31. The German ICT industry: Spatial Employment and Innovation Patterns

Abstract:
This paper documents recent developments in German ICT industries. In particular we report results on spatial patterns in innovation and employment in these industries. The paper is motivated by previous studies that have found that ICT industries seem to cluster geographically and having spatially clustered growth rates. In this study, we discriminate between production of ICT devices and production of ICT services. In Germany, production of ICT devices is concentrated in clusters of innovating regions (in terms of patents). ICT service production, on the other hand, is concentrated in larger urban areas. Growth rates in ICT-related employment show different spatial patterns. The data show that negative spatial effects are present for several sectors, which might give support for the so-called backwash effect described by Gunnar Myrdal (1957). For other sectors, positive spatial spillover effects may be present. For overall economic development (in terms of gross regional product per habitant) we find weak positive growth effects ICT, but these growth effects stem more from innovation than from production or use of ICT.

32. Norway's Fredskorpset Youth Program: Study of Selected Exchange Projects

Abstract:
The Fredskorpset Youth program is a North-South exchange program facilitating the exchange of young people between partner organizations or institutions of Norway and countries of the South. The present study was commissioned in order to assess the degree to which stated goals of the exchanges were realized. Four exchanges were selected to be studied: between a Norwegian and Kenyan student organization (AIESEC); between a Norwegian missionary organization (NMS) and its counterpart church in Madagascar (FLM); between local Red Cross organizations in Norway and Uganda; and between a Norwegian (VUC) and two Malawian teacher training institutions (CC, LTTC). Objectives of the programs included acquiring new knowledge, attitudes and commitment at the level of individual participants, organizational strengthening and development of international contacts at the institutional level, and dissemination of information. As goals were mostly quite loosely formulated, it was difficult to assess the degree to which they were realized with any precision. Findings varied between the exchanges, but in general individual objectives were reached to some extent, while results might have been even stronger with more systematic attention to them. Institutional goals were achieved in most of the cases. In terms of information dissemination, this could be strengthened in most of the exchange programs.

33. The Challenge of Poor Governance and Corruption

Abstract:
The paper is the author's so-called “Opponent paper” to Susan Rose-Ackerman's proposals for good governance and anti-corruption policies at the Copenhagen Consensus 2004 meeting 24–28 May. There the most promising anti-corruption policies had to compete with other best policies at other fields such as fight against AIDS, malaria, hunger prevention, and so on. He argues that while corruption and governance problems are important and may prevent any other kind of policy to succeed, no really effective anti-corruption policy has so far been proposed, and if it was, we wouldn't know that it did. Hence, it would be unreasonable to make a strong claim for anti-corruption projects against their competitors.

34. Majority Rules and Incentives—International voting affects domestic policies

Abstract:
A “majority rule” defines the number of club-members that must approve a policy proposed to replace the status quo. Since the majority rule thus dictates the extent to which winners must compensate losers, it also determines the incentives to invest in order to become a winner of anticipated projects. If the required majority is large, the members invest too little because of a hold-up problem, if it is small, the members invest too much in order to become a member of the majority coalition. To balance these opposing forces, the majority rule should increase in the level of minority protection (or enforcement capacity) and the project's value but decrease in the ex post heterogeneity. Strategic delegation turns out to be sincere exclusively under this majority rule. Externalities can be internalized by adjusting the rule. With heterogeneity in size or initial conditions, votes should be appropriately weighted or double majorities required. The analysis provides recommendations for Europe's future constitution.

35. Uniform or Different Policies

Abstract:
I analyse the negotiation between two countries, or regions, that are trying to make an agreement in order to internalize externalities. Local preferences are local information, but reluctance to participate in the agreement is signaled by delay. Conditions are derived for when it is efficient to restrict the attention to policies that are uniform across regions – with and without side payments – and when it is optimal to forbid side payments in the negotiations. While policy differentiation and side payments let the policy be tailed to local conditions, they create conflicts between the regions and thus delay. If political centralization implies uniformity, as is frequently assumed in the federalism literature, the results describe when centralization outperforms decentralized cooperation. But the results also provide a foundation for this uniformity assumption and characterize when it is likely to hold.

36. A Global Race for Free Trade Agreements

Abstract:
The article examines the currently expanding worldwide network of bilateral free trade agreements. Following regional integration in Europe and later the Americas, the process if East Asia has accelerated from 2002. A Distinctive feature of the current stage in the expansion of FTAs beyond geographical regions and into global space, hence challenging WTOs supremacy on inter-continental trade rules. Setbacks in the WTO Doha Round may stimulate a further move towards «global bilateralism». The more such agreements in place, the greater is the incentive for new ones. Even if political obstacles hinder some agreements, the process is currently accelerating. While it is rational for countries to pursue such agreements, they should in parallel work for multilateral trade liberalisation in order to reduce the discriminatory impact of FTAs. This is needed if we are to avoid that «Most Favoured Nation» treatment under the WTO actually becomes «Least Favoured Nation» treatment: Rules that only apply to countries that are left outside the «free trade race».

37. Study of selected Fredskorpset exchange projects

Abstract:
The present study examines nine Fredskorpset exchange projects, in order to assess the degree to which the goals specified have been reached. The basis for the exchanges is the partnerships established between institutions in Norway and counterpart entities in the South. The projects studied encompass a wide variety of such partnerships, illustrating the flexible and innovative attitude that Fredskorpset has shown during its first two years of operation. By basing its work on such partnerships, Fredskorpset has avoided some of the weaknesses of traditional volunteer programs. In terms of achievements, there are variations among the projects. While individual learning of participants was strong in all cases, the degree to which institutional benefits were achieved varied. Well-matched partners with sufficiently strong institutional structures; thorough planning of exchanges; and participants selected in accordance with well-defined needs for professional skills were seen to be important factors for successful projects.

38. Defusing a Ticking Bomb? Disentangling International Organisations

This article examines how various organisations divide and coordinate their conflict prevention and development aid in the Samtskhe-Javakheti region of southern Georgia, and how that coordination might be improved. There have been numerous early warnings of impending violent conflict and calls for conflict prevention in Samtskhe-Javakheti. Counter-claims have, however, been asserted that the region's problem is in fact not one of potential violent ethnic conflict, but rather one of poverty and peripherality, and that exaggerated, uncoordinated early warning might in fact inflate conflicts that were not initially acute. At one point it seemed that the Samtskhe-Javakheti case would provide an example of uncoordinated and one-sided focus on conflict prevention and early warning on the part of international organisations, and its potentially detrimental consequences. An overview of the activities of the organisations, however, shows the contrary. A critical, sensitive and deconstructive perspective is already incorporated into their approach, and their activities are well coordinated. More formalised institutions are nonetheless needed to ensure the inclusion of large multilateral actors such as the World Bank and Council of Europe in the process, and consistent coordination in other regions too.

39. Exit Neo-Nazism: Reducing Recruitment and Promoting Disengagement from Racist Groups

Abstract:
Young persons belonging to various types of right-wing extremist groups commit a large proportion of xenophobic and racist attacks. Measures against racial violence should therefore include interventions that reduce and (preferably) dissolve such groups. To be effective, this requires knowledge about how such groups emerge and operate, and in particular, on processes of recruitment and disengagement. Through early intervention, it is possible to reduce recruitment of new members to racist youth groups, and also facilitate (early) disengagement for those who are already involved with the group. Although most members of racist groups leave sooner or later, it is important that they quit sooner rather than later—before they hurt others, and before they have internalised a racist world-view and a violent pattern of behaviour. The article describes reasons for why some young people join racist groups; factors and circumstances that cause most of them eventually to consider disengaging; and what prevents some of them from doing so. The Exit project was started to develop methods and strategies for reducing recruitment and facilitating disengagement from racist groups. Beginning in Norway in 1996–97, the Exit approach was subsequently adopted and developed further in Sweden, with strong results. From there, the Exit approach spread on to Germany, where there are now a number of private and staterun initiatives to promote disengagement from neo-Nazi groups. There are also Exit initiatives in several other European countries.

40. From territorial defence to comprehensive security? European integration and the changing Norwegian and Swedish security identities

Abstract:
This paper analyses the relationship between the European integration process and the recent changes in the Norwegian and the Swedish national security identities. The aim of the paper is to compare developments in the Norwegian and the Swedish security identities in the 1990s and to evaluate the extent and scope of Europeanisation in the two cases. The fact that both Norway and Sweden had very traditional security discourses at the beginning of the 1990s and that it is possible to detect shifts away from this traditionalism in parallel with the development towards a European security dimension should prove that a Europeanisation has indeed occurred. While several researchers have studied the influence of the EU on national institutions and policies, less attention has been given to the Europeanisation of national security identities. This paper is therefore an attempt to fill this gap. The fact that Sweden has become a member of the EU while Norway has not also makes these two countries good cases for examining the extent and scope of their respective Europeanisation.
