421. Two degrees, one chance: The urgent need to curb global warming

Abstract:
Today, the observed impacts of global warming are becoming increasingly and rapidly obvious. They take the form of changing seasons, abnormal weather, heat waves, droughts, floods, marked changes in the behaviour of animals and plants. The world's poorest people living in places where the climate is already at its most extreme – such as the Inuit in the Arctic, pastoralist people in northern Kenya and across the Sahel, indigenous people and settlers in the Western Amazon – are already feeling serious impacts upon their lives and livelihoods. These are the communities least responsible for greenhouse gas emissions and who, because of poverty, isolation and political marginalisation, are too often those least equipped to adapt. This is all happening when global average temperatures have not yet exceeded 1°C. Whilst not all of these changes can yet be rigorously attributed to human-induced climate change, they are consistent with what is expected and compel us to take them as warning signs of the first order.

While horrific violence dominates the lives of millions of ordinary people inside Iraq, another kind of crisis, also due to the impact of war, has been slowly unfolding. Up to eight million people are now in need of emergency assistance. This figure includes: four million people who are 'food-insecure and in dire need of different types of humanitarian assistance' more than two million displaced people inside Iraq over two million Iraqis in neighbouring countries, mainly Syria and Jordan, making this the fastest-growing refugee crisis in the world.

Late in the evening of 15 November 2007, Cyclone Sidr struck Mahmouda's home and thousands of other villages across Bangladesh's southern coastal areas, leaving around 4000 people dead and millions homeless. The initial response to the disaster was prompt and vigorous, but three months after the disaster the affected communities' needs – particularly in terms of housing and livelihoods – remain staggering.

It seems impossible that the World Bank and International Monetary Fund (IMF) would give advice to developing countries without fully considering how it might affect the lives of poor people. Yet, despite it being a long-stated policy of both institutions to do so, and some recent progress on the part of the IMF, they are still failing to consistently ensure that there is a proper assessment of the likely consequences of different policy actions on the poorest people.

425. The building blocks of sustainable peace: The views of internally displaced people in Northern Uganda

With the hopes of over 2.7 million people living in Northern Uganda riding on its success, the ongoing peace process in Juba between the Government of Uganda and the rebel Lord's Resistance Army (LRA) is finally starting to attract international support. International engagement is crucial at this critical stage in the negotiations. The talks that began in Juba in July 2006 are widely considered to be the best chance for peace since the war started over two decades ago. And yet the road to peace remains precarious: over 50 per cent of countries return to conflict within ten years of an initial peace agreement. This briefing paper seeks to give greater voice to the people of Northern Uganda in order to help identify the building blocks to a just and lasting peace. It is based upon the findings of focus-group discussions with 91 internally displaced persons (IDPs), interviews with camp leaders and local Government representatives, and a survey of 600 IDPs across the Acholi region in May and June 2007.

In many of the poorest countries, the provision of decent, accessible public services - delivered by a qualified and properly paid workforce - is threatened by huge debt burdens and damaging policies demanded by creditors. Every day 4,000 children die from diarrhoea, a disease of dirty water, and 1,400 women die in pregnancy or childbirth. In developing countries, public services can mean the difference between life and death.

Abstract:
During recent years, drought has become a common occurrence in most areas in the Mekong River Delta of the Mekong region, including nine provinces in the Southern Central and Central Highland regions in Viet Nam. The Department of Water Resources, Ministry of Agriculture and Rural Development (MARD), has estimated that between 1 and 1.3 million people (13–17 per cent of the total population) are affected by drought in these provinces and hence are in need of assistance. Ninh Thuan province is the worst affected of these provinces.
