41. Indonesian Jihadism: Small Groups, Big Plans

Abstract:
Violent extremism in Indonesia increasingly is taking the form of small groups acting independently of large jihadi organisations. This is in part a response to effective law enforcement that has resulted in widespread arrests and structural weakening of Jemaah Islamiyah (JI), Jama'ah Ansharut Tauhid (JAT) and other organisations accused of links to terrorism. But it is also the result of ideological shifts that favour “individual” over “organisational” jihad and low-cost, small-scale targeted killings over mass casualty attacks that inadvertently kill Muslims. The suicide bombing inside a police station mosque on 15 April 2011 and a spate of letter bombs delivered in Jakarta in mid-March are emblematic of the shift. The government needs urgently to develop prevention strategies to reduce the likelihood that more such groups will emerge.

42. Thailand: The Calm before Another Storm?

Abstract:
Nearly a year after the crackdown on anti-establishment demonstrations, Thailand is preparing for a general election. Despite government efforts to suppress the Red Shirt movement, support remains strong and the deep political divide has not gone away. Prime Minister Abhisit Vejjajiva's roadmap for reconciliation has led almost nowhere. Although there have been amateurish bomb attacks carried out by angry Red Shirts since the crackdown, fears of an underground battle have not materialised. On the other side, the Yellow Shirts have stepped up their nationalist campaigns against the Democrat Party-led government that their earlier rallies had helped bring to power. They are now claiming elections are useless in “dirty” politics and urging Thais to refuse to vote for any of the political parties. Even if the elections are free, fair and peaceful, it will still be a challenge for all sides to accept the results. If another coalition is pushed together under pressure from the royalist establishment, it will be a rallying cry for renewed mass protests by the Red Shirts that could plunge Thailand into more violent confrontation.

43. Cutting the Link between Crime and Local Politics: Colombia's 2011 Elections

Abstract:
Deeply entrenched connections between criminal and political actors are a major obstacle to conflict resolution in Colombia. Illegal armed groups seek to consolidate and expand their holds over local governments in the October 2011 governorship, mayoral, departmental assembly and municipal council elections. The national government appears more willing and better prepared than in the past to curb the influence of illegal actors on the elections, but the challenges remain huge. The high number of killed prospective candidates bodes ill for the campaign, suggesting that the decade-old trend of decreasing electoral violence could be reversed. There are substantial risks that a variety of additional means, including intimidation and illegal money, will be used to influence outcomes. The government must rigorously implement additional measures to protect candidates and shield the electoral process against criminal infiltration, corruption and fraud. Failure to mitigate these risks would mean in many places four more years of poor local governance, high levels of corruption and enduring violence.

44. Popular Protest in North Africa and the Middle East (VII): The Syrian Regime's Slow-motion Suicide

Abstract:
Desperate to survive at all costs, Syria's regime appears to be digging its grave. It did not have to be so. The protest movement is strong and getting stronger but yet to reach critical mass. Unlike toppled Arab leaders, President Bashar Assad enjoyed some genuine popularity. Many Syrians dread chaos and their nation's fragmentation. But whatever opportunity the regime once possessed is being jeopardised by its actions. Brutal repression has overshadowed belated, half-hearted reform suggestions; Bashar has squandered credibility; his regime has lost much of the legitimacy derived from its foreign policy. The international community, largely from fear of the alternative to the status quo, waits and watches, eschewing for now direct involvement. That is the right policy, as there is little to gain and much to lose from a more interventionist approach, but not necessarily for the right reasons. The Syrian people have proved remarkably resistant to sectarian or divisive tendencies, defying regime prophecies of confessional strife and Islamisation. That does not guarantee a stable, democratic future. But is a good start that deserves recognition and support.

45. Indonesia: Hope and Hard Reality in Papua

Abstract:
The conflict in Indonesian Papua continues to defy solution, but some new ideas are on the table. A spike in violence in July and August 2011 underscores the urgency of exploring them. The government of President Susilo Bambang Yudhoyono should move quickly to set up a long-delayed new Papua unit with a mandate that includes political issues. That unit should look at a set of political, social, economic, legal and security indicators produced in July by a Papua Peace Conference that could become a framework for more enlightened policies. Taken together, they represent a vision of what a peaceful Papua would look like. The conference participants who drafted them, however, were almost all from Papuan civil society. For any real change to take place, there needs to be buy-in not just from Jakarta but from the increasingly large constituency of Papuan elected officials who have influence and resources at a local level.

Les opérations nationales d'enregistrement des électeurs qui avaient débuté en avril 2011 ont pris fin le 17 juillet. Cet enregistrement, qui aboutit à une augmentation de l'ensemble du corps électoral de presque 6,3 millions de personnes (24,5 pour cent) par rapport aux élections de 2006, a pu avoir lieu dans les délais prescrits, y compris dans les régions troublées que sont les provinces des Ki- vus et le district de l'Ituri. Si les enrôlements se sont rela- tivement bien déroulés, cela tient surtout au fait que la carte d'électeur sert aussi de carte d'identité et qu'elle est aussi utile aux miliciens qu'aux citoyens ordinaires. Ni la société civile ni les partis politiques n'ont fondamentale- ment contesté les opérations d'enregistrement au niveau local mais cela n'est pas synonyme de satisfaction. Les surprenants résultats annoncés par la Commission Electo- rale Nationale Indépendante (CEN I), le déficit de dialogue et l'absence de vérification de leur bonne inscription par les électeurs alimentent une su spicion latente mais généra- lisée dans l'opposition et la société civile. Afin de renfor- cer la crédibilité du processus électoral, il convient d'amé- liorer sa transparence, de respecter scrupuleusement le code électoral et de mettre en place un dialogue formel entre la CENI, les partis politiques et la société civile.

47. Keeping Haiti Safe: Police Reform

Haiti's porous land and sea borders remain susceptible to drug trafficking, smuggling and other illegal activities that weaken the rule of law and deprive the state of vital revenue. Post-quake insecurity underscores continued vulnerability to violent crime and political instability. Overcrowded urban slums, plagued by deep poverty, limited economic opportunities and the weakness of government institutions, particularly the Haitian National Police (HNP), breed armed groups and remain a source of broader instability. If the Martelly administration is to guarantee citizen safety successfully, it must remove tainted officers and expand the HNP's institutional and operational capacity across the country by completing a reform that incorporates community policing and violence reduction programs.

Après l'élection d'Alpha Condé à la présidence en novembre 2010, des élections législatives doivent clôturer une nouvelle étape de la transition politique guinéenne. La récente expérience de politisation violente des ethnicités et le manque de confiance des acteurs politiques dans le dispositif électoral sont des motifs d'inquiétude. Le président Condé a engagé unilatéralement une refonte du système électoral, mais il suscite d'autant plus de méfiance que les perspectives du parti présidentiel pour les législatives sont incertaines. Il n'a prêté que peu d'attention, et bien tard, à la réconciliation et au dialogue avec son opposition, très mobilisée. La Guinée ne peut se permettre ni un bricolage du système électoral ni une nouvelle campagne fondée sur des arguments ethniques. Un accroissement des tensions à l'approche du scrutin pourrait susciter des violences intercommunautaires. Il pourrait aussi offrir une opportunité d'agir à ceux qui, dans l'armée, se satisfont mal d'avoir regagné les casernes. L'attaque lancée le 19 juillet 2011 par des militaires contre la résidence du président confirme la réalité de ce risque. Un véritable accord entre les principaux acteurs politiques sur les modalités des élections législatives est impératif et urgent. Sans une forte implication internationale, les chances de parvenir à un tel accord sont minces.

49. Turkey: Ending the PKK Insurgency

Abstract:
A surge in violence has dashed plans for a negotiated end to the 27-year-old Kurdistan Workers' Party (Partiya Karkerên Kurdistan, PKK) insurgency. Since Turkey's elections in mid-June, clashes have killed more than 110 people, country-wide ethnic friction has hardened opinion, and the government has started bombing PKK bases and talking about an imminent ground offensive in northern Iraq. The PKK must immediately end its new wave of terrorist and insurgent attacks, and the Turkish authorities must control the escalation with the aim to halt all violence. A hot war and militaristic tactics did not solve the Kurdish problem in the 1990s and will not now. A solution can only lie in advancing the constitutional, language and legal reforms of the past decade that have gone part way to giving Turkish Kurds equal rights. Given the recent violence, returning to a positive dynamic requires a substantial strategic leap of imagination from both sides. Neither should allow itself to be swept away by armed conflict that has already killed more than 30,000 since 1984.

50. Violence and Politics in Venezuela

Every half hour, a person is killed in Venezuela. The presence of organised crime combined with an enormous number of firearms in civilian hands and impunity, as well as police corruption and brutality, have entrenched violence in society. While such problems did not begin with President Hugo Chávez, his government has to account for its ambiguity towards various armed groups, its inability or unwillingness to tackle corruption and criminal complicity in parts of the security forces, its policy to arm civilians “in defence of the revolution”, and – last but not least – the president's own confrontational rhetoric. Positive steps such as constructive engagement with Colombia as well as some limited security reform do not compensate for these failures. While the prospect of presidential elections in 2012 could postpone social explosion, the deterioration of the president's health has added considerable uncertainty. In any event, the degree of polarisation and militarisation in society is likely to undermine the chances for either a non-violent continuation of the current regime or a peaceful transition to a post-Chávez era.
