221. Southern Serbia: In Kosovo's Shadow

Abstract:
Southern Serbia's Albanian-majority Presevo Valley is a still incomplete Balkan success story. Since international and Serbian government diplomacy resolved an ethnic Albanian insurgency in 2001, donors and Belgrade have invested significant resources to undo a legacy of human rights violations and improve the economy. Tensions are much decreased, major human rights violations have ended, the army and police are more sensitive to Albanian concerns and there is progress, though hesitant, in other areas, such as a multi-ethnic police force, gradual integration of the judiciary, and Albanian language textbooks. Ethnic Albanians appear increasingly intent on developing their own political identity inside Serbia and finding a way to cohabit with Serbs, something that should be encouraged and supported. Nevertheless, the Kosovo status process threatens to disrupt the Presevo Valley's calm.

222. Darfur's Fragile Peace Agreement

Abstract:
The Darfur Peace Agreement (DPA) signed under African Union (AU) auspices on 5 May 2006 between Sudan's government and the faction of the insurgent Sudan Liberation Army led by Minni Arkou Minawi (SLA/MM) is a first step toward ending the violence but strong, coordinated action is needed if it is to take hold. The document has serious flaws, and two of the three rebel delegations did not accept it. Fighting between rebel and government forces is down somewhat but violence is worse in some areas due to clashes between SLA factions, banditry, and inter-tribal feuds, while the Chad border remains volatile. If the DPA is not to leave Darfur more fragmented and conflict-prone than before, the international community must rapidly take practical measures to shore up its security provisions, improve prospects for the displaced to return home, bring in the holdouts and rapidly deploy a robust UN peacekeeping force with Chapter VII authority.

223. Montenegro's Referendum

Abstract:
Although there are some shoals still to be navigated, the narrow pro-independence victory in Montenegro's 21 May 2006 referendum should, on balance, increase rather than diminish stability in the western Balkans. It is in the interest of the European Union (EU), now that its previous policy of keeping Serbia and Montenegro together has run its course, to welcome the new state and speed its accession to international institutions. Podgorica still faces significant challenges associated with transition, but none should affect regional stability, and all can be resolved as the country moves forward with the Stabilisation and Association process towards EU membership. Given the positive international response to the referendum, Montenegro can aspire to becoming a “boring” country moving toward integration with Europe. But its opposition, and Belgrade, need to be persuaded not to renege on their commitments to the EU to accept the referendum result, lest this generate new uncertainties in the region as a Kosovo status decision approaches.

224. Thailand's Emergency Decree: No Solution

The Muslim-majority region of southern Thailand continues to experience a relatively low-level insurgency but a state of emergency imposed on three provinces is no solution to the conflict that has claimed more than 1,000 lives since January 2004. The decree has deepened mistrust of the security forces, worsened public discontent with the government's approach to the insurgency and heightened the risk of human rights abuses. Prime Minister Thaksin Shinawatra should take immediate steps to moderate the decree or risk plunging the area into worse violence.

225. A Congo Action Plan

Abstract:
More than two years into the transition in the Democratic Republic of the Congo, the peace process remains at risk. As many as 1,000 people a day still die from war-related causes -- mainly disease and malnutrition, but also continuing violence. While the main belligerent leaders are all in the transitional government, their corruption and mismanagement threaten stability during and after the forthcoming national elections, now postponed from June 2005 to March 2006. The international community needs to maintain pressure on a wide front, making specific security sector reform, transitional justice and good governance measures prerequisites for the elections, not allowing them to be postponed until there is a new government.

226. Nagorno-Karabakh: A Plan for Peace

Settlement of the long running Nagorno-Karabakh conflict -- the most significant obstacle to stability in the South Caucasus -- remains elusive, despite more optimistic noises recently from Azerbaijan and Armenia. Eleven years after the 1994 ceasefire, burgeoning defence budgets, increasing ceasefire violations, and continuing demonisation by each side of the other side are ominous signs that time for a peace agreement is running out. But a compromise can now be constructed around an approach that, while addressing all the matters in dispute, leaves the core issue of Nagorno-Karabakh's ultimate status open for later resolution, after other measures have been put in place.

227. Unifying Darfur's Rebels: A Prerequisite for Peace

Insecurity in Darfur remains pervasive despite a decline in direct, large-scale fighting between the government and the two main rebel movements, the Sudan Liberation Army/Movement (SLA) and the Justice and Equality Movement (JEM). Maintaining the present uneasy status quo is not the answer. The Khartoum government continues to flout its numerous commitments to neutralise its allied proxy militia, the Janjaweed, and more than two million civilians displaced by the conflict will not return home without a comprehensive political settlement including security guarantees. But the problem is not just on the government side: discord within and between the rebel movements also needs to be resolved if there is to be a chance for sting peace.

The conflict between Azerbaijan and Armenia over Nagorno-Karabakh is the most significant obstacle to peace and stability in the South Caucasus. Eleven years into a ceasefire, the parties have been unable to sign a single document bringing them closer to a settlement. Whatever is being done at the internationally mediated negotiations, at ground level resumed war appears a real possibility. There is need to counter the hate propaganda and demonising engaged in by both sides and unlock the potential for confidence building and dialogue between average Azeris and Armenians before the memories of cohabitation fade and the divide becomes virtually unbridgeable.

229. The Shiite Question in Saudi Arabia

From Saudi Arabia's establishment in 1932, its minority Shiite population has been subject to discrimination and sectarian incitement. Beginning in the early 1990s, with then Crown Prince Abdullah's active support, the government took steps to improve inter-sectarian relations. But the measures were modest, and tensions are rising. The war in Iraq has had a notable effect, strengthening Shiite aspirations and Sunni suspicions and generally deepening confessional divisions throughout the region. King Abdullah needs to act resolutely to improve the lot of the two-million strong Shiite community and rein in domestic expressions of anti-Shiite hostility.

230. Aceh: A New Chance for Peace

Abstract:
On 15 August the Indonesian Government and the Free Aceh Movement (Gerakan Aceh Merdeka, GAM) are to sign a peace agreement that offers the best hope yet of ending a conflict that has cost over 9,000 lives since 1976. But no one should underestimate the difficulties of bringing an end to a 30-year-old conflict. Deep reservoirs of fear and distrust remain. The demobilisation and disarmament phases will be critical, and they are scheduled to begin in a month. Release of GAM prisoners will happen even sooner. In formation, communication, and planning are in very short supply. Among the most urgent tasks are: finding appropriate channels for the widest possible dissemination of information about the agreement in Indonesian and Acehnese, with an explanation of how it differs from the failed 2002 agreement; coordinating the different agencies working on amnesty, disarmament, reintegration, monitoring and funding; ensuring that government promises of land, jobs, or social security to various groups are quickly kept; and protecting vulnerable groups, including those who report violations of the agreement.
