citizens and governments of Taiwan, the United States, and the international community to the growing possibility—if not probability—of a PRC invasion and have increased public perceptions about the need and willingness to defend Taiwan democracy. The PRC’s nuclear build-up is also a great cause of concern. This concern is driven not by the threat of nuclear war (given US nuclear superiority) but by the possibility of nuclear blackmail aimed at discouraging Washington from getting involved in a Taiwan confrontation. Taiwanese are concerned about crisis escalation (especially to the nuclear level) but worry more about the PRC deterring the United States. The United States, working closely with allies and other like-minded states, should be more proactive and less reactive in responding to increased PRC aggressive behavior. With the US Department of Defense (DoD) in the lead, the US Government needs to better assess Chinese strengths and weaknesses vis-à-vis Taiwan with an eye toward countering strengths and exploiting weaknesses, while also examining ways to broaden the challenge along multiple fronts in cooperation with various allies and partners. Think tanks can and should supplement this analysis. While continued strong support for Ukraine is important to demonstrate Western resolve and prevent more Russian territorial gains, the PRC remains the “pacing threat” and thus should remain the focus of US national security policy and defense procurement strategy.

Pacific Forum, with support from the Defense Threat Reduction Agency (DTRA) and in collaboration with the Diplomatic Academy of Viet Nam (DAV), organized the inaugural Track 2 U.S.-Viet Nam Security Dialogue on May 18-20, 2021. Strategic thinkers from the United States and Viet Nam, including scholars, policy experts, and retired military and government officials, participated in the dialogue. This report contains the general summary of the discussions. The recommendations contained in this report, unless otherwise specifically noted, were generated by the discussions as interpreted by the Principal Investigators. This is not a consensus document. Both the agenda and participant list are included in the appendix; all participants attended in their private capacity.

6. US-Taiwan Deterrence and Defense Dialogue: Dealing with Increased Chinese Aggressiveness

Abstract:
Taiwan needs much stronger friendships and more support, particularly from the United States, to counter Chinese moves and enhance deterrence of, and its defense potential against, Beijing. This is urgent because Taiwan no longer holds the qualitative advantage it once had over China’s People’s Liberation Army (PLA). The United States supports a strong, resilient, and democratic Taiwan capable of maintaining its autonomy and ability to counter coercion and defend itself from any source, especially from China. Absent this, Washington’s widely shared vision of a free and open Indo-Pacific would be permanently undermined. It is clear, therefore, that the United States and Taiwan should step up their joint work and strengthen their security relationship, and it is critical that they do so expeditiously. At the same time, from a US perspective, it is important not to embolden Taipei or exceedingly raise its expectations about the US role to deter and defend against Beijing. While Washington has an interest in strengthening the island’s deterrence and defense potential vis-à-vis Beijing, it also does not want to encourage Taipei to become belligerent toward Beijing. Engagement, therefore, involves striking a tough balance, and many topics to that effect remain difficult—and much too sensitive—to address and discuss at the official level, particularly when it comes to deterrence and defense questions.

7. On the Value of Nuclear Dialogue with China

This paper was written by Dr. David Santoro, Vice President and Director for Nuclear Policy at the Pacific Forum, and Dr. Robert Gromoll, former Director of the Office of Regional Affairs at the US Department of State’s Bureau of International Security and Nonproliferation; Dr. Gromoll is now retired. Both Drs. Santoro and Gromoll participated in numerous dialogue rounds, and Dr. Santoro was a co-organizer. The paper is based primarily on the contents of the dialogue’s written reports, several of which were authored or co-authored by Dr. Santoro. By and large, the paper draws directly from these reports and reviews how the topics addressed in the dialogue were approached and discussed by the US and Chinese sides over time. (A list of these reports is included at the end of the paper; some have been published, others have not.) The paper is also based on the authors’ broader experience in participating in the Track-1.5 dialogue; the conversations they have had with US and Chinese participants on these issues over the years, both during the dialogue and on the margins; and their own personal research. This paper represents the views of the authors and not those of Pacific Forum or the US State Department.
