1. Man in his Natural State: The New World and Locke's Second Treatise

Abstract:
Over the past four decades an effort has been made to relieve John Locke's writing of its central position in the foundation of the “American Republic,” as historians of political philosophy have tended to devalue his role in the pantheon of America's founding philosophers (Huyler 1995; Pocock 1975; Bailyn 1967). Although we have a robust historiography that considers the question of Locke in America, we have surprisingly few scholarly studies on the role of America in Locke's thought, particularly of the conceptual imagery of the Americas and its peoples in Locke's Second Treatise (Bailyn 1967; Pocock 1975). The studies that do consider this connection do not situate his work into a broader historiography concerning the impact of the New World on Europe during the three centuries after its discovery. Instead, scholars have largely approached the question from the perspective of political theory and with the relatively limited goal of explicating his political thought more clearly. In this paper, I am interested in reading Locke as a crucial moment in the larger impact of the New World on Europe during the three centuries after its discovery.

Abstract:
This paper attempts to address the issues of what is at stake in reading between East and West, and how orality might pose a challenge to the legitimized academic views of doing research and of attaining knowledge. Indeed, I find myself situated somewhere in the middle between East and West. I come from an Eastern European country, in which the mélange of Western and Eastern elements can be confusing at best. Romanian culture (if one can talk of a unified and homogeneous cultural system which would bear the unambiguous mark of Romanian-ness) has been profoundly influenced both by its Eastern neighbours (influence which sometimes materialized into lengthy occupation by the Ottoman Empire) and by Western ideas and practices that have been imported both by foreign travellers and by the local intelligentsia. Boasting rich and captivating oral traditions, Romanian culture has also been under the tyranny of the written sign. It has sometimes tried to negotiate between the two, but not without doing violence to the richness of the former, while acknowledging the modern necessity and superior expediency of the latter.

Abstract:
There has been a tendency, especially in North America and Europe, and among technology enthusiasts and some educators, to assume that the whole world is connected to the Internet, and surfs the World Wide Web. Why would we use the term, 'World Wide Web', if we were not talking about a global phenomenon? However, Internet statistics show that only about six to eight percent of the world's six billion population is connected to the Internet. Approximately ninety-two percent of the world is NOT connected to, nor uses, the Internet. 1 The erroneous assumption of universal connectivity is not simply a statistical mistake. Governments, corporations, community organizations, and individuals make many incorrect decisions, with sometimes dramatic and far-reaching consequences, on the basis of the assumption that most of the world is connected to the Internet. Not only is the vast majority of the world not connected to the Internet, most people do not even have the computers, skills, experience, interest, or awareness to become connected. The disconnected are not randomly distributed, but have specific demographic, social, economic, racial, ethnic, gender, gerontological, and political characteristics that amount to a systematic bias of exclusion, often referred to as the “digital have-nots”. Similarly, the connected are not randomly distributed, but possess particular demographic, social, economic and political characteristics making up what has become known as the ““Digital Haves””. The separation, chasm, abyss, canyon, gulf, or distance between the ““Digital Haves”” and “digital have-nots” has become known as the “Digital Divide.”

4. The Globalization of Property Rights: An Anglo and American Frontier Land Paradigm, 1700-1900

Abstract:
Old-world ideas accompanied European migrants, and a few changed the globe. An English obsession with landed property was implanted in settlement colonies, so that, between the late 1600s and late 1800s, private initiatives and official planning on British colonial and American frontiers interacted to frame property rights to extensive regions. This paper dwells on that interaction and the tensions between private goals and state sovereignty. The state was essential for framing property rights when these were associated with land and in situ resources. In very recent times, property rights have fostered entirely new industries, for example in software and genetically modified biota. Property rights have changed traditional activities such as art and entertainment. Do new forms of property - "less constrained by physical location" - leave the state with a reduced role in the realm of property rights? Does the paradigm of evolving property rights seen in previous centuries suggest any parallels with struggles over more recent property rights? These are questions for members of the institute to consider. We will offer several concluding thoughts.

Abstract:
Globalisation is now a near ubiquitous phenomenon. Indeed, it is the most over used and under specified term in the international policy sciences since the passing of the Cold War. However, as most actors in the international policy domain recognise, it is a term that is not going to go away. Policy responses--of state and non state actors alike--are increasingly coming to terms with globalisation, however defined.
