1. Leveraging a Moment of Change: Pathways to a Sustainable U.S.-Pakistan Relationship

Abstract:
The relationship between Pakistan and the United States has never been easy or stable, and in recent years has come under increasing strain. Yet both countries have a vital stake in the maintenance of a working relationship. Several factors have complicated prospects for bilateral cooperation in the past, leading to a growing strategic divergence in how both countries view one another, and their interests vis-a-vis other regional players. Perhaps the biggest shortcoming in the Pakistan-US relationship has been that both sides have tried to address the issues between them without common frames of reference, resulting in differences of perceptions and policies. An expert group of academics, policy analysts, and retired government officials have recently convened at the Middle East institute to study the Pakistan-US relationship. The product of their discussions is a paper that explores a range of ideas and concrete proposals designed to move the relationship in a positive and stable direction. With support from the Mahvash and Jahangir Siddiqui Foundation, and hosted by the Middle East Institute, we are pleased to invite you to this presentation by a team of former government officials and analysts, and other experts involved in this effort. This event will take place over a light lunch on March 3rd from 12:30 pm to 2:00 pm at the Middle East Institute.

The relationship between the European Union and the Middle East is facing a critical period of change, given the changing leadership in key European Union bodies, rising tensions with regard to Iran, and increasing confrontation between the United States and Iran. The Middle East Institute is pleased to invite you to a conversation with MEI scholar Przemysław Osiewicz, who will discuss his recently released paper series on the impact of leadership changes in key EU bodies such as the EU high representative for foreign and security policy, the European Commission, and the European Council on EU-MENA relations. He will be joined by MEI Senior Fellow Alex Vatanka and moderator Suzanne Kianpour to explore divergences between the United States and the EU approaches in their policies toward Iran, internal divisions within the EU on engagement with Iran, the role of economic factors, and the future of the JCPOA.

Abstract:
Since its 1979 revolution, the Islamic Republic of Iran has incited violent, radical, and often sectarian nonstate groups across the Middle East to serve as proxies in its military campaigns to influence regional and international politics. This “proxy model” has become increasingly salient since the U.S. invasion of Iraq in 2003 and more recently in Iraq and Syria, and is now Iran’s primary tool for advancing its regional intersts. The U.S. and the West in general have largely paid attention only to radical Sunni groups such as al-Qaeda and ISIS. With a few exceptions, such as Lebanon’s Hezbollah, nonstate Shi‘i militant groups have generally avoided the same intense Western scrutiny. This study compares and contrasts regional conflicts that have been shaped by Iranian proxies and Iran’s successful—and unsuccessful—attempts to recruit to its militant groups. It also identifies the key forces that have shaped Iran’s ideological and operational sponsorship of nonstate militant groups, both Sunni and Shi‘i, as well as its motivations and preferred modus operandi.

5. Beyond the proxy powder keg: The specter of war between Saudi Arabia and Iran

Abstract:
An Iran-Saudi Arabia war is unlikely, but it is now more likely than ever before. A military confrontation between Saudi Arabia and Iran should command respect and inspire concern because it could cause tremendous harm to an already volatile Middle East and possibly to the global economy. Iran seems to have an upper hand in a direct military confrontation with Saudi Arabia because of its combat experience, geography, manpower, strategic depth, and greater cost tolerance. However, none of these attributes give Iran any decisive advantages in a contest with Saudi Arabia. Saudi Arabia is neither helpless nor without military options. While it is easy to start a war with Iran, it is anything but to finish it. Saudi Crown Prince Mohammed bin Salman would have to think hard about the capabilities of the Saudi military and the resilience of Saudi society before embarking on such a risky course. In any war dynamic between Iran and Saudi Arabia, U.S. military intervention or support would be the most decisive exogenous factor for both Riyadh and Tehran. The United States has a security commitment to Saudi Arabia, but the extent to which Washington can tolerate subtle Iranian aggression against the kingdom that falls below the threshold of conventional warfare, while potentially upending Saudi stability, is unclear.

Many anticipate that as the new prime minister, Imran Khan will change Pakistan and alter its relations with the United States and regional powers. Khan’s first speech to the nation was moderate in tone and substance. He has an ambitious reform agenda that above all promises to deal with corruption. What domestic constraints will he face? Will his being a successful populist, the first since the 1970s, embolden him to pursue transformative policies such as on taxation and land reform? How will his government handle Pakistan’s looming economic crisis? Will he inevitably butt heads with the military over its budget and Pakistan’s policies toward countering terrorism? Is Khan prepared to modify his deeply negative views on the U.S. role in Afghanistan? How far should he be expected to go curbing the Afghan Taliban and pushing it toward peace talks? Can he improve relations with India and also satisfy his religious-political base? These and other questions were addressed in a discussion among a distinguished panel of experts on Pakistan hosted by the Middle East Institute (MEI). The panelists are Michael Kugelman (Wilson Center), Arif Rafiq (Cizier Consulting), Tamanna Salikuddin (U.S. Institute of Peace) and Moeed Yusuf (U.S. Institute of Peace). 8. Hezbollah’s Evolution: From Lebanese Militia to Regional Player

Abstract:
Starting as a revolutionary Shiite militia, the Hezbollah of today dominates the political and military landscape of Lebanon, and possesses tens of thousands of trained fighters as well as an array of sophisticated armaments. Its intervention in Syria on the side of Bashar al-Assad has expanded its influence and reach in the region. As the war in Syria comes to a close, the risk of conflict between Hezbollah and Israel could increase, particularly over the future of the Golan Heights. But the mutual deterrence between the two foes remains strong for the time being. The United States is searching for strategies to limit the power of Iran’s Lebanese proxy, but given the group’s deep immersion within Lebanon’s political, economic, and social milieu, the number of realistic options for external powers to weaken Hezbollah or persuade it to forsake its armed wing are minimal.

The Middle East Institute's (MEI) Arts and Culture Program was pleased to host a panel conversation examining the critical role Middle Eastern women play in building more stable and tolerant communities through the lens of the arts. The panel took place in conjunction with programming around I AM, an exhibition of 31 Middle Eastern women contemporary artists from 12 countries, at the American University Museum at the Katzen Arts Center, with a general public opening reception on September 9. Organized by CARAVAN, an international NGO that focuses on building bridges through the arts, the exhibition highlights the role that Middle Eastern women play in their societies and the power of the arts to articulate their ambitions. The panel featured three participating artists and a scholar of women's issues and was moderated by NPR's Neda Ulaby. The panelists drew upon their experiences to challenge common misconceptions about women in the region and explore how the arts can serve as a form of creative and non-violent resistance.

Political and humanitarian conditions in Gaza are in a critical state. The Fatah-Hamas rivalry and the Gulf countries’ rift with Qatar have stymied funding to the territory and exacerbated an already desperate energy crisis. The issuance of exit permits to Palestinians in Gaza is at its lowest rate since 2014. In the midst of pressing humanitarian concerns, what options do Palestinians and Israelis have to help prevent renewed violence? How can the United States and the international community bring the question of Gaza back into regional deliberations and the peace process? The Middle East Institute (MEI) hosted a discussion with Tareq Baconi (al Shabaka), Lara Friedman (FMEP), Christopher McGrath (UNRWA), Natan Sachs (Brookings), and Paul Salem (MEI) on the ways in which to mitigate the political and humanitarian problems in Gaza.
