121. Peace Negotiations in the Philippines: The Government, the MILF and International NGOs

Abstract:
In many peace negotiations International Contact Groups have been a helpful tool in preventing a peace process from stalling or failing. Members, commonly states and international organizations, exert leverage on the parties to the conflict, sustain the parties' commitment to a peaceful resolution of the conflict and restore mutual trust. While international nongovernmental organizations have been overlooked in this context, they may expedite problem-solving by contributing through their networks within civil society, their experience from similar peace processes in different countries, and their perceived independence from the parties to conflict. With the assistance of international nongovernmental organizations a peace process may lead to a higher degree of efficiency and legitimacy in delivering sustainable results. The recent negotiations between the government of the Philippines and the Moro Islamic Liberation Front use this potential and incorporate four nongovernmental organizations to an unprecedented degree as part of an International Contact Group. This Peace Brief illustrates their innovative methods and capacities during this ongoing negotiation process. The next round of negotiations is scheduled for April 27 and 28, 2011.

124. Maintaining International Peace and Security: A Summit Meeting of the UN Security Council

Abstract:
On September 23, 2010, the United Nations Security Council held a summit meeting on the maintenance of international peace and security, which is the primary responsibility of the Council. The summit was initiated by Turkey, a nonpermanent member of the Council in 2009-2010 and holder of the rotating presidency for September 2010. It was attended by nine heads of state and government and six ministers, and chaired by Abdullah Gul, President of the Republic of Turkey. The resulting presidential statement (S/PRST/2010/18, reproduced in the Annex to this report) reaffirmed that international peace and security require a more comprehensive and coherent approach. The Council also pledged to continue to strengthen the crisis-management toolbox at its disposal, including preventive diplomacy, peacemaking, peacekeeping, and peacebuilding, and to adapt it to changing circumstances. In addition, the statement reiterated the Council's support for the protection of civilians and its commitment to strengthening strategic partnerships with regional and subregional organizations and other relevant players. Further, it reaffirmed the importance of women in all aspects of prevention and resolution of conflicts and underlined the importance of addressing the root causes of conflict.

125. The Security Sector in Côte d'Ivoire: A Source of Conflict and a Key to Peace

Abstract:
The security sector in Côte d'Ivoire is both at the root of the recent crisis and the key to finding a way forward. While successive attempts to resolve divisions have recognized some of the larger challenges of security-sector reform (SSR), the failure to reunify the Ivoirian security forces prior to holding the presidential elections in 2010 was a key factor behind the recent crisis and contributed to its escalation into a military confrontation-a confrontation that included violence against civilians committed by both sides. The decade-long crisis and its latest episode have made the politicians in Côte d'Ivoire increasingly dependent on uniformed men. This will have to be addressed through comprehensive security-sector reform to prevent a return to armed conflict.

As they prepare to discuss the renewal of MONUSCO's mandate six months ahead of general elections in the Democratic Republic of the Congo (DRC), the members of the UN Security Council are facing a dilemma. Should they limit the role of MONUSCO to the continued protection of civilians in eastern Congo, as agreed with President Joseph Kabila, or should they expand its mandate in an attempt to enforce democratic principles before the elections at the risk of confronting the incumbent regime? This issue brief argues that MONUSCO should be limited to a technical role in the election—as requested by the Congolese authorities—but only on the condition that the international community reengages President Kabila in a frank political dialogue on long term democratic governance reforms.

127. Environmental Migration: Policy Gaps and Response Strategies

Environmental change exacerbates existing socioeconomic, political, and cultural incentives to migrate. In fact, there will be an estimated 200 million environmental migrants by 2050. As the global climate warms, people will be pushed to move by sea-level rise, drought and desertification, food insecurity, natural disasters, and conflict over scarce resources. This paper examines the links between climate change and migration and identifies gaps in the current international policy and legal frameworks for dealing with environmentally displaced persons. It recommends strategies for coping with these population movements, including better international coordination on migration issues, funding and technical assistance for at-risk countries, and innovative institutional and legal frameworks for potential migration flows.

128. Issue Brief: What Army for Haiti?

President Michel Martelly of Haiti was widely expected to make the creation of a new Haitian army official on November 18, 2011, on the anniversary of the last major battle for Haitian Independence in 1803. Instead, he announced the creation of a civilian-led commission that will have forty days to finalize a plan for the creation of the new army, which should be presented by January 1, 2012. The newly elected president has made reinstating the army, which was disbanded in 1995, a priority. A draft of the “Martelly plan,” dated August 2011, called for building an army of 3,500 troops that would be operational within three years and progressively take over as the UN peacekeeping force MINUSTAH withdraws.

129. Know Your Enemy: An Overview of Organized Crime Threat Assessments

There is increasing awareness within police forces and international organizations that organized crime is a growing threat to security. However, due to a lack of data and insufficient knowledge about illicit activities, criminal justice experts are often left chasing shadows. To rectify this problem, more attention has been devoted to developing and using organized crime threat assessments in recent years, particularly for use in vulnerable states that are less resistant to infiltration by criminals. This paper briefly considers the history of organized crime threat assessments, the process in which they have been produced and used, and criticisms that have been leveled against them. Finally, it considers their applicability to fragile and postconflict countries and the kind of requirements that would need to be fulfilled for threat assessments to be an effective tool against organized crime in such contexts.

130. The UN Security Council and Conflict Prevention: A Primer

At a recent conference on conflict prevention attended by over fifty UN member states, a UN official remarked, “we are living in a conflict prevention moment.” In recent years, there has been a surge of interest and activity related to conflict prevention in the UN system, at the regional level and among member states. While the UN has made great strides in refining peacekeeping doctrine and strategy, it has also made significant progress in its political response and preventive activities in recent times. In 2007, the Department of Political Affairs (DPA) established a mediation support unit “to plan and support mediation efforts in the field.” In late 2008, DPA also secured member-state support to create forty-nine additional posts; it now has approximately 270 staff members. While this was less than half of the number of new posts requested by the department, it did help desk officers to more substantially engage on conflict prevention and good-offices work in their portfolio countries. The UN Office in West Africa (UNOWA) has played a critical preventive role in recent crises in Mauritania and Guinea. A UN Regional Office for Central Africa (UNOCA) was also established in March 2011 to “assist member States and sub-regional organizations in consolidating peace and preventing future conflicts.” In recent years, the African Union (AU) has been an influential mediator in high-profile cases, notably in Kenya (2008) and Sudan (2010–2011). Among the UN membership, especially among African member states, statements calling for the need to strengthen conflict-prevention tools are now consistently voiced. The Security Council, which now holds monthly “horizon scanning” sessions to discuss emerging and ongoing crises, appears to be a part of this trend.
