1. The concept of hedging and its application to Southeast Asia: a critique and a proposal for a modified conceptual and methodological framework

Abstract:
In the context of the complex unipolar post-Cold War period that has witnessed China’s reemergence as an economic and military power, small and middle powers are increasingly considered to be hedging. This analysis is especially prevalent in relation to Southeast Asian countries, many of which face security challenges posed by China. However, as the literature on hedging has expanded, the concept’s analytical value is no longer obvious. Different understandings of hedging compete within the literature, and there are many criteria by which hedging is empirically ascertained, leading to confusion even over the basic question of which countries are hedging. In response, this article presents a modified conceptual and methodological framework that clearly delineates hedging from other security strategies and identifies key criteria to evaluate whether smaller powers are hedging when confronting a serious security challenge by one of the major powers. This framework is then applied to Malaysia and Singapore.

Abstract:
Scholars have remarked that the decision-making process in the Association of Southeast Asian Nations (ASEAN) is largely elitist in nature and concentrated within the higher echelon of leadership, with little public participation. Since ASEAN is moving toward community building by the year 2015, questions arise on whether the people are consulted, aware, and support this initiative - which is the focus of this article. The authors argue that increased awareness and knowledge of the public regarding the ASEAN Community initiative will eventually translate into increased support. Against this background, this article analyzes the extent the public in Indonesia, Malaysia, and Singapore are aware of and support the proposed initiative, based on public opinion surveys conducted by the authors in these countries. To support the discussion, this article also employs the Pearson chi-square test to analyze the relationship between public awareness and support for the ASEAN Community.

Abstract:
This paper argues that Malaysia–Indonesia relations have become increasingly problematic and complex to manage in a post-Mahathir/Suharto era. The unequal pace of the democratization pattern in both countries has largely contributed to this state of affairs. The four key 'transnational' variables or determinants such as migrant labor, mass media, non-governmental organizations and the Anwar factor have significantly impacted on Malaysia's ties with Indonesia against the backdrop of the unequal domestic political changes. These four variables have over the years become more prominent in bilateral relations – often in negative terms. More specifically, they represent the dynamics of the people-to-people dimension in bilateral ties. As such, the deterioration in people-to-people relations threatens to significantly reshape government-to-government diplomacy. Bilateral relations could yet face their severest contradictions when official diplomacy is incapable of reflecting accurately popular sentiments. In effect, the roles of state and non-state actors have been instrumental in influencing recent developments of Malaysia–Indonesia relations.

Abstract:
The article makes a preliminary survey of the teaching of international relations (IR) in Malaysia. It starts by describing the origins of the field, and the emergence of an IR epistemic community joining both academia and government. This account is necessarily derived from the experiences of the four most established Malaysian universities distinguished by length of existence and official favor. Subsequently, the survey would describe course content and influences going into their design. The penultimate sections would attempt to place the evolution of Malaysian IR teaching within a historical context. This survey nonetheless concludes that nationalist aspirations continue to remain a secondary influence when compared with intellectual dependence upon the West in the design of IR education in Malaysia.

5. Malaysia's 2005–2006 refugee stand-off with Thailand: a security culture analysis

Abstract:
In September of 2005, Malaysia–Thailand relations were stressed by an incident in which 131 Thai Muslims fled across the Southern Thai border to seek refuge in Malaysia. The Malaysian government initially refused to return these 'asylum seekers,' and eventually chose to internationalize the situation by calling on the United Nations High Commission on Refugees (UNHCR). Malaysia's decision to internationalize the issue points to potential instability in Malaysia-Thailand bilateral relations and reflects several internal political problems faced by United Malays National Organization (UMNO) central decisions makers. This paper seeks to explain the Malaysian central government's security perspective on the northern border region. To do this, I employ Muthiah Alagappa's framework for security culture analysis in an attempt to understand Malaysian security culture from the perspective of that culture's central decision makers themselves.
