11. Burma Votes for Change: The Challenges Ahead

Abstract:
Aung San Suu Kyi’s National League for Democracy’s sweeping victory in Burma’s November 2015 elections and the military’s acquiescence in allowing the NLD to take the reins of power have justly been described as remarkable and historic milestones. Yet a number of unresolved critical issues still loom. The aspirations of the people of Burma and of the newly elected democratic forces are still seriously constrained by the constitution imposed by the military, by Burman Buddhist nationalism, by entrenched oligarchic interests, and by tough structural conditions. The biggest challenge of all: Burma is a “robustly” plural and deeply divided society. Without political consensus about the nature of the state among key stakeholders, including all significant ethnic and religious groups, the military will not withdraw from politics, the transition to civilian rule will not happen, peace will remain elusive, and Burma’s democratization will stagnate. Burma’s transition can succeed and serve as an example of a “hard-case” country that successfully democratizes despite lacking favorable structural conditions. Yet it is important to understand just how fragile and unsettled the whole process still is.

Abstract:
The Chinese middle class differs from the middle class of Lipset’s classic theory in four ways. It is a smaller fraction of the population. It is directly or indirectly dependent on the state. It is new, with most of its members the first generation of their families to achieve this status. And its associational life is severely restricted. Although middle class persons have more prodemocratic attitudes than other Chinese, few are prepared to oppose the current regime. However, their support for the regime is fragile and subject to erosion, especially if economic conditions worsen.

After making himself one of the most powerful leaders in PRC history, Xi Jinping launched the largest ideological campaign that China has seen since Mao—a mixture of communism, nationalism, and Leninism that is meant to strengthen and discipline the CCP, reinforce its grip on power, maintain political stability, and (more nebulously) achieve the “China dream” of national rejuvenation. Xi’s ideological gambit now looks less like a show of strength than an embarrassing confession of regime fragility in a twenty-first century China buffeted by fears of economic slowdown, impatient liberals, and a public angered by rampant corruption.

Abstract:
The autocratic regime of President Ilham Aliyev in Azerbaijan has managed to steal the soul of Europe’s most important human rights institution, the Council of Europe. This article reveals Azerbaijan’s hidden agenda to neutralize the “naming and shaming” strategy of the international human-rights movement, build influence through “caviar diplomacy,” and unleash a wave of repression against human-rights defenders. For the Council of Europe, whose function is to defend the European Convention of Human Rights, to align itself with a regime jailing human-rights activists is unprecedented and deeply disturbing. As the space for human-rights organizations to operate is shrinking in many parts of the world today, the capture of the Council of Europe sends a warning to all supporters of human rights, and not only in Europe.

In the early part of the twentieth century, the small group of revolutionaries who became the Russian Bolsheviks developed an alternative theory of civil society. Burke, Tocqueville, and even Russian intellectuals believed that civil society was fundamental to democracy; Lenin believed that the destruction of civil society was crucial to totalitarian dictatorship. But by attempting to control every aspect of society, totalitarian regimes would eventually turn every aspect of society into a potential source of dissent, as in the cases of Czechoslovakia and Poland. Yet in many other societies heavily influenced by Soviet ideology—those in Belarus, Central Asia, China, Cuba, parts of Africa, and much of the Arab world—those in power remain attached to the old Bolshevik idea that independent civic institutions are a threat to the state.

16. CCTV's International Expansion Expansion: China's Grand Strategy for Media

China Central Television has come a long ways since its founding as a domestic party propaganda outlet in 1958. The domestic service has been supplemented by an international service, boasting three major global offices in Beijing, Washington, and Nairobi, and more than 70 additional international bureaus. The quality of CCTV’s journalism depends on both the region in which it’s produced, and the subject matter’s sensitivity in Beijing. On one hand, CCTV produces sophisticated long-form reports on complex international issues such as climate change; at the same time, its reporting on the Chinese Communist Party echoes the party line. CCTV’s biggest impact may be in regions where China is directing its international investments. The Nairobi operations complement extensive investments in African infrastructure, many of them in communications; China is also pursuing critical investment in Latin America and Southeast Asia.

The Long Shadow of Chinese Censorship: How the Communist Party’s Media Restrictions Affect News Outlets Around the World provides a survey of this phenomenon and its recent evolution as it pertains to the news media sector, though similar dynamics also affect the film, literature, and performing arts industries. Specifically, this report focuses on six types of media outlets based outside mainland China that together reach news consumers in dozens of countries: major international media; local outlets in Asia, Africa, and Latin America; mainstream media in Hong Kong and Taiwan; exile Chinese outlets providing uncensored news to people in China; and media serving Chinese diaspora communities around the world.
