1. Iran: The U.S. Brings Maximum Pressure to the UN

Abstract:
What’s new? A U.S. resolution seeking to extend UN arms restrictions on Iran beyond their October 2020 expiration failed at the Security Council. Washington has asserted that it will claim the right to unilaterally restore UN sanctions, which were terminated as part of the 2015 nuclear agreement. Why does it matter? Any U.S. attempt to reimpose sanctions will be controversial, given the Trump administration’s withdrawal from the 2015 Iran nuclear deal, and likely to create deadlock at the Security Council. The administration’s goal is clear: kill the deal or make it that much harder for a successor administration to rejoin it. What should be done? The remaining parties to the deal should be united in resisting Washington’s efforts, as should other Security Council members. They should essentially disregard a U.S. “snapback” – restoring sanctions – as ineffectual, obstruct attempts to implement it and discourage Iran from overreacting to what will end up being a symbolic U.S. move.

2. Peace in Ukraine I: A European War

Abstract:
To help Ukraine find peace, the EU, NATO, and member states must seek new approaches to arms control discussions with Russia and European security as a whole. They should also consider a more flexible sanctions policy, such that progress in Ukraine may lead to incremental easing. What’s new? Russia’s Ukraine policy, including its military intervention, is driven both by Moscow’s goals in Ukraine itself and its longstanding desire to revise Europe’s security order. Western responses are similarly driven by both Ukraine-specific and Europe-wide interests. A sustainable peace plan must address both sets of factors. Why does it matter? Efforts to make peace in Ukraine by solving problems specific to Ukraine only will fail, because the causes of the conflict are both local and geostrategic. A truly sustainable peace should address European security as a whole to make Russia, its neighbours and the entire continent safer. What should be done? European states should engage Russia in discussions of European security, including regional and sub-regional arms limitations. They should also consider adjusting the current sanctions regime to allow for the lifting of some penalties if Russia contributes to real progress toward peace.

3. Peace in Venezuela: Is There Life after the Barbados Talks?

The standoff between Venezuela’s government and opposition has reached a worrying juncture, with negotiations falling apart, side deals emerging and regional states rolling out new sanctions on Caracas. Resuming the talks is the safest path to an exit from the country’s ever deepening crisis. What’s new? At least for now, Norwegian-facilitated negotiations to end Venezuela’s presidential showdown have collapsed. Meanwhile, President Nicolás Maduro’s government has forged an agreement with minority opposition parties. Together with regional powers’ decision to define Venezuela as a threat to hemispheric security, these developments could complicate a resolution of the crisis. Why does it matter? Failure to restore political stability and socio-economic well-being in Venezuela fuels South America’s worst-ever refugee crisis, risks a low-intensity internal conflict, propagates tensions across the region and threatens to trigger military clashes with neighbouring Colombia. What should be done? Allies of the two sides should press them to overcome their reluctance and return to the negotiating table, possibly under a new format, where they should show the necessary flexibility to reach a workable agreement.

4. Iran and the P5+1: Solving the Nuclear Rubik's Cube

In a region of troubles, the negotiations over Iran's nuclear program stand out. The first-step agreement, signed in November 2013, broke a decade of futile diplomatic forays punctuated by mutual escalation. The product of a rare confluence of political calendars and actors, it set a framework for a balanced arms-control agreement that could form the basis of a comprehensive nuclear accord. But reasons for caution abound. It is easier to pause than to reverse the escalation pitting centrifuges against sanctions. Mistrust remains deep, time is short, and the process remains vulnerable to pressure from domestic and regional detractors. In bringing the sides together, the accord revealed the chasm that separates them. Success is possible only with political will to isolate the deal – at least for now – from its complex regional context. It will ultimately be sustainable only if the parties, building on its momentum, recognise that their rival's legitimate interests need to be respected. But a far-reaching resolution of differences will be possible only after a relatively narrow, technical nuclear agreement.

5. Great Expectations: Iran's New President and the Nuclear Talks

In a region that recently has produced virtually nothing but bad news, Hassan Rouhani's 4 August swearing in as Iran's president offers a rare and welcome glimmer of hope. There are still far more questions than answers: about the extent of his authority; his views on his country's nuclear program, with which he long has been associated; and the West's ability to display requisite flexibility and patience. But, although both sides can be expected to show caution, now is the time to put more ambitious proposals on the table, complement the multilateral talks with a bilateral U.S.-Iranian channel and expand the dialogue to encompass regional security issues.

6. South Korea: The Shifting Sands of Security Policy

Abstract:
A year after North Korea shelled an island in the South, killing four people, relations on the peninsula remain tense. South Korea has stepped up its warnings of tough retaliation in the case of further attacks and has frozen most political and economic ties. While Pyongyang has made some efforts to restart talks, it has refused to apologise for the attack and has kept up a torrent of abuse against President Lee Myung-bak, who in turn has maintained his tough line. But the political atmosphere in the South is changing as it enters an election season, with the mood shifting towards a more conciliatory position, including renewed interest in a peace zone in the Yellow Sea.

7. Eritrea: The Siege State

Abstract:
Eritrea has been deeply troubled since independence in 1991. Following the devastating war with Ethiopia (1998-2000), an authoritarian, militarised regime has further tightened political space, tolerating neither opposition nor dissent. Relations are difficult with the region and the wider international community. At African Union (AU) behest, the UN Security Council imposed sanctions in 2009 for its support of the Somali Islamic insurgency. It has become, in effect, a siege state, whose government is suspicious of its own population, neighbours and the wider world. Economically crippled at birth, it is a poor country from which tens of thousands of youths are fleeing, forming large asylum-seeking communities in Europe and North America. But Eritrea is an extreme reflection of its region's rough political environment, not its sole spoiler. More effort to understand the roots of its suspicions and greater engagement rather than further isolation would be a more promising international prescription for dealing with the genuine risks it represents.

8. North Korea under Tightening Sanctions

Abstract:
Outwardly, the Democratic People's Republic of Korea (DPRK, North Korea) appears stable. However, the country has been shaken by constricting international sanctions, extremely poor policy choices, and several internal challenges that have the potential to trigger instability. International sanctions have reduced foreign exchange earnings, while humanitarian assistance, which feeds millions of North Koreans, has declined due to political factors and donor fatigue. In addition to sanctions, Pyongyang has been dealing with the internal pressures of a disastrous currency reform as well as a chronic and deteriorating food security problem. The aggregate pressure is already taking a toll on North Korea's human security and could have a number of unanticipated consequences for regional and international security.
