1. Leveraging a Moment of Change: Pathways to a Sustainable U.S.-Pakistan Relationship

Abstract:
The relationship between Pakistan and the United States has never been easy or stable, and in recent years has come under increasing strain. Yet both countries have a vital stake in the maintenance of a working relationship. Several factors have complicated prospects for bilateral cooperation in the past, leading to a growing strategic divergence in how both countries view one another, and their interests vis-a-vis other regional players. Perhaps the biggest shortcoming in the Pakistan-US relationship has been that both sides have tried to address the issues between them without common frames of reference, resulting in differences of perceptions and policies. An expert group of academics, policy analysts, and retired government officials have recently convened at the Middle East institute to study the Pakistan-US relationship. The product of their discussions is a paper that explores a range of ideas and concrete proposals designed to move the relationship in a positive and stable direction. With support from the Mahvash and Jahangir Siddiqui Foundation, and hosted by the Middle East Institute, we are pleased to invite you to this presentation by a team of former government officials and analysts, and other experts involved in this effort. This event will take place over a light lunch on March 3rd from 12:30 pm to 2:00 pm at the Middle East Institute.

The relationship between the European Union and the Middle East is facing a critical period of change, given the changing leadership in key European Union bodies, rising tensions with regard to Iran, and increasing confrontation between the United States and Iran. The Middle East Institute is pleased to invite you to a conversation with MEI scholar Przemysław Osiewicz, who will discuss his recently released paper series on the impact of leadership changes in key EU bodies such as the EU high representative for foreign and security policy, the European Commission, and the European Council on EU-MENA relations. He will be joined by MEI Senior Fellow Alex Vatanka and moderator Suzanne Kianpour to explore divergences between the United States and the EU approaches in their policies toward Iran, internal divisions within the EU on engagement with Iran, the role of economic factors, and the future of the JCPOA.

Abstract:
Following elections in September and October, Tunisia is having difficulty forming a government, in part because of the collapse of the 2016 Carthage Pact. MEI is pleased to host a panel featuring several leading analysts of Tunisian politics, who will attempt to answer which approach can produce forward motion while at the same time prevent Tunisia from slipping backward towards authoritarianism. Some parties are defending the consensus model to preserve democratic gains, and others are pursuing to force change based on their political preferences. Presiding over all of this is a populist president without a political party who has in the past proposed a radical overhaul of the entire system, abolishing political parties, and creating a form of direct democracy. It is unclear if Tunisian democracy can survive any of these scenarios, whether it be consensus politics, majoritarian politics, or antipolitics. With any of the formulas, winners win, and losers can easily become spoilers, as nearly happened in 2013 with opposition protests led by the women's movement.

4. The primacy of praxis: Clerical authority in the Syrian conflict

Abstract:
A close look at the competing claims, actors, and movements for authority within the Syrian civil war reveals three distinct periods of political and religious influence: that of Syrian scholars, who were the first to inject religious language into the revolution; that of Salafi scholars predominantly from the Gulf; and lastly, that of jihadi organizations like ISIS and Hay’at Tahrir al-Sham, who were active on the ground. This paper focuses on which figures relied on action—rather than theoretical abstraction—to establish legitimacy and authority on the ground in Syria. Tracing the conflict from the first clerical attempts to coordinate the Syrian opposition to the conflict’s regionalization, and, later, internationalization, this paper demonstrates that the words of actors on the ground are more likely than those of far-off figures—however popular—to resound effectively.

Abstract:
Many anticipate that as the new prime minister, Imran Khan will change Pakistan and alter its relations with the United States and regional powers. Khan’s first speech to the nation was moderate in tone and substance. He has an ambitious reform agenda that above all promises to deal with corruption. What domestic constraints will he face? Will his being a successful populist, the first since the 1970s, embolden him to pursue transformative policies such as on taxation and land reform? How will his government handle Pakistan’s looming economic crisis? Will he inevitably butt heads with the military over its budget and Pakistan’s policies toward countering terrorism? Is Khan prepared to modify his deeply negative views on the U.S. role in Afghanistan? How far should he be expected to go curbing the Afghan Taliban and pushing it toward peace talks? Can he improve relations with India and also satisfy his religious-political base? These and other questions were addressed in a discussion among a distinguished panel of experts on Pakistan hosted by the Middle East Institute (MEI). The panelists are Michael Kugelman (Wilson Center), Arif Rafiq (Cizier Consulting), Tamanna Salikuddin (U.S. Institute of Peace) and Moeed Yusuf (U.S. Institute of Peace). MEI’s director for Afghanistan and Pakistan Studies, Marvin Weinbaum, moderated.

The American public and policymaking circles all too often reduce the “Palestinian perspective” to a single, monolithic viewpoint, both in terms of historical experience and yearning for the future. The oversimplification glosses over key complexities that directly result in a varying answers to the question “what do Palestinians want?”. This reduction of the Palestinian perspective contributes to a distortion in how the American policy world, as well as public, view Palestinians. The panelists explore the multiplicity of Palestinian perspectives and narratives looking back on the events since 1948 and looking forward on the future of the Palestinian people.

7. Iraq’s Fifth Column: Iran’s Proxy Network

As Iran’s Islamic Revolutionary Guard Corps (I.R.G.C.) campaigns against ISIS, the Islamic Republic is strengthening its Shiite militia proxy networks in Iraq. The I.R.G.C.’s expeditionary wing, the Quds Force, is using political connections in the Iraqi government and historical links to veteran Shiite groups to influence Iraq’s Popular Mobilization Units (P.M.U.s). P.M.U. groups that express support for Khomeini’s wilayat-al faqih and hold the closest ties to the Quds Force are led by commanders that worked with the Quds Force as fighters in the Islamic Resistance of the 1980s and 1990s. However, Iran’s extensive Shiite militia network does not extend to all P.M.U.s. Differences amongst P.M.U. groups will shape the future of Iraqi Shiite socio-political development as P.M.U. groups transition from active militia activity to participation in mass politics.

Political and humanitarian conditions in Gaza are in a critical state. The Fatah-Hamas rivalry and the Gulf countries’ rift with Qatar have stymied funding to the territory and exacerbated an already desperate energy crisis. The issuance of exit permits to Palestinians in Gaza is at its lowest rate since 2014. In the midst of pressing humanitarian concerns, what options do Palestinians and Israelis have to help prevent renewed violence? How can the United States and the international community bring the question of Gaza back into regional deliberations and the peace process? This is a capstone paper for a series of MEI scholar articles titled “The Middle East and the 2016 Presidential Elections." Will the 2016 vote for president be a foreign policy election? How will the Middle East figure in the campaign as it gains momentum? The accepted wisdom is that domestic issues, especially economic matters, will be decisive in voters’ minds. A year away from the election, it is unclear whether foreign policy issues will figure in a major way but the portent is there. The turbulent Middle East could easily burst into election politics as it has several times in the past.

10. Yemen's National Dialogue

Facing popular protests, a secessionist movement in the south, a spiraling security crisis, and a deep fracturing of political factions, Yemen’s political elite acceded to the Gulf initiative in 2011, which established a caretaker transitional government. The agreement signed in Riyadh stipulated a two-year transitional period and created a National Dialogue Conference (NDC) as a forum to solve the country’s political problems. The results of the National Dialogue will form the basis for a new constitution, and Yemenis will then elect a new government to conclude the transitional period. The National Dialogue has concluded, but it is not clear whether it can really solve Yemen’s political problems. The two-year transitional period ended without a new constitution or elections—these will be held at some undetermined later date—and facts on the ground may be outpacing the deliberations of the political elite and their international backers. The government cannot prevent attacks on its oil pipelines or electrical grid; al-Qa`ida operates with almost impunity in the capital city Sana; the Houthi movement is expanding its area of control, recently taking the symbolically important towns of Huth in Amran and Dammaj in Sa`ada; and the south remains unsettled and far from accepting of any solutions proposed by the Sana elite. In February 2014 the committee created to “resolve” the issue of southern rebellion decided on a federal system of government composed of six regions. Yet most Yemenis do not know what federalism is, and what’s more, they don’t care. Deteriorating security and the rise of poverty have overwhelmed any interest most citizens might have in the details of the elite’s visions for the future of the country. Both Saudi Arabia and the United States, the most important foreign actors in Yemen and backers of the Gulf initiative, are focused on their own regional interests, sometimes to the detriment of Yemeni interests. The Saudis want to maintain their influence on the Yemeni government, fight Iranian influence, and control threats from Yemeni soil spilling over into Saudi Arabia. However, the Saudis recently expelled from the Kingdom hundreds of thousands of Yemeni workers, exacerbating Yemen’s desperate economic situation. The United States is focused on al-Qa`ida and Iran. The American drone campaign continues to wreak havoc, recently killing members of a wedding party in spite of President Obama’s new procedures to bring the targeted assassinations under the color of law, and the United States seems unable to relinquish its misperception that the Houthis in Sa`ada constitute a new Hezbollah. With such deep divisions in Yemen’s political body and in the competing regional agendas of Yemen’s foreign backers, Yemen’s prospects for a peaceful political settlement that will allow the country to stabilize and grow seem dim.
