Abstract:
his paper was prepared for the Prague European Summit. "The refugee crisis can become – in spite of the underlying tragedy – a moment of glory for the European Union. Suffering from crises of both identity and confidence, the EU can find itself again by drawing inspiration from its history and values and renew its purpose at home and abroad. If the EU manages to reform its outdated migration and asylum policies, offering the war refugees a friendly welcome, it will prove that the fears of its weakness are exaggerated and the rumours about its erosion are unfounded. If decisive action is taken by European leaders, the result will be of benefit for both the refugees and the societies as well as economies of the recipient countries. War refugees – and even economic migrants – are not a threat; they are an opportunity for the EU to prove that it still stands firm on the principles of peace, solidarity and openness, on which it had been originally built."

On July 14, 2015 the so-called P 5 + 1 (the permanent members of the UN Security Council and Germany) concluded a historic deal with Iran over its nuclear program. The present paper argues that the Iranian nuclear program and the international controversy over it are derivatives of both the experimental model of the Islamic Republic of Iran and its behaviour, in which it acts as an empire.

The Obama administration recently suggested concluding a legally binding agreement on transparency that would confirm that American BMD does not pose a threat to Russia's deterrence forces, and also concluding a framework agreement on further cutting Russian and American nuclear arsenals. The USA may be interested in reducing the tensions with Russia over the missile defense with a view to break the deadlock on a wide complex of hard security and proliferation issues, including the hot problems of nonstrategic nuclear weapons in Europe and Iran and the North Korean nuclear programs, and also to ensure Russia's support in managing regional crises – these days, especially that in Syria.

The Putin regime seems to have chosen to publicly expose Ryan Fogle not simply as a “tit-for-tat” for the embarrassing release of footage by the FBI of the meetings of “illegals” detained in the U.S. (2010) with Russian diplomats, but to gesture toward domestic audiences and to humiliate the U.S. in order to weaken its position in mutual negotiations, knowing that Washington may not be in the position to retaliate.

Abstract:
In the area of security, the Czech Republic and the U.S. should build closer cooperation around President Obama's Prague Agenda, NATO Ballistic Missile Defence project and in the field of post-conflict reconstruction while working together to mitigate obstacles to constructive NATO-EU relations. In economic relations, they should enhance cooperation taking full advantage of the Strategic Dialogue framework both in terms of discussing global and transatlantic trade issues, and in boosting bilateral commerce. Regarding values, they should cooperate more on democratic transition in Eastern Europe, including through the framework of Eastern Partnership in which the U.S. should become involved.

Abstract:
As identified by the participants of the 1st Czech-French Forum of Young Talents, diplomacy needs to face globalization, geopolitical shifts, the call for transparency and budgetary restrictions. The diplomat has to act as a manager and interpreter of knowledge in a world characterized by an overflow of information. The need for a strong and effective EU diplomacy is not disputed but the European interest has not been clearly defined so far. The European External Action Service seems to offer an institutional setting that will help to articulate the European interest through everyday practice. The contradictory ideal of a generalist diplomat has not waned, but the diplomat must update its competences, enter the public debate and keep up dated with technological progress.

If a stranger were asked to choose the most ambitious of the current EU policies, he might pick the European Neighbourhood Policy (ENP): Not only does it bring forty-three countries together, EU members and non-members alike, but its main aims are so broad, and at times so contradictory, that one wonders how all of them could be reached: The Policy purportedly should provide stabilisation and democratisation; it should secure inclusion but avoid further enlargement; it should ensure differentiation, yet create “one ring of friends”. All this makes the ENP similar to a strange animal whose future evolution is shrouded from the observations of even the most penetrating analysts.

Twinning has become the cornerstone of the European Union's assistance to Acceding, Candidate or Potential Candidate Countries. Recently, Twinning has also started benefiting countries included in the programme of enhanced co-operation (European Neighbourhood Policy countries). The original aim of Twinning was and largely remains to be the building of capacity of these countries to adopt, implement and enforce the full acquis communautaire before joining the European Union (EU).

The parties of the Czech left have enjoyed a nominal majority in the House of Representatives of the Czech Parliament: the Czech Social Democratic Party (ČSSD) gained 70 seats and the Communist Party of Bohemia and Moravia (KSČM) 41 seats during the elections in June 2002. Both parties have so far used this political potential with caution.
