Abstract:: The political landscape of the Arab world has undergone dramatic changes since 2011, the effects of which will continue to reverberate into the foreseeable future. The overthrow of authoritarian rule in Tunisia by popular protest was followed by the collapse of longstanding regimes in Egypt, Libya, and Yemen, leading many to celebrate a new dynamic between citizen and state in the Arab world. In late 2013, the situation looks quite different. The first democratically elected president in Egypt has been deposed, hundreds of his supporters killed, and the Muslim Brotherhood banned. In Tunisia, parliament has been suspended; two politicians have been assassinated; and a campaign calling for the ouster of the Islamist-led government has gained momentum. In both countries, the population is divided and the anciens régimes fight to restore the old order. Will the ideals that sparked revolution be subsumed by counterrevolution? Or will the trajectories of revolution bend toward democratic consolidation?

Abstract:: This policy brief assesses the potential for two types of youth-led political change movements in Pakistan. One is an Arab Spring-like campaign, fuelled by demands for better governance and new leadership. The other is a religious movement akin to the Iranian Revolution of 1979, which seeks to transform Pakistan into a rigid Islamic state. The brief discusses the presence in Pakistan of several factors that suggest the possibility of the emergence of an Arab Spring-type movement. These include economic problems; corruption; a young, rapidly urbanising and disillusioned population; youth-galvanising incidents; and, in Imran Khan, a charismatic political figure capable of channelling mass sentiment into political change.

Abstract:: This issue brief provides an overview of the legal, political, and operational frameworks protecting children from the effects of armed conflict, notably from violations by nonstate armed groups. The UN Secretary-General has repeatedly emphasized the need to “more consistently and effectively engage non-State armed groups in order to improve their compliance with the law,” including international human rights and international humanitarian law. This is of particular importance with regard to child protection as armed conflicts have far-reaching impacts on children, who are among the most vulnerable members of society. The issue brief explores some of the limitations of these frameworks and their mechanisms, and discusses ways to maximize the comparative advantages of different actors when engaging nonstate armed groups to improve the protection of children's rights.
