11. Breaking Promises, Blocking Reform: Soft Censorship in Mexico

Abstract:
CIMA and the World Association of Newspapers and News Publishers (WAN-IFRA) have been cooperating in a campaign to raise awareness around the world of the insidious practice known as “soft” (or indirect) censorship of news media. Soft censorship is used to promote positive coverage of officials or their actions–and to punish media outlets that criticize them. It is the practice of influencing news coverage of state bodies and officials and their policies and activities through allocation or withholding of state media spending (subsidies, advertising, and other media contracts), or selective application of licensing, permits, or regulations, to shape the broad media landscape; promote or diminish the economic viability of specific media houses or outlets; and reward or punish individual media workers.

12. After the Arab Spring: How the Media Trashed the Transitions

The media played a key role in mobilizing the Arab uprisings of 2010-11, but played a far more negative role in the transitions which ensued. Rather than constituting new public spheres for the negotiation of new identities and institutions, or acting as watchdogs on the emergent regimes, the media in most Arab states contributed to social polarization, popular discontent, and the resurgence of old regimes. While the potentially destructive role of media can be found in all attempted democratic transitions, the Arab cases had several unique characteristics, including the prominent role of transnational broadcasting, the new social media environment, and divisive questions about Islamist movements. This article traces the role of the media in the Arab transitions across three distinct levels: transnational broadcasting, domestic public and private broadcasting, and social media. All three played destructive roles, with transnational television becoming a weapon for proxy wars by regional powers, national media being captured by old elites and private interests, and social media encouraging polarization and informational clustering. Very similar patterns emerge in Egypt and Tunisia, the two key potential democratic transitions following the Arab uprisings.

Abstract:
In the early part of the twentieth century, the small group of revolutionaries who became the Russian Bolsheviks developed an alternative theory of civil society. Burke, Tocqueville, and even Russian intellectuals believed that civil society was fundamental to democracy; Lenin believed that the destruction of civil society was crucial to totalitarian dictatorship. But by attempting to control every aspect of society, totalitarian regimes would eventually turn every aspect of society into a potential source of dissent, as in the cases of Czechoslovakia and Poland. Yet in many other societies heavily influenced by Soviet ideology—those in Belarus, Central Asia, China, Cuba, parts of Africa, and much of the Arab world—those in power remain attached to the old Bolshevik idea that independent civic institutions are a threat to the state.

CIMA is pleased to release The Last Gasp of Empire: Russia’s Attempts to Control the Media in the Former Soviet Republics. Although the Soviet Union is a thing of the past, Russia still aspires to influence the news media in the former Soviet republics. The objective appears to be to manipulate their media environments in order to promote dependence on Russia and distrust of the West and to help Russia to pursue its political and commercial objectives–such as persuading former Soviet republics to adhere to the Eurasian Customs Union or promoting opposition to the United States and NATO. The push by Russia to influence the media among its near neighbors not only marks an important thrust of Russian foreign policy, it also poses a major challenge to the international media development community, which over the past two decades has spent hundreds of millions of dollars trying to help build sustainable and independent media institutions in the former Soviet space.

This year, 2014, marks 25 years since the fall of the Berlin Wall and the symbolic end of the Cold War in 1989. It also marks the anniversary of the beginning of an extraordinary proliferation of media outlets in sub-Saharan Africa, which swept across the continent, freeing Africa’s press and liberating the airwaves from monopoly by the state. Economics, technology, and socio-political forces all played major roles in this boom of Africa’s media. But one of the untold stories of these changes is the role of donor aid in this process. This is the subject of the Center for International Media Assistance’s latest report, Africa’s Media Boom: The Role of International Aid, by veteran international media consultant Mary Myers. It explores these questions: · How much of a catalyst were foreign donors in this mushrooming of Africa’s news media? · What were the motives and mechanisms of this aid? · What difference did it make at the time, and subsequently? · Was media proliferation necessarily a good thing–did it lead to pluralism and genuine freedom?

CIMA is pleased to release A Clash of Cultures: Hate Speech, Taboos, Blasphemy, and the Role of News Media, by Jane Sasseen. The ability of individuals to openly speak their minds is a core principle not only of American journalism, but American democracy. Even when speech is insulting or disrespectful to others-speech that might run afoul of hate speech laws throughout Western Europe or be banned outright in much of the rest of the world-it is generally permitted in the United States. But the rise of the Internet and the instantaneous global communications it enables have raised a host of new questions about how to handle hate speech and other potentially offensive speech when it can be seen by audiences in other countries that do not share those values.

China Central Television has come a long ways since its founding as a domestic party propaganda outlet in 1958. The domestic service has been supplemented by an international service, boasting three major global offices in Beijing, Washington, and Nairobi, and more than 70 additional international bureaus. The quality of CCTV’s journalism depends on both the region in which it’s produced, and the subject matter’s sensitivity in Beijing. On one hand, CCTV produces sophisticated long-form reports on complex international issues such as climate change; at the same time, its reporting on the Chinese Communist Party echoes the party line. CCTV’s biggest impact may be in regions where China is directing its international investments. The Nairobi operations complement extensive investments in African infrastructure, many of them in communications; China is also pursuing critical investment in Latin America and Southeast Asia.

The Long Shadow of Chinese Censorship: How the Communist Party’s Media Restrictions Affect News Outlets Around the World provides a survey of this phenomenon and its recent evolution as it pertains to the news media sector, though similar dynamics also affect the film, literature, and performing arts industries. Specifically, this report focuses on six types of media outlets based outside mainland China that together reach news consumers in dozens of countries: major international media; local outlets in Asia, Africa, and Latin America; mainstream media in Hong Kong and Taiwan; exile Chinese outlets providing uncensored news to people in China; and media serving Chinese diaspora communities around the world.
