1. Brothers in Arms and Faith? The Emerging US-Central and Eastern Europe ‘Special Relationship’

Abstract:
In this policy note, we explore the nature, strength and tensions of the contemporary US-Central Eastern Europe relationship. We describe the expanding US-CEE ‘brotherhood in arms’: growing trade relations, intensified military cooperation, and rekindled diplomatic ties. Further, we unpack the striking and largely ignored dimensions of the US-CEE ‘brotherhood in faith’: the many ways in which the United States and Central and Eastern Europe are tied together by overlapping ideologies of national conservatism and a particular version of Christian ‘family values’. This involves addressing the complexities of an increasingly influential and ambitious Visegrád Group, whose key players – Poland and Hungary – may be brothers, but are by no means twins. It also means raising some broader, burning discussions about the future of NATO and the meaning of ‘Europe’. Universalist, multicultural and postnational? Or conservative, Christian and sovereigntist?

Abstract:
James Madison famously stated in 1793: “War is in fact the true nurse of executive aggrandizement.” By this, Madison meant that, when confronted with a grave threat to national security, the instinct of a state is to concentrate power at the very top. This can lead – and has led – to abuse of power. For instance, President Franklin D. Roosevelt's signing of Executive Order 9066 on February 19, 1942 resulted in the forcible internment of Japanese Americans (two thirds of whom were U.S. citizens), an episode widely seen as regrettable later, after history had removed Americans from the anxiety of war. But by no means do we have to look as far back as to World War II. We can note Cold War incidents such as the Iran-Contra scandal (1985–87), when the Reagan administration took it upon itself to bypass Congress – and specific laws – in order to support the controversial Nicaraguan Contras with money acquired by selling arms to Iran.

4. Enemies, Irregular Adversaries, Spoilers, Non-compliant Actors. How the Definition of Actors Influences Afghanistan Strategies

Abstract:
Current descriptions and explanations of the situation in Afghanistan include the use of a wide range of terms; however the true meaning of these terms is often unclear. In planning and outlining effective strategy clear and useful definitions will be required to ensure worthwhile and successful results. This study examines how definitions may significantly affect strategy by focusing on the example of non-violent or low level violent actors in Afghanistan that are perceived as negatively affecting international peace and stability operations. It highlights that the situation is inherently more complex that at first glance. Our definitions may carry entrenched meanings that negatively affect our perceptions of certain actors. At the same time the situation on the ground is extremely complex with numerous factors influencing this perceived negative behaviour. The study outlines a number of dilemmas involved in developing these definitions, as well as highlighting how these play out on the ground. The study draws on a number of interviews with NGO workers, researchers, Western government officials and NATO/ISAF troops.

5. The Sadrists of Basraand the Far South of Iraq The Most Unpredictable Political Force in the Gulf's Oil-Belt Region?

Abstract:
The argument in this paper is two-fold: On the one hand, the oil-rich far south of Iraq has a special potential for radical and unpredictable millenarianism by discontented Sadrists; on the other hand, developments among the Sadrist leadership nationally suggest that many key figures – including Muqtada al-Sadr himself and some of his lieutenants with links to Basra – still prefer a more moderate course and will seek to hold on to a veneer of Shiite orthodoxy as long as possible. Accordingly, the future of the Sadrist movement, including in the far south, will likely be decided by how US and Iraqi government policies develop over coming months. If Washington chooses to support Nuri al-Maliki in an all-out attack against the Sadrists, the response may well be an intensification of unpredictable Mahdist militancy in the far south, in a far more full-blown picture than anything seen so far. There will be no genuine national reconciliation in Baghdad, simply because the centralism of the Sadrists is a necessary ingredient in any grand compromise that can appeal to real Sunni representatives. Conversely, if the Sadrists are encouraged to participate in the next local elections, Amara, where Sadrists have been engaged in local politics since 2005, could emerge as a model of positive Sadrist contributions to local politics in Iraq. At the national level, too, the Sadrists could come to play the same constructive role as that seen in February 2008, when they together with Fadila reached out to Sunni Islamists and secularists to challenge the paralysed Maliki government on a nationalist basis by demanding early provincial elections.

6. Governance Indicators: A guided Tour

Abstract:
In recent years, countries' governance has been paid increasing attention. At the same time, the availability of governance indicators has also increased. Such indicators are used by investors, aid donors and researchers. This paper reviews some commonly used governance indicators. Their construction and their usefulness are discussed. It is con-cluded that governance indicators are a useful tool for evaluating countries' performance, but that they should be complemented with other sources of information.

The paper discusses three important legacies that the first nuclear age, that of the Cold War, left behind: (1) the recurrent attempts at threat inflation and the corresponding politics of fear; (2) enormous stocks of poorly protected weapons and fissile materials; and (3) a vision of a world free of nuclear weapons. It goes on to explain the characteristics of the second nuclear age, a notion that Paul Bracken introduced after the testing in South Asia in 1998. Finally, it discusses two basic conditions for the international non-proliferation regime to function effectively: leadership and compatibility with the distribution of power in the international system. The latter is primarily about the rise of Asia in international affairs.

8. Megaton nuclear underground tests and catastrophic events on Novaya Zemlya

Abstract:
During the first NUPI study of the Novaya Zemlya underground nuclear test site in 1991–92, much information was generated. This relates both to facilities and testing activities. One of the most important discoveries made was the enormous catastrophic rockslide caused by an underground test. In recent years, new information has become available also from Russian sources. Declassified US satellite imagery made it possible for NUPI to study in more detail the effects of the powerful underground nuclear tests on Novaya Zemlya. This report contains the most pivotal discoveries and findings during the three years of studying this arctic test site.

9. Sistani, the United States and Politics in Iraq: From Quietism to Machiavellianism?

This paper discusses the two prevailing interpretations of the political attitudes of the Grand Ayatollah Ali al-Sistani, the leading Shiite cleric in Iraq today. It is argued that neither the traditional "quietist" paradigm nor more recent Machiavellian interpretations can satisfactorily explain Sistani's actions. An alternative interpretation is offered which highlights Sistani's historical oscillation between passive and activist positions. It is suggested that, after an activist intermezzo from June 2003 to December 2004, Sistani has reverted to a more secluded role, again showing an increasing reluctance to fulfil the wishes of his many wooers in Iraqi politics, and limiting his interference to matters directly connected with the Shiite faith and its institutions. It is concluded that Sistani's professional interests as a cleric – rather than any constant desire on his part to control and manipulate domestic politics – may be the key to understanding any future intervention in the political process in Iraq. Scepticism is also expressed toward the notion of Sistani as a guarantor for a "moderate" or "secular" Iraqi political system that would supposedly be fundamentally different from that of Iran – an idea that has featured prominently in policy-making circles in the United States and in other Western countries currently involved in Iraq.

10. Definitions of strategic political communication

Abstract:
Political communication comes in various forms. The first part of this paper presents some variants of political communication, and provides a set of definitions of such communication. A centre of gravity is along the borderline and overlap between rhetoric and propaganda. It is argued here that rhetoric unlike propaganda has a potential for deliberation. Propaganda is inherently hostile towards debate and discussion. This reluctance towards debate and discussion has at times been evident as regards the Bush administration's war on terrorism. The second part of the article deals with propaganda from the Bush administration aimed at quelling debate. All the principals from the first George W. Bush administration (2001-2005) took part in this strategy. Most of the material presented here is explained in more detail in Anders G.
