411. The Romanticisation of the Local: Welfare, Culture and Peacebuilding

Abstract:
The key feature of the dominant liberal approach to peacebuilding is the neoliberal marketisation of peace, rather than engagement with civil society and the agents and subjects of this peace. This is a particularly Western, liberal, and Enlightenment-derived discourse of peace, which is far from culturally and socially appropriate or sensitive, and has little chance of establishing a locally self-sustaining peace. This represents a "romanticisation of the local", of civil society, and of the liberal culture of peacebuilding. Its cultural engagement, including its support for civil society development, is therefore little more than instrumental and is used to defer responsibility for the welfare of the local.

Abstract:
Drawing from the work of Andrew Dobson, two notions of citizenship in civil society can be distinguished: environmental citizenship, which focuses on environmental rights and seeks to redefine the relationship between the state and the citizen; and ecological citizenship, which goes beyond a rights-based notion of citizenship to advocate the fair usage of ecological space across international borders. Using civil society initiatives to conserve forests, this article argues that these two notions of citizenship should be seen as overlapping in that civil society groups seek to work through national and international law to reduce the ecological footprint of some countries on others. The article concludes by drawing a distinction between the environmental state and the ecological state.

Abstract:
Italian civil society organisations are holding more and more sway in the foreign policy arena, strengthening links with their counterparts both in the European Union and further abroad. Some well-organised groups are increasingly capable of wielding influence in the international scenario, mainly thanks to their initiatives directed at fuelling citizens' interests in sensitive issues and fostering transnational cooperation. In parallel with these global trends, Italian civil society is going through a period of change and reassessment, shaken by the need to protect some core values to which it is undeniably attached.

In June 2009, Iran will hold its 10th presidential elections since the establishment of the Islamic regime in 1979. As a rule, in past elections the incumbent president was elected to a second term. Even Muhammad Khatami, despite his problems with the conservative elements and disagreements with the Supreme Leader, Ali Khamenei, was reelected in 2001.

The German Marshall Fund of the United States (GMF), in cooperation with the International Affairs Institute (IAI) of Rome, held the second seminar of the Mediterranean Strategy Group in Genoa on May 10-12 2009 under the title “Is Regional Cooperation in the Maghreb Possible? Implications for the Region and External Actors”. The meeting is part of a multi-year project of dialogue and analysis exploring critical Mediterranean issues in a transatlantic context. The Mediterranean Strategy Group is conducted with the support of the Compagnia di San Paolo, ENEL, OCP Group, the Calouste Gulbenkian Foundation, and the Luso-American Foundation. The decision to convene the meeting in Genoa was in keeping with the city's identity and role as a “gateway to the Mediterranean,” and the discussion benefited from both the setting and the assistance of the municipality.

Abstract:
The resurgence of sea piracy has made headlines in recent months, becoming the object of intense debate, also among scholars and practitioners. Attention has concentrated particularly on piracy off the Horn of Africa (especially in the Gulf of Aden), where the phenomenon has reached critical levels. Reports speak of over a hundred attacks in 2008 alone and rising figures in 2009. Some 18 merchant ships are currently detained by Somali pirates together with a growing number of hostages. Ransoms paid in 2008 are estimated to be in the range of over a hundred million US dollars.

After a period of severe turbulences, the United States, Europe, and Russia seem willing to start out on a new course. 'Pushing the reset button', as suggested by US Vice President Joe Biden, is an alluring formula, but it is no guide for action. A new US and European arrangement with Russia is more likely to endure if all parties learn from the troubled experience of the last few years.
