Abstract:: After a conflict ends, there is a need to disarm, demobilise and reintegrate child soldiers into society. This report examines the challenges of achieving successful disarmament, demobilisation and reintegration (DDR) of child soldiers, with reference to DDR processes in West Africa, and suggests how such problems can be overcome. The challenges posed by the DDR of child soldiers in West Africa are vast and complex. The disarmament and demobilisation phase involves a dilemma between the need to include as many child soldiers as possible in the DDR process (many whom do not carry weapons), with an often-conflicting need to collect as many weapons as possible. In the reintegration phase of DDR come the challenges of rehabilitating former child soldiers, both physically and psychologically; the difficulties of reuniting child soldiers with their families; and the difficulties of creating viable opportunities for demobilised child soldiers in a post-conflict society.

Abstract:: The Norwegian section of the Saami Council has been cooperating with two indigenous organizations in Africa since 2002: the Organization of Indigenous Peoples of Africa, based in Tanzania, and the First People of the Kalahari, in Botswana. The report evaluates this cooperation. It concludes that both organizations are potentially very relevant, but that for different reasons, the full potential has not been reached. Recommendations for how to strengthen the work are given.

Abstract:: The paper studies the effects on corruption of having coexisting, contradictory norms for allocating different micro-coordination modes across society. One important reason for their coexistence is fast change, and links to Huntington's classical analysis of corruption are worked out. The notion of micro-coordination most is exposed and its usefulness for explaining corruption is argues through examples. The examples outlined are corruption in land allocation in Kenya, the economic transition in post-communist countries and the global telecommunications industry.

Abstract:: In May 1997, France, the United Kingdom, and the United States announced their joint “P-3 Initiative”, to harmonize their peacekeeping capacity-building programs in Africa and foster an open dialogue between donors and recipients. The capacity-building programs of France, the UK and the US have since undergone numerous transformations. The centerpiece of French policy, the Renforcement des capacités Africaines de maintien de la paix (RECAMP) has had comparatively few changes to its basic structure, but has been scaled down. The UK African Peacekeeping Training Support Programme has given way to a much larger and more ambitious initiative. The US African Crisis Response Initiative (ACRI) has evolved significantly and will undergo a more fundamental change in 2002, including shedding its name. Moreover, Washington initiated a new capacity-building policy in 2001, which dwarfed ACRI in terms of resources and introduced the provision of lethal equipment.

Abstract:: The separation of children from their families have a large number of social and economic aspects. At least the economic aspects are under-researched. At the point of transition of leaving their families somehow the children have to be considered as separate decisionmakers. This is the perspective I adopt in this essay. The question raised is whether poverty, changes in social norms or external shocks to the family system such as the AIDS epidemic, lead the children to prematurely fend for themselves in the context of Sub-Saharan Africa.

Abstract:: In this study, we present an empirical survey of the patterns of trade and FDI in Africa based on a sample of 28 countries and their transactions with the OECD countries. These patterns are used to test whether the predictions of the new trade theory with multinationals as described by Markusen and Venables (1995,1998) fit the development in Africa. The theory states that multinational production will gradually outgrow trade as countries converge in terms of income, yet our econometric study gives only week evidence supporting such a pattern. Alternative explanations are also investigated,and it is shown that trade barriers, geographical distance, income per capita and access to ocean explain much of the variation in trade and FDI in Africa.
