Abstract:
The reign of Arab strongmen supported by the West is drawing to an end. Europe has the duty and the opportunity to get on the right side of history, and to assist in reform and reconstruction, if and when requested. The economic dimension is about more than aid and trade, and will turn importantly on ideas and debate. Policy should be driven by a blatant bias towards democracy and its defenders, the support of competitive politics and open societies, education and the building of institutions, law-based regimes and the empowerment of women – everything many Arabs still find attractive about Western society.

12. Adapting Norwegian Civilian Capacity for the Future: Implications of the Guéhenno Report

Abstract:
With vacancy rates averaging at 22% in peace operations around the world for the last decade, and at some instances at twice that rate, it is time for reform of how the UN recruits, deploys and manages civilian capacity in peace operations. To this effect, a UN advisory group report containing a range of recommendations on how the UN can improve in this area was issued in May 2011. As a first step, Under-Secretary-General Susana Malcorra, who was charged with the follow-up of the report, suggested the creation of a Civilian Partnership Cell that should connect the needs of the UN with the civilian capacities of rostering organisations and member states through a virtual web-portal. However, for now only the virtual web-portal will be implemented with the existing budget. Member states have already expressed support for the idea of creating a partnership cell during both consultations with the UN Advisory Group and after launching of the report. The Government of Norway and Norwegian rostering and training organisations should, therefore, in cooperation with international partners, keep up the pressure on the UN to implement this initiative, as well as some of the other key reforms suggested in the report.

13. The Lisbon enigma: crisis management and coherence in the European Union

Abstract:
Before the adoption of the Treaty of Lisbon, the several crisis management tools at the European Union's disposal were divided between two institutions: the European Commission and the European Council. The commission represented the community (the first pillar), and the council the intergovernmental systems (the second pillar). The creation of a new post of High Representative of the Union and the institution of a new External Action Service are intended to put an end to this commission-council dualism. The target of the reforms is clear: providing the EU with the capacity to adopt a comprehensive approach linking its several assets (including the military one) under a common, coherent, crisis management approach.

14. Norway's political test in Faryab, Afghanistan: how to lead?

Abstract:
Norway's five-year experience as the lead nation of the Provincial Reconstruction Team (PRT) Meymaneh in Faryab province, north-west Afghanistan, has been marked by an increased level of violence. This violence is often attributed to the greater strength of the Taliban insurgency. But a close analysis suggests that it has other causes. They include traditional local feuds, struggles between different power structures, and competition over drug trafficking. The nature of politics in this part of Afghanistan – where institutions are weak, parallel power systems coexist, warlords exercise personalised control, ethnicised divisions are growing, and older men dominate – underpins these conflicts. The district of Ghormach in nearby Badghis province, for which Norway took responsibility in January 2009, illustrates the problem: here, a series of military operations in an area of extreme poverty and intense ethnic rivalry seems to have caused more problems than it has solved.

Military and civilian actors are engaged in a debate over where to draw the lines in the provision of humanitarian and development assistance. This is illustrated in Afghanistan by the different national models applied to Provincial Reconstruction Teams (PRTs). Norway has opted for a model that clearly separates the civilian and military components within the PRT.

The Turkish-Armenian protocols signed in October 2009 seemed to represent a historic advance that could help resolve the two countries' dispute over the events of 1915 and change the regional dynamics for the better. But six months on, the implementation of the protocols has stalled, the much vaunted normalisation of Turkish-Armenian state-to-state relations appears all but dead, and the will to revive the process is at a low point.
