71. Pakistan's 2013 elections: what implications for exclusion and fragility?

Abstract:
Pakistan's election result was a vote for the status quo and has clearly maintained power in the hands of the country's political elite. However, analysis of the election process and outcome does indicate some shifts in the deeply entrenched patterns of political, social and economic exclusion that fuel Pakistan's fragility. On the negative side these include increased splits among the provinces and a more dominant Punjab, as well as greater threats to minorities and secular voices. However, some positive trends also emerge. These include a possible increase in political appetite for economic reform and development investment; growing political confidence among Pakistan's women; and the political engagement of the urban youth and middle-class populations with an interest in changing Pakistan's corrupt political system. As the international community begins to engage with Nawaz Sharif's new government it must recognise the importance of addressing exclusion as a major cause of Pakistan's instability. In particular, it must seek new entry points in the post-election environment to support the emergence of a more inclusive political settlement in Pakistan.

Abstract:
For most of the twentieth century, the strategic importance of the North Atlantic outstripped that of the southern part of the ocean. However, the past decade has brought significant shifts in Atlantic dynamics, with regional and external actors developing new interests in the region. Brazil, in particular, has been working to reinforce its control and influence in the South Atlantic. To this end, over the last five years the Brazilian government has launched or intensified efforts meant to securitise the South Atlantic. This strategy combines unilateral initiatives – naval build-up, domestic military publicity efforts, and international legal moves – with a vastly expanded international defence cooperation programme that covers nearly the entire South Atlantic perimeter. This policy brief analyses key components of Brazil's strategy, situating them within the South Atlantic's changing ecology of actors and suggesting some of the potential tensions that may arise from Brazil's growing protagonism in the South Atlantic.

73. Tunisia after Ben Ali: retooling the tools of oppression?

Abstract:
Tunisia under Ben Ali was a police state par excellence and reforming the country's internal security apparatus has thus been one of the major challenges since the long-standing autocrat's fall. This policy brief examines the various efforts to reform Tunisia's internal security system in the post-Ben Ali period and the challenges this process faces. It argues that reforms in this area have been limited so far, focusing mainly on purges rather than on broader structural or institutional reform of the country's police force. Moreover, not only have human rights violations committed by the police – despite important improvements – continued on a significant scale, but there are also concerns that the police will once again be instrumentalised for political purposes, this time by the Ennahda-led government. Indications to this effect have included in particular the seeming complacency of the police vis-à-vis the growth in religiously inspired violence. The recent killing of opposition leader Chokri Belaid in the first political assassination in Tunisia since Ben Ali's fall has further underscored the need to reform the country's internal security system.

74. Yemen's domestic and regional politics

Abstract:
Yemen is politically fragmented by three decades of misrule. Many political actors and constituencies oppose the Salih legacy and they need to be included in any future political framework if the country is to become stable. The main regional actor is Saudi Arabia, whereas the U.S. remains the principal hegemon in the region. Saudi Arabia's policy towards Yemen is in flux, whereas the U.S. is too narrowly focused on the threat posed by al-Qaeda. Unless the U.S. and the Saudis change their policies, Yemen will not develop a strong central government.

Abstract:
The South Caucasus, situated as it is at the crossroads of Eurasia's major energy and transport corridors, continues to play a vital role in the world's security affairs. After the end of the cold war the South Caucasus emerged as a key region in the geopolitical contest among regional and global powers. The South Caucasus states of Armenia, Azerbaijan and Georgia are constantly performing a balancing act in their relations with the U.S., Russia, Turkey and Iran. Armenia has developed strong political and economic ties with Iran in order to counter the Turkish-Azerbaijani axis. Azerbaijan seeks to reinforce its links with the West, especially the U.S., as its main extraregional source of diplomatic and economic support, while it remains cautious towards both Russian and Iranian ambitions in the region. Especially after the 2008 war with Russia and the loss of its provinces of Abkhazia and South Ossetia, Georgia has reinforced its links to Western powers and structures while strengthening its ties with Turkey. Both Turkey and Iran are trying to increase their influence in the region, while promoting their national interests in the international arena.

Abstract:
TThis policy brief focuses on the interplay of external actors in the South Caucasus, i.e. the EU, NATO and Russia, looking specifically at how political and security relations have been shaped. Three main issues are highlighted: firstly, that the South Caucasus is a heterogeneous area and that the concept of being a region in its own right is underdeveloped; secondly, that despite the enlarged involvement of international players in the area, the South Caucasian countries retain agency and are not mere agents of foreign role-players; and, thirdly, that the area is characterised by processes of competition and collaboration that do not necessarily meet common agendas, despite shared interests regarding regional stability. The paths of the three South Caucasian republics has been different, with Armenia being dependent on Russia, Azerbaijan pursuing a policy of independence regarding external players, and Georgia assuming a pro-Western, anti-Russian position. The lack of diplomatic relations between Armenia and Azerbaijan due to the Nagorno-Karabakh conflict, EU involvement in crisis management in the wake of Georgia's 2008 war with Russia, a diminished NATO presence and increased Russian assertiveness in the area are central elements to understanding ongoing policies and practices. This complex framework suggests the need to address challenges and opportunities in the South Caucasus in terms of the complexity of the actors and factors at play.

Russia's plans for chairing the G20 in 2013 go further than staging a pompous summit in St Petersburg similar to the Asia-Pacific Economic Cooperation (APEC) summit in Vladivostok in September 2012. Russian leadership feels an acute need to re-establish a solid international profile eroded by the evolving domestic crisis, which undermines the credibility of Putin's regime.

Abstract:
Preventive diplomacy and conflict prevention are intended to stop armed conflicts before they escalate. Conflict prevention is a broader concept referring to the monitoring, containment, and reduction of risk factors that shape war onset, intensification, and spread. Both constructs were conceived in the latter half of the 20th century, which was characterised by a sizeable array of international or interstate wars. There has since been a growth in capacities to anticipate and prevent conflicts before they erupt. This report considers historical trends, emerging opportunities, and recurrent challenges associated with preventive diplomacy and conflict prevention. Recommendations for future conflict prevention activities include sharing but not aligning conflict analyses, aligning conflict analyses with local understandings and terminology, researching drivers of peace separately from drivers of violence, studying the micro-determinants of success in preventive action, beginning a dialogue on the co-ordination of preventive action, and ensuring sufficient and flexible financing for preventive action.

79. The BRICS and international peacebuilding and statebuilding

Abstract:
The emergence of the BRICS has generated a renewed debate about peacebuilding and donor activity. This has slowly influenced the aims, norms and practices of international peacebuilding, statebuilding and development. There are subtle differences in BRICS members' interests, approaches and motives, power, influence, and adherence to or rejection of established standards (such as OECD-DAC principles). These states' activities have often attracted scepticism and criticism from traditional donors. An examination of their engagement with interventionary forms of development, peacebuilding, statebuilding, and their related institutions and practices shows that the BRICS can be both “status-quo” and “critical” actors. On the one hand, they all engage with the liberal peace paradigm and its often-neoliberal agenda that allows them to protect sovereignty and non-intervention, pursue trade interests, and advance their own interests (like a seat on the UN Security Council, regional stability or maintaining their often-ambiguous status of being both aid donors and recipients). On the other hand, their involvement has challenged peacebuilding's and development's Euro-Atlantic character through the unfolding of their own donor and peace agendas. This report highlights the instances in which traditional and emerging actors' agendas converge and diverge – and the motivations behind these agendas.

China is expanding its engagement across South Asia, with significant implications for the region's most fragile states. Western donors and peacebuilding actors are aware of this changing context and concerned about their resulting loss of influence. Yet they have so far failed to develop a coordinated response or to engage effectively with China regarding its impact on fragility within the region.
