1. Macedonia: Ten Years after the Conflict

Abstract:
Ten years after signature of the Ohrid Framework Agreement (OFA) that ended fighting between the country's ethnic Albanians and Macedonians, much of the agreement has been implemented, and a resumption of armed conflict is unlikely. Macedonia is justified in celebrating its success in integrating minorities into political life, but inter-party and inter-ethnic tensions have been growing for five years. While this part of the Balkans looks to eventual EU membership to secure stability, it remains fragile, and worrying trends – rising ethnic Macedonian nationalism, state capture by the prime minister and his party, decline in media and judicial independence, increased segregation in schools and slow decentralisation – risk undermining the multi-ethnic civil state Macedonia can become. Prime Minister Nikola Gruevski, who has just formed a new government, should work closely with his Albanian coalition partners and opposition parties to pass and implement the measures needed for more democratisation, inter-ethnic reconciliation and a solution to the name dispute with Greece.

2. Macedonia's Name: Breaking the Deadlock

Abstract:
Macedonia is a relative success story in a region scarred by unresolved statehood and territory issues. International engagement has, since the 2001 conflict with an ethnic Albanian insurgency, brought progress in integrating Albanians into political life. This has been underpinned by the promise of European Union (EU) and NATO integration, goals that unite ethnic Macedonians and Albanians. But the main NATO/EU strategy for stabilising Macedonia and the region via enlargement was derailed in 2008 by the dispute with Greece over the country's name. Athens claims that, by calling itself “Macedonia”, it appropriates part of the Hellenic heritage and implies a claim against Greece's northern province. At summits it blocked Macedonian membership in NATO and EU accession talks until the issue is settled. Mystifying to outsiders, the dispute touches existential nerves, especially in Macedonia, and has serious regional implications. The parties need to rebuild trust; member states need to press both to compromise, especially Greece to respect its commitment not to block Skopje in international organisations.

3. Kosovo: Štrpce, a Model Serb Enclave?

Abstract:
Štrpce, one of Kosovo's largest Serb enclaves and one of the few with good Serb-Albanian relations and economic prospects, risks falling victim to the status dispute between Belgrade and Pristina. But it also has a chance to demonstrate to Serbs that they can protect their interests within Kosovo's constitutional order. Since May 2008, the municipality has been governed by competing authorities, both Serb-led: an official government appointed by the UN in the face of local opposition and a parallel regime elected in defiance of Kosovo law. Neither has the capacity to perform its duties. The impasse has deprived this peaceful enclave of effective government and devastated its economy, notably by preventing regulation of its lucrative property market and blocking privatisation of the Brezovica ski resort. Local elections on 15 November 2009 can end the un- easy status quo, give Štrpce a legitimate government and unlock its economic potential. Belgrade, Pristina and the international community should encourage voting and thereafter equip the municipal government with the expanded powers and resources it needs.

4. Kosovo's Status: Difficult Months Ahead

There is growing concern that the short postponement UN Special Envoy Martti Ahtisaari announced in November 2006 for presentation of his Kosovo final status proposals to take account of Serbia's 21 January elections may not be the last delay in a process that now could extend into the second half of 2007. Nervous Kosovo Albanian leaders worry they may not be able to contain public pressures beyond March. With Russia's position hardening and Serbia as obstinate as ever, EU unity is vital – but far from assured – to keep the status process on track, first in the small Contact Group that has managed Kosovo affairs since 1999, then in the Security Council where ultimate decisions should be made.

5. Southern Serbia: In Kosovo's Shadow

Southern Serbia's Albanian-majority Presevo Valley is a still incomplete Balkan success story. Since international and Serbian government diplomacy resolved an ethnic Albanian insurgency in 2001, donors and Belgrade have invested significant resources to undo a legacy of human rights violations and improve the economy. Tensions are much decreased, major human rights violations have ended, the army and police are more sensitive to Albanian concerns and there is progress, though hesitant, in other areas, such as a multi-ethnic police force, gradual integration of the judiciary, and Albanian language textbooks. Ethnic Albanians appear increasingly intent on developing their own political identity inside Serbia and finding a way to cohabit with Serbs, something that should be encouraged and supported. Nevertheless, the Kosovo status process threatens to disrupt the Presevo Valley's calm.

6. Serbia's U-turn

In politics and policies, Serbia increasingly resembles the Milosevic-era without Milosevic. Its reaction to the catastrophic mid-March 2004 near collapse of the UN mission in Kosovo (UNMIK), the strong showing by ultra-nationalists in the 28 December 2003 parliamentary elections and the subsequent two-months of squabbling before democratic parties could form a minority government that depends for survival on the support of Milosevic's old party all are signs that more trouble lies ahead. In 2004 Serbia can anticipate continued political instability, increasingly strained relations with the West and further economic decline. The spasm of ethnic cleansing of Serbs by Albanians in Kosovo has raised the prospect of Kosovo partition, strengthened the nationalist right wing and increased anti-Western sentiment. Instability and economic weakness could hasten moves by Montenegro towards independence, while Kosovo tensions could spill over into the Presevo valley, Sandzak and even Vojvodina.

7. Collapse In Kosovo

Abstract:
On 17 March 2004, the unstable foundations of four and a half years of gradual progress in Kosovo buckled and gave way. Within hours the province was immersed in anti-Serb and anti-UN rioting and had regressed to levels of violence not seen since 1999. By 18 March the violence mutated into the ethnic cleansing of entire minority villages and neighbourhoods. The mobs of Albanian youths, extremists and criminals exposed the UN Mission in Kosovo (UNMIK) and the NATO-led peacekeeping force (KFOR) as very weak. Kosovo's provisional institutions of self-government (PISG), media and civil society afforded the rioters licence for mayhem. The international community urgently needs new policies -- on final status and socio-economic development alike -- or Kosovo instability may infect the entire region.

Pan-Albanianism is seen by many observers as a serious threat to Balkan stability. 9. Albania: State of the Nation 2003

Abstract:
Political feuding virtually paralysed the Albanian government in the first half of 2002, until the European Parliament brokered an agreement between the main political parties which led to the election of retired army general Alfred Moisiu as the consensus choice for president. Although the 73-year-old Moisiu leans to the right, he has pledged to represent all Albanians equally. After a long period of confrontation, the country entered a phase of political dialogue. The opposition Democratic Party (DP) ended its boycott of local government institutions and began to work with the ruling Socialist Party (SP). In August 2002 parliament voted in a new Socialist-led government with the SP chairman, Fatos Nano, as Prime Minister for a third time. By early 2003, however, this unusual consensus appeared to have unravelled, returning politics to its more normal fractiousness. Political tensions are expected to rise as October local elections approach.

10. Macedonia's Name: Why the Dispute Matters and How to Resolve It

On 16 November 2001, Macedonia's parliament passed a set of constitutional amendments that were agreed in August, when Macedonian and Albanian minority leaders signed the Ohrid Framework Agreement. Later that day, President Trajkovski clarified the terms of an amnesty for Albanian rebels, in line with international requests.
