211. Palestinians, Israel and the Quartet: Pulling Back from the Brink?

Abstract:
Throughout years of uprising and Israeli military actions, siege of West Bank cities and President Arafat's de facto house arrest, it was hard to imagine the situation getting worse for Palestinians. It has. On all fronts – Palestinian/Palestinian, Palestinian/Israeli and Palestinian/ international – prevailing dynamics are leading to a dangerous breakdown. Subjected to the cumulative effects of a military occupation in its 40th year and now what is effectively an international sanctions regime, the Hamas-led Palestinian Authority (PA) government cannot pay salaries or deliver basic services. Diplomacy is frozen, with scant prospect of thaw – and none at all of breakthrough. And Hamas's electoral victory and the reactions it provoked among Fatah loyalists have intensified chaos and brought the nation near civil war. There is an urgent need for all relevant players to pragmatically reassess their positions, with the immediate objectives of: avoiding inter-Palestinian violence and the PA's collapse; encouraging Hamas to adopt more pragmatic policies rather than merely punishing it for not doing so; achieving a mutual and sustained Israeli-Palestinian ceasefire to prevent a resumption of full-scale hostilities; and preventing activity that jeopardises the possibility of a two-state solution.

The legacy of “losing” Timor-Leste (East Timor) continues to haunt Indonesia, affecting attitudes toward Aceh and Papua, heightening suspicions about foreign intervention, complicating relations with Australia and perpetuating fears for territorial integrity. Despite this legacy, the shared land border has been mostly peaceful: the policy focus there should be as much on establishing the infrastructure for legal trade as on improving security.

213. Sudan's Comprehensive Peace Agreement: The Long Road Ahead

Abstract:
More than a year after it was signed, Sudan's Comprehensive Peace Agreement (CPA) is showing signs of strain. While the agreement ended one of Africa's longest and bloodiest civil wars, it was an agreement between only two parties, the Sudan People's Liberation Movement/Army (SPLM/A) and the ruling National Congress Party (NCP), and continues to lack broader support throughout the country, particularly in the North. The current equation for peace in Sudan is a worrying one: the NCP has the capacity to implement but lacks the political will, whereas the SPLM has the commitment but is weak and disorganised. There is a real risk of renewed conflict down the road unless the NCP begins to implement the CPA in good faith, and the SPLM becomes a stronger and more effective implementing partner. The international community, which has largely abandoned the political engagement and commitment that was so crucial to achieving the peace agreement in the first place, must forcefully reengage with the process to ensure the agreement's successful implementation.

214. Aceh: Now for the Hard Part

Just past the half-year mark of the agreement to end the conflict in Aceh, several long-anticipated problems are surfacing. None by itself is grave enough to derail the 15 August 2005 accord between the Indonesian government and the Free Aceh Movement (Gerakan Aceh Merdeka, GAM); the peace process remain s very much on track. But their convergence means that more than ever, President Susilo Bambang Yudhoyono and Vice President Jusuf Kalla will have to exert leadership, and international donors will have to constantly assess the political impact of their assistance to prevent any backsliding.

215. Colombia: Towards Peace and Justice?

Abstract:
How Colombia implements its controversial new legal framework for demobilising the far-right paramilitaries and returning them to society is critically important. It can either take a decisive step towards ending its 40-year armed conflict or see prolongation of violence and the rise of an ever more serious threat to its democracy. Most paramilitaries have turned themselves in but the Justice and Peace Law (JPL) – criticised by human rights groups when enacted in July 2005 – has still not been applied. There is concern the Uribe administration prioritises quick fix removal of the paramilitaries from the conflict at the cost of justice for victims and the risk of leaving paramilitary economic and political power structures largely untouched. International support for JPL implementation should be conditioned on a serious government strategy to apply the new framework, as well as steps by President Uribe to contest paramilitary efforts to keep their crime (including drug) fiefdoms and build their political power.

216. The Next Iraqi War? Sectarianism and Civil Conflict

Abstract:
The bomb attack on a sacred Shiite shrine in Samarra on 22 February 2006 and subsequent reprisals against Sunni mosques and killings of Sunni Arabs is only the latest and bloodiest indication that Iraq is teetering on the threshold of wholesale disaster. Over the past year, social and political tensions evident since the removal of the Baathist regime have turned into deep rifts. Iraq's mosaic of communities has begun to fragment along ethnic, confessional and tribal lines, bringing in stability and violence to many areas, especially those with mixed populations. The most urgent of these incipient conflicts is a Sunni-Shiite schism that threatens to tear the country apart. Its most visible manifestation is a dirty war being fought between a small group of insurgents bent on fomenting sectarian strife by killing Shiites and certain government commando units carrying out reprisals against the Sunni Arab community in whose midst the insurgency continues to thrive. Iraqi political actors and the international community must act urgently to prevent a low-intensity conflict from escalating into an all-out civil war that could lead to Iraq's disintegration and destabilise the entire region.

217. Lebanon at a Tripwire

Abstract:
Lebanon has badly lost its balance and is at risk of new collapse, moving ever closer to explosive Sunni-Shiite polarisation with a divided, debilitated Christian community in between. The fragile political and sectarian equilibrium established since the end of its bloody civil war in 1990 was never a panacea and came at heavy cost. It depended on Western and Israeli acquiescence in Syria's tutelage and a domestic system that hindered urgently needed internal reforms, and change was long overdue. But the upsetting of the old equilibrium, due in no small part to a tug-of-war by outsiders over its future, has been chaotic and deeply divisive, pitting one half of the country against the other. Both Lebanon's own politicians and outside players need to recognise the enormous risks of a zero-sum struggle and seek compromises before it is too late.

218. Kyrgyzstan on the Edge

Abstract:
Street battles between thousands of pro and antigovernment protestors broken up by police billy clubs and tear gas in the central square of the capital this week illustrate dramatically that Kyrgyzstan is on the verge of political breakdown and possible civil war. The government and opposition have begun talks to pull the country back from the brink, and the president signed a new constitution on 9 November that the parliament had passed the previous day. But tensions are still high. The talks will need to be widened if they are to resolve the underlying dispute, which is centred on the division of power between the president and the parliament, and related issues. The international community should become much more active in preventive diplomacy because if a solution is not found quickly, Kyrgyzstan's instability could easily affect other states in the fragile Central Asian region.

219. Escaping the Conflict Trap: Promoting Good Governance in the Congo?

The Democratic Republic of Congo's strides toward peace could prove short-lived if the government and donors do not increase efforts to create a transparent and accountable government. State institutions such as parliament, courts, the army and the civil service remain weak and corrupt. The national elections scheduled for 30 July 2006 risk creating a large class of disenfranchised politicians and former warlords tempted to take advantage of state weakness and launch new insurgencies. Donors must initiate new programs in support of good governance that include more funding to strengthen state institutions (in particular parliament and the various auditing bodies), as well as apply more political pressure to make sure reforms are implemented.

220. Beyond Victimhood: Women's Peacebuilding in Sudan, Congo and Uganda

Abstract:
Peacebuilding cannot succeed if half the population is excluded from the process. Crisis Group's research in Sudan, Congo (DRC) and Uganda suggests that peace agreements, post-conflict reconstruction, and governance do better when women are involved. Women make a difference, in part because they adopt a more inclusive approach toward security and address key social and economic issues that would otherwise be ignored. But in all three countries, as different as each is, they remain marginalised in formal processes and under-represented in the security sector as a whole. Governments and the international community must do much more to support women peace activists.
