Abstract:
Many political conflicts have a religious dimension, as religion is at the heart of the identities of those involved. Thus, religious dialogue may be a key to the peaceful resolution of these conflicts. Nowhere is this more true than the Holy Land. But how can such a dialogue be initiated and sustained, what problems does it face, and what is the character and role of a facilitator in the process? Here, Rev. Dr. and Canon Trond Bakkevig addresses these questions by drawing on his long experience of working in the area of religious dialogue between religious leaders of Israel and Palestine.

Abstract:
Jubilant celebrations followed the announcement of Hosni Mubarak's resignation as president of Egypt. The army has taken control of government, promising fundamental judicial and political reforms, but considering that the army has been the guarantor of the Egyptian regime since 1952, the future is far from certain. In the current dramatic situation, the question arises: who are the actors that have succeeded in bringing down Mubarak's regime, what are their aims, and what support base do they have? This paper provides an overview and assessment of the four groups that have emerged as major political players, and the role they may play in Egypt's ongoing political transition: the many-stranded but disciplined youth movement, the Council of Wise Men (lajnat al-hukama'), the National Association for Change, and the Muslim Brothers. The paper also considers the independent Egyptian judges who occupy a crucial position in the current situation.

Abstract:
The recent democratic revolution in Tunisia swept away the authoritarian regime of President Zein el Abidin Ben Ali who had long held a tight grip on power in the country. He used the police to spread fear among the population, appointed loyalists to the head of the national union and ensured the ruling party was the only real player in the political system. His family were a hive of corruption. When the population revolted, it was therefore swift and decisive.

Failed bilateral talks over these past 16 years have shown that a Middle East peace accord can never be reached by the parties themselves. Israeli governments believe they can defy international condemnation of their illegal colonial project in the West Bank because they can count on the US to oppose international sanctions.

146. Sustainable security in Latin America and the Caribbean

Abstract:
This report summarises the analysis from a consultation of specialists on Latin America and the Caribbean applying the concept of sustainable security at a regional level. Hosted by Oxford Research Group (ORG) and the Norwegian Peacebuilding Centre (Noref), the recommendations include: Addressing political fragmentation in order to provide the capacity to respond effectively to the security challenges of climate change, militarisation and increasingly marginalised populations. A number of regional powers - particularly Brazil - are well placed to provide leadership but it would require a national consensus on a regional leadership role at a time when Brazil's focus is on developing a stronger global role; Initiatives such as the South American Defence Council should be given top priority in foreign and defence policies and their institutionalisation should be adequately funded and supported by all member states; New policy options are needed in the short-medium term to combat increasing environmental stresses and resource depletion; States across the region need to regain public confidence in relation to their ability to meet the security needs of their populations without resorting to military force. This will need to include steps to de-militarise the police, intelligence agencies and policies to limit the general remit as well as specific missions of the armed forces; Over the next 5-10 years, a radical shift towards sustainable approaches to security will be hugely important. If there is no change in thinking, security policies will continue to be based on the assumption that an elite minority can maintain its position, environmental problems can be marginalised, and the lid can be kept on dissent and insecurity.

Norway's five-year experience as the lead nation of the Provincial Reconstruction Team This policy paper is a practically-oriented comparative analysis of the work of the International Criminal Court in Kenya, Uganda, Sudan, and the Central African Republic, and the policy implications for its work for Norway, States Parties, civil society, and key states. The paper argues that all actors, including Norway, should more seriously engage these African states – and key stakeholders within them – to facilitate the work of the ICC to stem impunity. Without such support, the paper concludes, the ICC's objectives in Africa will not be realised.

Abstract:
Despite the signing of the Comprehensive Peace Agreement 9 January 2005, which formally ended the 22-year civil war in Southern Sudan, the frequency and severity of local conflicts increased during 2009. These conflicts are threatening the stability of the South, and ultimately the peace process itself. Widespread insecurity will also make it difficult to hold the planned national elections in April and the 2011 referendum on secession. Land and natural resources are increasingly contested in Southern Sudan and these issues trigger and fuel local violence. The return of internally displaced persons and refugees is also a source of controversy. In addition, partially incompatible interpretations of the Sudan People's Liberation Movement/Army policy of “land belongs to the people” combined with institutional fragmentation further complicate the situation.

Abstract:
A well-functioning government is a prerequisite for any successful counter-insurgency strategy and good governance is unlikely to be established in Afghanistan any time soon. As a consequence, the plans for the build-up of the Afghan National Security Forces (ANSF) must be adjusted. This build-up is not only an exit strategy; it is a cover for a “graceful exit”, serving a perceptual function in western publics. But in counter-insurgency theory a disconnect between governance and security is anathema. The end-state projection of 400,000 soldiers and police is unsustainable and ill-adapted to Afghanistan's socio-economic and political foundations. Furthermore, the continued growth of centralized and corrupt security forces could very well lead to increased resistance. The ANSF – like any armed force – is in dire need of a credible and motivating cause, simply to avoid disintegration.

150. Yemen: state fragility, piety, and the problems with intervention

Abstract:
The issue of state fragility and the presence of radical religious movements in Yemen have occasioned misperceptions and confusions in recent debates about the country. This report argues that the language of “failed states” arises nearly exclusively in relation to countries deemed threatening to US security interests. Moreover, this language obscures rather than reveals how regime incentives to build state institutions can be incompatible with regime interests in survival. The result is that a seemingly neutral analytical category misrepresents local realities even while it is used as a warrant for policy initiatives that are likely to be counterproductive.
