Massive investment in agriculture is desperately needed to help fix the broken food system. Private sector investment can play a vital role in delivering inclusive economic growth, environmental sustainability and poverty reduction. However, in order to do so, it must be adequately regulated and should adhere to some key principles, such as focusing on local food markets, working with producer organisations and respecting the rights of small-scale producers, workers and communities.

What role can companies play in strengthening the capacity of small-scale producers in developing countries to adapt to climate change, and in doing so, make their global value chains more resilient? While some leading companies have made progress in taking greater responsibility for what happens throughout their supply chains, there has been little discussion about the threat that climate change poses to the livelihoods of small-scale producers. Through interviews with three companies: Starbucks, Marks Spencer, and The Body Shop, the paper examines how smallholders involved in coffee production in Colombia, sesame in Nicaragua, and cotton in Pakistan have been affected by climate change and what it means for the companies' businesses . From this research, Oxfam identifies key actions for companies to begin to address the challenges to small-scale producers, and raises questions for further discussion.

After a year of extreme weather, developing countries face a climate 'fiscal cliff' at the end of 2012, as Fast Start Finance expires and the Green Climate Fund remains empty. New Oxfam analysis of Fast Start Finance reveals that much of it has been a false start. Governments have not delivered on commitments made in Copenhagen to ensure that the funding was new, additional, and balanced across adaptation and mitigation projects. Developed nations must scale up climate finance from 2013, consider innovative proposals to raise public climate finance, and make pledges to the Green Climate Fund which otherwise will remain an empty shell for the third year in a row.

Humanity's challenge in the 21st century is to eradicate poverty and achieve prosperity for all within the means of the planet's limited natural resources. In the run-up to Rio+20, this discussion paper presents a visual framework – shaped like a doughnut – which brings planetary boundaries together with social boundaries, creating a safe and just space between the two, in which humanity can thrive. Moving into this space demands far greater equity – within and between countries – in the use of natural resources, and far greater efficiency in transforming those resources to meet human needs.

The combination in the UK of economic stagnation and public spending cuts is causing substantial hardship to people living in poverty. This amounts to a 'Perfect Storm' of falling incomes, rising prices, public service cuts, benefit cuts, a housing crisis, and weak labour rights. By making different political choices, the government can both protect people in poverty and help to stimulate economic recovery in the short term, and set the UK on the way towards economic, social and environmental sustainability in the long term.

Paraguay's tax system is insufficient to provide the resource base to eradicate poverty in the country, and has done little or nothing to achieve a more equal distribution of income and wealth. Two major taxation reforms over the last decade have done little to alleviate the fiscal injustice that is generated partly by the low tax reciprocity of the soy agribusiness – Paraguay's main export crop. Meanwhile, programmes to support small- scale farming receive a level of public financing accounting for just 5 per cent of public expenditure. With one of the highest levels of unequal land ownership in the world, labour informality at very high levels and poor environmental regulation of soy producers, the livelihoods and ecosystems of Paraguay's small-scale producers are at risk. There are serious loopholes in Paraguay's tax system that must be addressed in order to deliver a fairer, progressive taxation system that will allow the country to meet its social objectives.

In contrast to intensive agricultural practices that require widespread forest clearing, agroforestry systems combine tree growing with the production of other crops or animals. By promoting tree planting, biodiversity, and long-term resource husbandry, agroforestry can be an economically and environmentally sustainable option for small-scale farmers who are struggling to combat the impacts of climate change. For hungry and food-insecure communities, agroforestry creates more resilient agricultural systems where the risk of crop failure is spread between diverse crops.

Climate change is an urgent concern in Nepal. In recent years, the country has faced more than its fair share of extreme weather patterns. Increases in temperature extremes, more intense rainfall, drier winters and delays in summer monsoons have become quite common and are expected to get worse. In fact, a recent Climate Change Vulnerability Index, calculating susceptibility to impacts of climate change over the next 30 years, places Nepal 4th out of 170 countries. This report examines the national situation of climate change adaptation policy and programming, highlighting key areas of progress, weakness and challenges. The report notes that current initiatives have yet to deliver benefit to the marginalized and vulnerable communities in the country - the very groups that need it most. Based on the findings, the report presents a set of recommendations for the Government, donor community and civil society.

The Africa Climate Change Resilience Alliance (ACCRA) was established in 2009 with the aim of understanding how development interventions can contribute to adaptive capacity at the community and household level, and to inform the design and implementation of development planning by governments and non-governmental development partners to support adaptive capacity for climate change and other development pressures. This paper is based on an analysis of three country studies conducted by national research teams in eight research sites in Ethiopia, Uganda, and Mozambique for ACCRA. It describes the Local Adaptive Capacity framework developed for this project, its application during the research, and the evidence found about the impact of development interventions on the adaptive capacity of people and communities.
